Zadel Village of Mount Prospect 50 South Emerson Street, Mount Prospect, Illinois 60056 MINUTES COFFEE WITH COUNCIL Saturday, July 12, 2014 Community Center, Village Hall The meeting convened at 9:00 a.m. Village Board members present were Trustee Steven Polit, Trustee Paul Hoefert and Trustee Michael Zadel. Representing staff were Assistant Village Manager Dave Strahl and Human Services Director Julie Kane. Residents in Attendance John Elenberger S. Redwood Drive Jim Chylik Locust Lane Roy Froelich W. Prospect Manor Mal Holec Quince Lane Trustee Polit opened the meeting with general remarks and welcomed all in attendance. John Elenberger, Redwood Drive Mr. Elenberger complimented the women working in the Public Works office for their willingness to help when assistance is needed. Jim Chylik, Locust Lane Mr. Chylik suggested that the letter mailed to residents regarding tree replacement is misleading and should be rewritten. His neighbor received a letter and was under the impression that he had to purchase the tree for his parkway. Trustee Polit stated that the letter will be reviewed. Mr. Chylik also advised that the concrete trucks involved in curb and sidewalk replacement are causing potholes. He stated there is damage along the curb at 1113 and 1117 Willow. Busse Avenue Mr. Froelich thanked Public Works for the outstanding work they do each year on snow removal. He inquired as to why the Village has two fireworks displays over the fourth of July weekend due to the expense involved. Trustee Polit advised that the Lions club pays for the fireworks on the fourth of July and the Village makes a financial contribution. fireworks. Carol Tortorello, S. Elmhurst Avenue Ms. Tortorello stated that the fourth of July was wonderful however; she does not believe that candy should be given out at the parade. A discussion ensued regarding safety issues with candy being thrown and children running into the event of an injury. Trustee Polit advised that a review of events is conducted annually and the Village attorney may review liability issues. Louis Bowers, Boxwood Drive Mr. Bowers stated that the timing on the traffic lights at Kensington/Randhurst and Kensington/Rand cause people to have to wait for approximately three and a half minutes. Trustee Polit advised that this area is under construction and the light switch will be addressed. Matt Delk, S. See Gwun Mr. Delk inquired as to the status of the replacement of the speed humps on See Gwun. He stated that residents are opposed to the flashing speed signs being posted on their stree replace them with brick. He is concerned that this will be ineffective in deterring people from speeding as he sees people go over the speed humps at high rates of speed on a regular basis. Assistant Village Manager Dave Strahl explained that the material being used to replace the speed humps is a stamped concrete and is designed to give a different feel than the roadway. It is not a rumble strip. The flashing speed signs will provide a visual cue to alert people to their speed. Mr. Strahl stated that See Gwun is a feeder route and traffic has shifted off of See Gwun due to the speed humps. Trustee Hoefert stated that the speed humps were put in years ago in response to speeding issues. The Village Board committed that they would not remove them unless they had an alternative solution. Trustee Zadel added that a traffic study was done several years ago and traffic control was standardized throughout the Village. Post studies have been done and shown that accident rates have been cut in half since the new program was implemented. Trustee Zadel asked to have the traffic study forwarded to Mr. Delk. He also suggested that selective enforcement be done in this area by the Police Department. Mr. Delk also inquired about electric aggregation. Assistant Village Manager Dave Strahl explained the rates and process for accepting or opting out of the plan which the Village accepted. Greg Paradowicz, S. Cherrywood Mr. Paradowicz inquired about the policy regarding leashed dogs on extended leashes being allowed to urinate on homeowners yards. He reports this to be an ongoing problem. Assistant Village Manager Dave Strahl suggested contacting the police and filing a trespassing complaint. Mr. Strahl also stated he would look into the policy and forward to him. Mr. Paradowicz stated that they experience flooding every time there is a heavy rain. He would like to know if the sewer pipes have been looked at with a camera recently to check for an obstruction or a collapsed pipe. He also stated that the sewer covers being used are not the right covers. Assistant Village Manager Dave Strahl stated that the Village is aware of the issues with standing water in this area and work in this regard was delayed. Trustee Zadel stated that the date of the last inspection of the pipes would be determined and the information would be forwarded to him. Dave Schein, Na Wa Ta Avenue Mr. Schein thanked the Police Department and the Lions club for their response to a complaint by a patron at the Farmers Market who mistakenly thought Jerry Novotny, N. Prospect Manor Mr. Novotny stated that the bushes in the center median at Northwest Highway, Prospect Manor and Walnut by the J.C. Licht store are very tall and responsibility and it will be addressed. He also asked if the Village provided any financial assistance to have an Ash tree on private property removed. Trustee Polit advised that trees on private property are the responsibility. Thomas Tezky, N. School Mr. Tezky spoke about snow removal on sidewalks by private citizens in his neighborhood. Last winter he ran his snow plow around the block clearing snow on the sidewalks and wanted to know if efforts for snow removal could be coordinated with neighbors to conserve fuel. Trustee Hoefert stated that this would have to be a private effort. Mel Holec, Quince Lane Mr. Holec commented on the fee increase for refuse collection and ambulance service. He inquired as to whether residents would be better off having these fees incorporated into property taxes. Assistant Village Manager Dave Strahl explained that the Village collects what Medicare and other insurance companies cover. The Fire Department bills the insurance company directly. Trustee Polit stated that refuse fees used to be subsidized with property taxes but this was unfair to residents living in areas where refuse pick-up was paid for t study of the triangle area. Trustee Zadel stated that the Village adopted the plan from the prior study and no new study is being done at this time. Mr. Holec inquired about the airport runway expansion. Assistant Village Manager Dave Strahl encouraged him to attend the meetings regarding runway expansion as resident participation has been minimal at prior meetings.
