A thorough review of vendors and machine options was done concluding with her recommendation. The cost of the four-year lease of the seven copiers is a not to exceed $103,152. Additionally, staff is recommending Nexus be awarded a Four-year agreement to provide maintenance in support of the leased copiers. The cost of the maintenance agreement for the four-year period is $16,520. The maintenance agreement covers all scheduled preventive maintenance work and includes all parts, supplies, service, labor and guaranteed service response time. Toner is included in the cost of maintenance. Included under the Village Manager's Report is a motion to approve an agreement with Nexus Office Systems to lease seven copiers for a four-year period in an amount not to exceed $103,152. There is a second motion to approve a four-year maintenance agreement with Nexus Office Equipment for a base amount of $13,140. Any black & white copies over 500,000 annually are paid at a rate of $0.0049. Color copies over 40,000 annually are paid at a rate of $0.042. Details on the background of the copier lease program and selection process are included in the memo. RACICr;Rni min The Village began the practice of leasing copiers in 2002. Overall, staff has been very pleased with the leasing arrangement. Through the years, the Village has negotiated leases for copiers from companies such as Imagetech, Chicago Office Technology (COTG), and Nexus Office Systems, Inc. Currently all of the Department copiers are leased. The Village leased Toshiba and Xerox equipment from Imagetech and COTG. Feedback for the Toshiba and Xerox equipment regarding its reliability and the service received from the vendors was less than desirable. The Finance Department was asked to research new copiers that provide the functionalities needed, to find a reputable service provider for the equipment and to negotiate leases for new copiers. In 2010 and 2013, the Finance Department negotiated lease and maintenance agreements with Nexus Office Systems, Inc. to provide Canon equipment for all copiers within the Village. The equipment and service provided by Nexus Office Systems, Inc. has been outstanding, and the departments have been very pleased with the reliability of the Canon equipment. The copier lease agreements are up for seven copiers within the Finance, Public Works, Human Services, Fire, Information Technology and Police departments. The Finance department began discussing the replacement of the copiers with personnel from each department earlier this year. The points of discussion included reliability, speed, functionalities, types of print and copy jobs, print volume, space constraints, upgrades needed and all other comments and concerns. The discussion determined that all departments need copy, print, fax, and scan functionalities and the standardization of the equipment and service provider remain high priority. The Finance Department began to research new copiers and to negotiate another lease and maintenance agreement for new copiers. We contacted five copier companies in the area. Nexus Office Systems, Inc. and Gordon Flesch Company are the two that lease Canon copiers. The goal is to have standardized reliable equipment with the functionality needed and a company that provides excellent service. Nexus has proven to provide good quality equipment and service to the department and division in which the copiers are located. Copier Lease and Maintenance Agreement September 8, 2014 Page 2 Nexus provided a proposal with good pricing. Nexus is a small company founded in 1982 with service in mind. The company's mission is to provide the highest quality equipment combined with superior service. Their corporate office is located in Rockford, and the technicians are dispatched from an Elgin office. The Nexus solution includes five Canon iR C5255, one iR C5235 and one iR6255 which provide copy, print, scan and fax functionalities. The Gordon Flesch Company is a larger company with the corporate office located in Geneva and six branch offices in the area. The Gordon Flesch solution is also the same as above. Model iR C5255 is a 55/50 page per minute (PPM) color copier, Model iR C5235 is a 35/30 PPM color copier and Model iR 6255 is a 55 PPM black and white copier. Copier Lease and Maintenance Agreement September 8, 2014 Page 3 RECOMMENDATION We recommend leasing the Canon products from Nexus Office Equipment Inc. for the seven copiers in need of replacement. This provides standardized equipment and service throughout the Village departments. Nexus has provided outstanding service during the four year period and the Canon copiers have proven to be reliable. Funds are included in the operating budgets of the six departments to continue the leases and pay the service contract fees. It is recommended that we enter into a 48 month lease agreement and a 4 year annual maintenance contract with Nexus for the seven Canon replacement copiers. The 48 month lease is not to exceed $103,152. The four year maintenance agreement is $16,520. Any black and white copies over the 500,000 annually to be paid at a rate of $0.0049 and any color copies over 40,000 annually to be paid at a rate of $0.042. Storage needs have outgrown the - existing resources and will continue to grow. After substantial research, staff has determined that a Tegile HA2100 SAN will best meet the Village's needs. .Aorl Background The Village's file servers are primarily virtualized. Five Dell Equallogic SANs — three at Village Hall (VH) and two at the Emergency Operations Center (EOC) - are used to house all the virtual servers. Replication is setup to copy data daily from the Village Hall datacenter to the EOC and vice versa so that, in the case of a catastrophic failure, data would never be more than a day old. However, the replication area on the EOC side is now full so some of the servers can no longer replicate. Until recently the Village has been able to keep storage needs manageable by establishing "Records Days" for employees to organize and clear out unneeded documents. Records Days have been a huge success but are no longer enough; more storage is still needed. The existing SANs are on the replacement schedule and two five-year-old SANs are available for replacement this year. However, the existing SANs are still viable and will be repurposed to store system backups. Research In the last few years there has been a great deal of change in the electronic data storage technology. Some of the features that would be most beneficial to the Village are listed below. • Compression: Ability to compact data by removing unnecessary information to allow more data per gigabyte of storage. • Deduplication: Ability to replace redundant blocks of data with pointers to the first block to allow more data per gigabyte of storage. • Snapshots: Ability to make copies of data volumes on the same SAN as the original. We use this feature now. • Replication: Ability to mirror data to a second data store. We use this feature now. • NAS (Network Attached Storage) Protocol Support: Ability to create data shares directly, without using an additional server operating system layer. This could potentially eliminate the need for some server licenses. Request to Purchase Two Replacement Storage Area Networks August 26, 2014 Page 2 • Expandability: Ability to add more storage to a SAN without buying an entire new SAN. • Flash SSD: Ability to use solid state flash drives for faster access. Hybrid systems use both flash drives and standard drives to increase speed while keeping the cost down. Frequently accessed data is automatically moved to the flash drives while infrequently accessed data is moved to the standard drives (auto -tiering). The availability of new technology allows staff to evaluate different vendors and their products. As part of the research, staff consulted expert opinions from the two unbiased resources below and chose three vendors with popular mid-range products. Datacenter Infrastructure Group, Inc., (DCIG) is a group of analysts with IT industry expertise who provide informed, third party analysis and commentary on IT technology solutions. In their "2014 Hybrid Storage Array Buyer's Guide", DCIG's highest ratings went to Tegile SANs, and secondly to EMC. Info -Tech Research Group Inc. is an information technology research and advisory company. In Info-Tech's "Vendor Landscape: Small to Mid -Range Storage Arrays", EMC and Dell are rated as "champions", and Tegile is rated as an "innovator". However, Dell has announced that its Equallogic product line will eventually be phased into their Compellent series of SAN products. The chart below compares features and prices for Equallogic, EMC and Tegile SANs. Only Tegile provides all the desired features. They are highly satisfied and are in the process of purchasing an additional SAN to install in a different building. Online customer reviews for the Tegile are positive as well. Also the HA2100 is expandable for the future by adding a shelf to hold additional drives, instead of purchasing a whole new SAN, which will save money later. Storage options were presented to the Village Technical Advisory Group (VTAG) on August 26, 2014. The group endorsed the purchase of the Tegile SANs. I recommend that the Village waive the bid process and purchase two Tegile HA2100 SANs from Hipskind for an amount not to exceed $82,600. The price includes the first three years of support. Ongoing support is $6,800/year. The HA2100 model was chosen because it will best meet the Village's needs. Funds are available for this purchase. JANONIS FIRE CHIEF �___ AUGUST 29, 2014 SUBJECT: THERMAL IMAGING CAMERA REPLACEMENT Request The Fire Department is requesting Village Board approval to purchase four replacement thermal imaging cameras. Background Thermal imaging cameras have become one of the most important tools in the fire service in the last fifteen years. Thermal imaging cameras provide a heat -based contrast between items that emit heat and their immediate surroundings. This contract, helps personnel to locate victims and the seat of the fire in conditions with heavy, dense smoke and/or little visibility. The four proposed cameras will replace existing cameras on our front-line engines and tower ladder. In addition to these cameras, the Department has four other units on the three frontline ambulances and the reserve engine for a total of eight cameras. All of our current cameras are Mine Safety Appliances, Co. (MSA) brand, one of the highest performing cameras in the industry. The unanimous recommendation of our committee members, for the purposes of consistency and quality, is to stay with MSA. MSA has been the brand of choice since our first camera was donated to us in 1998 by Wal-Mart. The reliability and durability of the brand has been remarkable, with little to no repairs required beyond routine maintenance. In addition, consistency of this tool across all units maximizes its operation. Having multiple camera brands has the potential to create confusion and reduce efficiency during emergency incidents. At this time, there are no thermal imaging cameras on state bid. Air One Equipment from South Elgin has provided a quote of $33,000 for the purchase of four cameras and is the sole supplier of MSA cameras in the Chicago metropolitan area (see attachment). The last set of four MSA cameras the Department procured in 2012 were also purchased from Air One Equipment, at a total cost of $31,180. Thermal Imaging Camera Replacement August 29, 2014 Page 2 To ensure that we receive fair pricing, the Department also obtained two additional quotes for thermal imaging cameras. The first quote from Essential Equipment Solutions, which distributes Bullard brand cameras, exceeded MSA's prices on all of its cameras with a quote of $41,500. The second vendor, Municipal Emergency Services which distributes Scott brand cameras, provided a quote of $40,228 for its cameras. It should be noted, that the Scott cameras being quoted lack some notable durability features which are included in the MSA camera. These features include a fully - enclosed battery compartment (requirement under the revised NFPA standard), dual handles, dust and water protection, flame -resistant materials as well as a larger sensor size. Recommendation Based on the information provided, and the proven track record of the MSA cameras, recommend the purchase of four MSA Evolution 6000 Thermal Imaging Cameras from Air One Equipment of South Elgin, IL in an amount not to exceed $33,000. This purchase also includes batteries, universal truck chargers and retractable lanyards. Budget Authorization The replacement of these cameras was approved as part of the 2014 Capital Improvement Budget. Funds are available for this purchase in account number 020.70.90.00.1.709.665.043, which can be found on page 319 of the budget book. John J.
