UNMARKED TRAFFIC ENFORCEMENT VEHICLE
The Police Department is scheduled for the replacement of one (1) 2006 Ford Police Interceptor
sedan this fiscal year. The vehicle being replaced currently serves as an unmarked traffic
enforcement squad car. The Department is seeking to replace the 2006 Ford Police Interceptor
with a similar type vehicle for use as an unmarked frontline patrol / traffic enforcement squad
car. The Police Department would like to proceed with the purchase of a 2014 Dodge Charger
AWD Pursuit Vehicle at the July 15, 2014 Regular Meeting of the Village Board.
Please find attached the April 8, 2014 memorandum from Chief Michael Semkiu requesting the
purchase of a 2014 Dodge Charger AWD Pursuit Vehicle (CHF 14 -38). In addition, please find
attached the July 9, 2014 memorandum from Deputy Chief Timothy Griffin (ADM 14 -123)
outlining the Police Department's evaluation criterion for the 2014 Dodge Charger AWD Pursuit
Vehicle to be used in conjunction with an evaluation of the vehicle by Mr. Jim Breitzman, the
Public Works Department Vehicle Maintenance Superintendent. I continue the endorsement of
the 2014 Dodge Charger AWD Pursuit Vehicle originally submitted by Chief Semkiu based on
the criterion established in both memoranda.
As the Police Department prepares the FY2015 budget, we will conduct a needs analysis of the
Department's entire fleet to determine the appropriate number and distribution of vehicle makes
and models amongst the nine (9) replacement vehicles budgeted. The analysis will examine the
need to replace all nine (9) vehicles, establish a ratio of sedans and SUVs, and determine if any
special needs exist within the agency that are currently unmet. In addition, the evaluation of the
2014 Dodge Charger AWD Pursuit Vehicle will assist staff in developing the purchase
recommendation for FY2015.
Recommendation
Staff recommends purchasing a 2014 Dodge Charger AWD Pursuit Vehicle to replace the 2006
Ford Police Interceptor based on the criterion and justifications outlined in the attached
memoranda. /I

In 2014, the Police Department is scheduled to replace one (1) Ford Crown Victoria Police
Interceptor unmarked traffic enforcement vehicle. The department requests to purchase one (1)
Dodge Charger Pursuit vehicle to replace squad P -38, a 2006 Ford Crown Victoria Interceptor
with approximately 70,000 miles of service. This new vehicle replacement will be used as an
unmarked traffic enforcement vehicle just as the current P -38 has been since 2006.
Background Information of the Dodge Charger Pursuit Vehicle
Commencing with the 2014 model year, Dodge has offered the Charger Pursuit vehicle in an all -
wheel -drive (AWD) package. This is a significant improvement since the department evaluated
this vehicle back in 2012. Staff was interested in the Dodge in 2012, however chose to purchase
the AWD Ford Police Interceptors for the versatility of the available AWD systems at that time
to meet operational needs. Since this vehicle will be used as an unmarked traffic enforcement
unit, staff believes the Dodge Charger Pursuit Vehicle, with its AWD package, will serve as an
excellent choice. The purchase of this vehicle will enable the Police Department to diversify our
current vehicle fleet and utilize a vehicle with a low profile that will be ideal for traffic
enforcement. Additionally, since this is a singular vehicle purchase, this will allow staff to test
and evaluate the suitability of the Dodge Charger Pursuit vehicle for future purchases, as we are
due to replace nine (9) vehicles in 2015.
Staff has conferred with the Public Works Vehicle Maintenance Superintendent, Mr. Jim
Breitzman, regarding the acquisition of this vehicle. Mr. Breitzman foresees no issues with
having a Dodge product mixed into our vehicle fleet, and determined the maintenance costs and
fuel usage will be consistent with our other vehicles. Mr. Breitzman is satisfied with the
reliability and durability of the Charger Pursuit vehicle, as well as the standard 5 -year, 100,000
mile power -train warranty that will stay with the vehicle during the course of our 5 -year vehicle
replacement period. Additionally, warranty repairs for this vehicle will be completed locally at
Napleton Dodge in Arlington Heights.
The Dodge Charger Pursuit vehicle is available from Napleton Fleet Group under a suburban
purchasing cooperative agreement with the Northwest Municipal Conference at a cost of

$26,400. This price includes all vehicle options and freight (see the attached specifications
sheet). There is no state bid on this vehicle at this time. We are requesting the Village Board
authorize the purchase of one (1) Dodge Charger Pursuit vehicle under the aforementioned
suburban purchasing cooperative for police vehicles. Funds for this vehicle are available for this
expenditure in vehicle replacement account 061.80.00.1.000.660.003, which is listed on page
327 of the 2014 Annual Budget. Delivery of this vehicle will be in the summer or fall of 2014.
Vehicle Conversion
Since 2013, the Police Department has employed the services of Lund Industries of Northbrook
for squad conversions. A squad car conversion consists of removing and reinstalling police
vehicle equipment from a replaced vehicle into a new vehicle. Additionally, the conversion
involves the installation of new emergency lighting, mobile data computers with mountings,
radios, mobile video recording systems and numerous other squad equipment items. In 2013, the
department conducted a process of selecting a new vendor to provide this service. Based on the
cost and ability to meet department needs, Lund Industries of Northbrook was selected.
Recommendation
Based on costs, service, and the ability to promptly meet the needs of the department, it is staff's
recommendation that we continue to utilize Lund Industries of Northbrook with the conversion
and installation of this new traffic enforcement vehicle.
In conclusion, it is requested that the bid process be waived to employ the service of Lund
Industries for the conversion and purchase of related installation equipment for one (1) Dodge
Charger Pursuit traffic enforcement vehicle at a cost not to exceed $9,600. Funds are available
for this expenditure in account 061.80.86.00.1.000.660.003, which is listed on page 327 of the
2014 Annual Budget.
Finally, at the direction of the Public Works Director, all vehicles replaced in 2014 will be placed
into service by other Village departments or placed into auction.

EVALUATION CRITERIA OF THE 2014 DODGE CHARGER AWD PURSUIT
VEHICLE FOR CONSIDERATION IN FUTURE POLICE VEHICLE ACQUISITIONS
In 2014, the Police Department has requested to purchase one (1) Dodge Charger AWD Pursuit
Vehicle to replace one (1) 2006 Ford Crown Victoria Police Interceptor that is on the vehicle
replacement schedule. In 2015, the Police Department has nine (9) additional Ford Crown
Victoria Police Interceptors scheduled for replacement. Upon acquisition of the 2014 Dodge
Charger Pursuit Vehicle, staff will begin evaluating this vehicle and its ability to meet
Department needs for consideration in future vehicle replacement purchases.
Background Information
In 2012, the Police Department purchased ten (10) Ford Police Interceptor Utility AWD
vehicles. This vehicle was new to the law enforcement marketplace, as Ford had not offered
previous versions of this model in a police package. Due to the Department's desire to shift to
all- wheel -drive (AWD) vehicles at that time, this vehicle was purchased in mass quantity without
any test or evaluation. Since the acquisition of these vehicles, it has become apparent that many
officers are not comfortable driving sport utility vehicles (SUV), as they are different in size and
shape than many of the sedan -style vehicles that officers are accustomed to. This discomfort
with the SUV -style vehicle often comes from officers of smaller stature and their ability to park,
reverse, and drive in emergency response modes. Although we have found many officers enjoy
driving the SUV's, we also understand that there are many who prefer the sedan -style vehicles.
Due to the fact that officers work in their vehicles for eight to ten hours a day, and frequently
drive these vehicles in emergency response mode, it is important for both the safety of the
officers and the community that they are comfortable and confident in the vehicles they drive.
As a result, staff is interested in maintaining our current practice of having a mixed fleet of
SUV's and sedan -style vehicles as the discontinued Ford Crown Victoria Police Interceptors
begin to get phased out of our fleet.
Since 2012, staff has continued to research AWD vehicles for the patrol fleet. With the
inclement weather our region has experienced in our most recent winters, it is important for the
continuity of police services and the safety of our officers to provide AWD patrol vehicles that

can perform in any weather conditions. Currently, there are only two (2) AWD pursuit -rated
sedan -style vehicles on. the marketplace, the Ford Police Interceptor AWD (Ford Taurus) and the
Dodge Charger AWD Pursuit Vehicle.
Staff has inspected both vehicles and found the Ford sedan was not our best option based upon
its narrow design and poor rear visibility. For example, while examining the vehicle, a larger
built officer on the department was unable to close the driver's door while seated in the driver's
seat, the legroom in the prisoner area was extremely limited with the prisoner cage and the
driver's visibility while reversing is minimal.
Staff has inspected the Dodge Charger AWD Pursuit Vehicle and found the interior to be more
spacious, due to the larger wheelbase, and more practical to meet the Department's needs.
Financially, the Dodge is between the costs of the Ford Interceptor SUV and the Ford Interceptor
Sedan. The Dodge Charger AWD Pursuit Vehicle can be acquired within the expenditures
authorized in the vehicle replacement budget, including the costs for aftermarket police
equipment and outfitting.
EVALUATION CRITERION
Dodge has been offering the Charger Pursuit Vehicle since 2006 and the vehicle has earned a
favorable reputation within the law enforcement community. Fortunately, in 2014, they
introduced an AWD version of the vehicle. Upon acquisition of our 2014 Dodge Charger Pursuit
Vehicle, staff will begin evaluating it for the purpose of determining the Charger's suitability to
meet our community's needs for consideration in the 2015 vehicle replacement purchases. This
evaluation will include solicited feedback from officers, functionality to meet department needs,
quality and durability, and maintenance records and costs. This evaluation criterion is consistent
with the Department's past practice when purchasing additional vehicles of the same make and
model.
Officer Feedback
Once the vehicle is placed into service, multiple officers from the Department will be given an
opportunity to use the vehicle throughout the course of their duty shift. Upon conclusion of their
shifts, officers will be asked to provide feedback to their supervisors about their experience
driving the vehicle. Feedback will be requested that includes the officer's overall perceptions of
the vehicle, performance of the vehicle during their routine patrol driving and emergency
response driving, comfort, visibility, and general preferences between the Charger and the
SUV's. Supervisors will forward that feedback to the Administration via the Department's chain
of command and this data will be used in the final decision - making for the 2015 vehicle purchase
request.
Functionality
Staff will also review the 2014 Dodge Charger Pursuit Vehicle for its functionality to meet
department needs. This functionality evaluation will include the vehicle's capability to carry the

necessary equipment both in the interior and trunk areas that is required of vehicles in our patrol

accessibility in the rear seat as well as the driver's space after the vehicle is outfitted with
emergency equipment at Lund Industries of Northbrook.
The 2014 Dodge Charger Pursuit Vehicle will also be evaluated on its functionality to drive in all
weather conditions. Specific attention will be given to how the vehicle's AWD system handles
in snowy conditions during the winter months.
Quality & Durability
The 2014 Dodge Charger Pursuit Vehicle will be evaluated on the overall quality of the product
as well as its durability for patrol use. Patrol fleet vehicles must be durable to handle rugged
24/7 operations, driving in emergency response conditions, and having numerous drivers
constantly entering and exiting the vehicle throughout the patrol shifts. The vehicle will be
monitored to evaluate how the fit and finish of the vehicle stays intact during the evaluation
period and how the overall quality of the vehicle compares to the Department's Ford products.
Maintenance Records and Costs
With its 5 -year, 100k mile warranty, it is anticipated that the 2014 Dodge Charger Pursuit
Vehicle will remain under warranty throughout the Department's 5 -year vehicle replacement
period (this warranty exceeds Ford and Chevy's 3 -year, 36,000 mile warranties). However, in
consultation with the Village's Vehicle Superintendent, Mr. Jim Breitzman, the vehicle will be
reviewed for maintenance and repair costs that are beyond the norm for patrol vehicles in the
Department's fleet. In previous discussions and meetings with Mr. Breitzman, he has indicated
he foresees no issues with his mechanical staff's ability to service this vehicle or the availability
of repair parts. Staff will continue to dialogue with Mr. Breitzman to ensure this vehicle has not
incurred repairs beyond the norm of patrol vehicles before seeking additional Chargers in the
2015 purchase request.
Conclusion
The Police Department's Command Staff does not anticipate any issues with adding the Dodge
Charger Pursuit Vehicle to the Department's patrol fleet. However, through the aforementioned
evaluation criterion, the Department will properly evaluate this vehicle to determine its viability
for partial inclusion in the 2015 vehicle purchase requests. Additionally, staff will continue to
monitor the Department's current practice of maintaining a mixed fleet of sedan and SUV- styled
vehicles to best meet the needs of the Department and its ability to provide professional law
enforcement services to the community.
