VB Minutes 07/01/2014MINUTES OF THE REGULAR MEETING OF THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT July 1, 2014 CALL TO ORDER ROLL CALL PLEDGE OF ALLEGIANCE INVOCATION MINUTES Mayor Juracek called the meeting to order at 7:03 p.m. Present: Mayor Arlene Juracek Trustee Paul Hoefert Trustee John Korn Trustee Matuszak Trustee Steven Polit Trustee Richard Rogers Trustee Michael Zadel PLEDGE OF ALLEGIANCE Pledge of Allegiance led by Trustee Hoefert, INVOCATION Trustee Matuszak gave the Invocation. MINUTES Trustee Korn, seconded by Trustee Rogers, moved to approve the minutes of the regular Village Board meeting held July 1, 2014. Upon roll call: Ayes: Hoefert, Korn, Matuszak, Polit, Rogers Nays: None Abstain: Zadel Motion carried. APPROVE BILLS APPROVE BILLS Mayor Juracek stated the next item on the agenda, "APPROVE BILLS" was noted by an asterisk and unless there was a request to remove an item(s), all items further listed in that manner would be considered with one (1) vote as business item "IX. CONSENT AGENDA." MAYOR'S REPORT MAYOR'S REPORT A. Accolades Proclamation: "A Proclamation Acknowledging the Contributions of John Wagner to the Village of Mount Prospect" Mayor Juracek presented the proclamation to Deputy Police Chief John Wagner; his wife Sue and son Tom accompanied Deputy Chief Wagner. Deputy Chief Wagner was recognized for his leadership and dedicated service to the community. Trustee Hoefert noted Deputy Chief Wagner went far and beyond expectations to assist with community events. Trustee Korn thanked Deputy Chief Wagner for remaining on staff during the transition in police administration. Deputy Chief Wagner thanked the Mayor and Village Board for the proclamation and on -going support of the Police Department. He recognized and thanked the members of the Police Department stating he always viewed his career with the Mount Prospect Police Department as an opportunity to make a difference. Proclamation: "A Proclamation Acknowledging the Contributions of John Gross to the Village of Mount Prospect" Mayor Juracek presented the proclamation recognizing Police Commander John Gross to Police Chief Timothy Janowick. Police Chief Janowick thanked the Mayor and Village Board for acknowledging the dedicated service of Commander Gross. After twenty -eight (28) years of service, Commander Gross retired from the Police Department on June 30, 2014. 1 of 5 Commander Gross sends his regrets and deepest gratitude but in the tradition of "family comes first" he is celebrating his retirement with his family at tonight's White Sox game; his sons surprised him with the tickets,. Appointments Mayor Juracek presented the following reappointments for Village Board approval; Planning and Zoning Commission Thomas Fitzgerald Term expires July 2019 Police Pension Board Dennis Saviano Special Events Commission Sandra DiCaro Christina Greco Term expires April 2016 Term expires July 2018 Term expires July 2018 Trustee Hoefert, seconded by Trustee Rogers, moved to approve the reappointments as listed above: Upon roll call: Ayes: Hoefert, Korn, Matuszak, Polit, Rogers, Zadel Nays: None Motion carried. COMMUNICATIONS AND PETITIONS — CITIZENS TO BE HEARD None, CONSENT AGENDA Trustee Korn, seconded by Trustee Matuszak, moved to approve the following business items: 1. Bills dated June 12 — June 25, 2014 2. Motion to accept bid for 2014 Shared Cost Sidewalk Program in an amount not tc exceed $70,000. 3. Motion to accept bid for 2014 CDBG Sidewalk Program in an amount not to exceec $70,000. 4. Motion to accept bid for Exterior Painting Services in an amount not to exceec $39,713. 5. Motion to accept proposal for Public Works HVAC Replacement Design anc Construction Engineering Services in an amount not to exceed $25,500. OLD BUSINESS A. 2 nd reading of AN ORDINANCE AMENDING CHAPTERS 17, 18 AND 21, AND APPENDIX A, DIVISIONS II AND III, OF THE VILLAGE CODE OF MOUNT PROSPECT AMENDMENTS TO Mayor Juracek presented for a second (2nd) reading An Ordinance Amending Chapters 13, 17, CHAPTERS 13, 17, 18, 21 and Appendix A, Divisions II and III, of the Village Code of Mount Prospect. This 18 AND 21, AND ordinance reflects fee changes discussed at the May 13 and May 27, 2014 Committee of the APPENDIX, Whole meetings. The first (1 reading of the ordinance was held at the June 17, 2014 Village DIVISIONS II AND III Board meeting. OF THE VILLAGE CODE Based on the discussions held at the COW meetings and the June 17, 2014 Village Board meeting, there were no additional questions or discussion of the ordinance as presented. Trustee Hoefert, seconded by Trustee Zadel, moved for approval of Ordinance No. 6146: AN ORDINANCE AMENDING CHAPTERS 17,18 AND 21, AND APPENDIX A, DIVISIONS II AND III, OF THE VILLAGE CODE OF MOUNT PROSPECT 2of5 Upon roll call: Ayes: Nays: Motion carried, NEW BUSINESS NEW BUSINESS None. Hoefert, Korn, Matuszak, Polit, Rogers, Zadel None MANAGER'S MANAGER'S REPORT REPORT A. Motion to accept bid for 2014 Shared Cost Sidewalk Program in an amount not to exceed $70,000. Public Works Uniform Rental and Cleaning Contract UNIFORM RENTAL 1. Motion to approve request to reject all bids submitted (Aramark and G & K Services) AND CLEANING for Public Works uniform cleaning and rental contract as non - responsive to the bid CONTRACT (VBA documents. 32 -14) 2. Motion to approve request to waive the bid process and enter into a three (3) year agreement with Aramark of Burbank, CA for rental and cleaning of Public Works uniforms for contract year 2014 in an amount not to exceed $9,778.08. Public Works Director Sean Dorsey provided background information including the bid process, bid results, review of bids and staff recommendations. Mr. Dorsey stated two (2) bids were received; Aramark, the current service provider, submitted the lowest bid - $9,778.08. The price submitted by Aramark represents an approximate 18% cost reduction from the current contract. Both bidders, Aramark and G & K Services, submitted addendum to the bid specifications /contract; addendums included changes to 1) insurance requirements, hold harmless language and the contract termination language. The Village Attorney determined the addendums were acceptable but indicated the changes represent a substantive deviation from the bid. The Village Attorney: 1) recommended rejection of all bids submitted and 2) agreed that waiving the bid process after rejecting the current bids and awarding a contract directly to Aramark for the prices in their bid submittal was a legal and viable solution. Staff recommend: 1) rejection of all bids submitted for the Public Works uniform and cleaning and rental contract as non - responsive to the bid documents and 2) waive the bid process and enter into a three (3) year agreement with Aramark of Burbank, CA for cleaning and rental of Public Works uniforms for $9,788.8 in contract year 2014. In response to questions from the Village Board, Mr. Dorsey provided the following: ■Both bidders submitted similar contract changes. ■Changes appear consistent with industry standards. Trustee Zadel, seconded by Trustee Matuszak, moved for approval of motion to reject all bids submitted (Aramark and G & K Services) for Public Works uniform cleaning and rental contract as non - responsive to the bid documents. 3of5 Upon roll call: Ayes Hoefert, Korn, Matuszak, Polit, Rogers, Zadel Nays; None Motion carried, Trustee Zadel, seconded by Trustee Rogers, moved for approval of motion to waive the bid process and enter into a three (3) year agreement with Aramark of Burbank, CA for rental and cleaning of Public Works uniforms for contract year 2014 in an amount not to exceed $9,778.08. Upon roll call: Ayes: Hoefert, Korn, Matuszak, Polit, Rogers, Zadel Nays: None Motion carried. F.Status At the request of Assistant Village Manager Dave Strahl, Mr. Dorsey provided an update on the June 30, 2014 storm and other related flood control matters. Mr. Dorsey stated approximately three inches (3") fell in an hour, however, the Village did not suffer many ill effects due to the storm; minor street flooding, one (1) tree removal and branches down. The Des Plaines River has crested and was on its way down (Mr. Strahl added approximately three hundred (300) Mount Prospect homes lost power; power was restored in a very timely manner.) In response to questions regarding Des Plaines River flood control, Mr. Dorsey provided the following: -Mount Prospect pumps placed on River Road as a precaution; used intermittently. -Army Corps of Engineers' contractor filled in gap. -Anticipate completion of flood wall, fall of 2014. -Village is negotiating with Army Corps regarding undersized /insufficient number of pumps. Village will need to be proactive with pumps. Mr. Dorsey also stated IDOT is doing sewer work on Central Road; Public Works: anticipate completion of the work prior to the 4 th of July. OTHER BUSINESS OTHER BUSINESS Trustee Korn stated the 76 Annual Lions Club Festival begins July 2 and ends Sunday July 6 th Two (2) nights of fireworks; July 2 "d and 4 Information on the fun - filled (rides, food and music) five (5) day event is on the Village's web site as well as the Mount Prospect Lions Club website. Trustee Hoefert stated there remain a number of foreclosed /abandoned properties that are poorly maintained; overgrown grass, structural violations and other stages of disrepair. Even when bank owned the level of property maintenance efforts is often minimal and unsightly. The Mount Prospect community, especially neighboring property owners should not have to tolerate this unacceptable level of property maintenance. Trustee Matuszak, stated he has similar concerns with properties in his neighborhood As there was a general consensus for the Village Board to address the issue of abandoned /foreclosed properties, sooner rather than later, Mayor Juracek stated further discussion will be scheduled at a Committee of the Whole meeting. Assistant Village Manager Strahl stated the Village does have a number of regulations in place to address abandoned /foreclosed properties including the required registration of unoccupied structures. He stated an important objective of the discussions should be the establishment of community standards; finding that level of acceptance can be challenging. Trustee Polit stated the Saturday car shows will resume July 5 the June 28 car show was cancelled. He added the Farmers' Market is conducted every Sunday from 8 a.m. to 1 p.m. in the commuter lot and the Lions Club will be holding the annual Pancake Breakfast on July 4 th at Melas. 4of5 Trustee Hoefert commented on how entertaining the downtown area is on Saturday nights especially if you like old cars; dinner at any of the downtown restaurants and the car show are an enjoyable family activity.
