MINUTES
May 5, 2014

Chairperson Skowron called the meeting to order at 5:00 p.m.
Roll Call: Michaele Skowron, Chairperson
Charles Bennett, Commissioner (arrived 5:16 p.m.)

Jackie Hinaber, Commissioner (arrived 5:34 p.m.)

Henry Dawson, Deputy Fire Chief
Brian Lambel, Battalion Chief (arrived 5:20p.m.)
APPROVAL OF MINUTES
Chairperson Skowron asked for a motion to approve the Open Session Minutes of March 3, 2014.
A motion was made by Commissioner M. Busse and seconded by Commissioner Powers.
Roll Call: Ayes: M. Busse, Skowron Nays: None Abstain: Powers Motion Carried
Chairperson Skowron asked for a motion to approve the Open Session Minutes of March 17, 19, and 20,
2014.
A motion was made by Commissioner M. Busse and seconded by Commissioner Powers.
Roll Call: Ayes: M. Busse, Skowron Nays: None Abstain: Powers Motion Carried
Chairperson Skowron asked for a motion to approve the Open Session Minutes of April 7, 2014.
A motion was made by Commissioner Powers and seconded by Commissioner M. Busse.
Roll Call: Ayes: M. Busse, Powers, Skowron Nays: None Abstain: None Motion Carried
CITIZENS TO BE HEARD
No one in attendance.
FIRE DEPARTMENT UPDATE
Deputy Chief Dawson reported on staffing and retirements. Two candidates received conditional offers
and are in the hiring process. Deputy Chief Dawson shared a copy of the eligibility list to show the Board
the status of the list after tomorrow night's interviews.
Deputy Chief Dawson also reminded the Board that on May 20 at 7:00 p.m. George Busse will be
recognized by the Village Board for his service to the Village.
POLICE DEPARTMENT UPDATE
Chief Semkiu reported the department's current strength is 82 with an authorized strength of 83. There
are four upcoming retirements and the Village Manager approved five additional hires. We currently have
two recruits in the Suburban Law Enforcement Academy (SLEA). There was also a discussion on
considering dates for the next group of police interviews. After discussion, the Board tentatively
scheduled the 28 through the 30th of July.

SERGEANTS PROMOTIONAL PROCESS DISCUSSION
Chief Semkiu reported his office received twenty (20) preliminary applications and only eighteen (18)
resumes were received by the deadline. The Chief submitted a letter for the Chairperson's signature
informing the two candidates that their failure to submit their resumes disqualify them from the process.
Deputy Chief Janowick provided the Board with a memorandum sent out to the department with the
succession changes and informed the Board of upcoming promotions.
Commissioner Bennett arrived at 5:16 p.m.
Chairperson Skowron asked for a motion to go into closed session.
CLOSED SESSION
A motion was made by Commissioner M. Busse and seconded by Commissioner Powers to go into
Closed Session at 5:17 p.m. under Personnel 5 ILCS 120/2 (c) (1) - The appointment, employment,
compensation, discipline, performance, or dismissal of specific employees of the public body, including
hearing testimony on a complaint lodged against an employee to determine its validity, and to approve
closed session minutes and conduct Fire Department background interviews.
Roll Call: Ayes: Bennett, M. Busse, Powers, Skowron Nays: None Motion Carried
The Board returned to open session at 5:36 p.m. with everyone present from the previous session and
Commissioner Hinaber and Battalion Chief Lambel.
OTHER BUSINESS
Chairperson Skowron asked everyone present to introduce themselves to Commissioner Hinaber. The
Board agreed to a start time of 5:45 p.m. for future meetings with the exception of interview panels.
Chief Semkiu, Deputy Chief Janowick and Diane Rhode left the meeting at this time.
A motion was made by Commissioner M. Busse and seconded by Commissioner Powers to return to
Closed Session at 5:38 p.m. under Personnel 5 ILCS 120/2 (c) (1) - The appointment, employment,
compensation, discipline, performance, or dismissal of specific employees of the public body, including
hearing testimony on a complaint lodged against an employee to determine its validity, and to conduct
Fire Department background interviews.

The Board returned to Open Session at 9:50 p.m. with everyone present from the Interview Panel and
Commissioners Bennett and Hinaber.
Chairperson Skowron reminded everyone the May 6 "' meeting starts at 5:30 p.m.
With no further business, a motion was made by Commissioner Powers and seconded by Commissioner
M. Busse to adjourn the meeting at 9:53 p.m.
