BOARD OF FIRE AND POLICE COMMISSIONERS
MINUTES
July 7, 2014
Public Safety Building
Fire Department Conference Room
Chairperson Skowron called the meeting to order at 5:45 p.m.
Roll Call: Michaele Skowron, Chairperson
Charles Bennett, Commissioner
Mark Busse, Commissioner
James Powers, Commissioner
Jackie Hinaber, Commissioner
Also Present: Timothy Janowick, Chief of Police
Henry Dawson, Deputy Fire Chief
APPROVAL OF MINUTES
Chairperson Skowron asked for a motion to approve the Open Session Minutes of May 5, 2014.
A motion was made by Commissioner Bennett and seconded by Commissioner Powers.
Roll Call: Ayes: Bennett, M. Busse, Hinaber, Powers, Skowron Nays: None Abstain: Motion Carried
Chairperson Skowron asked for a motion to approve the Open Session Minutes of May 6, 2014.
A motion was made by Commissioner Powers and seconded by Commissioner Bennett.
Roll Call: Ayes: M. Busse, Hinaber, Powers, Skowron Nays: None Abstain: Bennett Motion Carried
CITIZENS TO BE HEARD
No one in attendance.
FIRE DEPARTMENT UPDATE
Deputy Chief Dawson reported on staffing, promotions and retirements. The department is in the process
of working with Selection Works for the new hire test. If the Board approves, the application process
would be started and the written test will be held on September 20, 2014.
POLICE DEPARTMENT UPDATE
Chief Janowick reported on staffing and the promotions that took place on June 17 Two officers
graduated from the academy on June 30 Officer Saric was the recipient of the Academic Achievement
Award for his class. Three officers were sworn in on June 30 and will attend the Suburban Law
Enforcement Academy. Oral interviews are scheduled for the 11th, 12th and 13 of August starting at
3:00 p.m. The interview panel will include Chairperson Skowron, Commissioner Hinaber and
Commissioner Powers.
SERGEANTS PROMOTIONAL PROCESS DISCUSSION
Chief Janowick reported the Chiefs Merit and Efficiency points were delivered to Chairperson Skowron
and he briefly updated the board on the status of the written test. The Chief also invited the Board to
attend and welcome the group prior to the start of the written test. Commissioner Powers volunteered to
attend and welcome the officers.
Chairperson Skowron asked for a motion to go into closed session.

CLOSED SESSION
A motion was made by Commissioner Hinaber and seconded by Commissioner M. Busse to go into
Closed Session at 6:02 p.m. under Personnel 5 ILCS 120/2 (c) (1) - The appointment, employment,
compensation, discipline, performance, or dismissal of specific employees of the public body, including
hearing testimony on a complaint lodged against an employee to determine its validity, and to approve
closed session minutes and discuss the Fire Department background interview questions.
Roll Call: Ayes: Bennett, M. Busse, Hinaber, Powers, Skowron Nays: None Motion Carried
The Board returned to open session at 7:00 p.m. with everyone present from the previous session.
The Chair accepted a motion to agree with the Fire Chiefs recommendation to use Selection Works as
the recruit testing service and the proposed calendar.
A motion was made by Commissioner M. Busse and seconded by Commissioner Hinaber.

The Chair asked for a motion to accept the Police Chiefs recommendation for the five candidates who
were interviewed in the last interview process.
A motion was made by Commissioner Bennett and seconded by Commissioner M. Busse.

OTHER BUSINESS
Chairperson Skowron reminded everyone about the Illinois Fire and Police Commissioners Association
conferences held every spring and fall.
The next regular meeting will be August 4 The police interviews are scheduled for August 11tH 12tH
and 13 starting at 3:00 p.m. With September 4 falling on Labor Day, the meeting was scheduled for
September 8tH
Commissioner Bennett congratulated Chief Janowick on his promotion and officially welcomed him to the
board.
With no further business, a motion was made by Commissioner Powers and seconded by Commissioner
Bennett to adjourn the meeting at 7:08 p.m.
