Representing staff were Assistant Village Manager Dave Strahl and Director of Public Works Sean Dorsey. John Ellenberger, Redwood Drive Inquired about the status of the pavement repair following a water main break repair at Hickory and Cottonwood. Mr. Dorsey explained that the pavement had been temporarily filled with cold patch material. This practice is customary until the asphalt plants begin production of hot mix asphalt that can be used to affect a permanent pavement repair. Mr. Dorsey opined that the permanent pavement repair should be completed soon. Mr. Ellenberger also inquired about the process to have a tree removed on adjacent private property. Mayor Juracek advised Mr. Ellenberger to contact property owner. If the property owner is not responsive, contact Community Development. Mr. Ellenberger also for clarification of the circumstances that commercial and residential areas. Ken Koeppen, Linneman Road Inquired about the availability of water barrels. Mayor Juracek responded that water barrels are available from the Metropolitan Water Reclamation District of Greater Chicago. She advised Mr. Koeppen to check their website (www.mwrdgc.org) for program details. Mr. Koeppen also inquired about Strahl explained that the current electricity supplier contract is due to expire in August. The Village plans to seek new cost proposals for electricity. Mr. Keoppen also asked Public Works to check the pavement near the 1000 block of Linneman Road for raveling. He observed that the pavement is bumpy following water main break repair. Jan Kent, Briarwood Drive Inquired about the status of the Lynn Court annexation. Mayor Juracek, Dave Strahl, and Sean Dorsey explained that progress is presently hampered by a State of Illinois regulation that precludes using the tollway right-of-way as legal boundary. Because of this rule, the Village cannot satisfy the proximity requirements to forcibly annex the area. Ms. Kent also commented that the tollway construction project appears to be depositing soil in a stream that flows into Lake Briarwood. Mr. Dorsey responded that the tollway construction contractors have a responsibility to protect the stream from non-point source pollution caused by their activities. Mr. Dorsey stated that Public Works would check to make certain that necessary protective measures are installed. Teri Markovitz, Briarwood Drive Commented that the overnight slot at south branch library is indoors behind a locked door. Mr. Strahl responded that this configuration is a consequence of the manner in which all of the storefronts in the retail center that houses the south branch library are constructed. Carol Tortorello, Elmhurst Avenue Stated she had noted potholes in driveway entrance to Randhurst Village entrance off of Route 83. Mr. Strahl responded that staff would relay her observations to the management staff at Randhurst Village. Thomas Tezky, School Street Stated he had no issues to discuss. Walter Szymczak, Eastwood Drive - Stated he was attending to discuss electric aggregation. He commented that the previous discussion on the matter had adequately addressed his concerns. Jim Chylik, Locust Lane Commented about the restoration of his parkway following the planting of a new tree in front of his home. He stated that the backfill soil was filled with stones. He stated that he plans to rake the stones himself. Louis Bowers, Boxwood Drive Commented about the sharp right-hand turn near the Wal-Mart building on Rand Road. He stated that the maneuver was hazardous and cumbersome. He asked if roadway was on Village property. Mr. Dorsey responded that the roadway in question is private property. Mal Holec, Quince Lane Noted a recent fatal accident involving a vehicle and a pedestrian leaving the Jewel grocery store near Randhurst Village. He observed that the entrance off of Euclid directs cars directly in front of store. He stated that this entrance should be closed to improve pedestrian safety. Mayor Juracek and Trustee Polit responded that closing the entrance would be impractical. Mayor Juracek also noted that most retail centers are designed with roadways that direct vehicular traffic to the storefronts. John Elenberger, Redwood Drive Observed that the Walgreens (Golf & Route 83) frequently has delivery trucks parked directly in front of store creating a hazard for shoppers and pedestrians. Mal Holec, Quince Lane - Commented about joggers running in the street creating a hazard for vehicular traffic. He also suggested that the Village support the new Fresh Thyme grocery store. He concluded his remarks with a suggestion that the Village financially support the Frisbee Center in Des Plaines in lieu of developing more senior citizen services. Andrew Kalinowski, Briarwood Drive Discussed an issue pertaining to a recent permit denial for patio work at his home. He explained that the permit was denied because his property exceeded lot coverage requirements. Mayor Juracek explained that staff attempted to view his lot coverage calculations favorably. However, there are legitimate stormwater and zoning concerns which resulted in the denial of his permit application. Mayor Juracek nd Zoning Commission. Tom Mannion, Edward Street traffic signal on Mount Prospect Road at Prospect Avenue. Mr. Dorsey responded that staff has relayed this suggestion to the Cook County Department of Transportation and Highways (CCDOTH). Mr. Dorsey explained accurate predictions about the dramatic increases in the cost of flood insurance. Dave Schein, Na Wa Ta Avenue Discussed the cost of public safety pensions. He specifically inquired about how much debt the Village had incurred due to pension obligations. Mayor Juracek explained that Village has not issued any debt to support pension payments. Mr. Schein also noted that FEMA has begun buyouts of frequently flooded homes in the Des Plaines River floodplain. Dave Zamjahn, Maple Street Offered several suggestions pertaining to on-street parking during snow removal operations. He observed that cars often parked on both sides of the street making it difficult for plows and other vehicles to pass. He also commented about cars parking across sidewalks. Mayor Juracek responded that last winter was unusual in both the amount of snow that fell and the duration of the snow cover. As a result, cars becomes persistent. She also explained that the Police Department responds to parked cars blocking sidewalks on a complaint basis. Kevin and Mary Gillin, Marcella Road Explained that they were interested in utilizing the new dog park slated for construction at Melas Park. However, they learned that because they live in an area served by Des Plaines Park District, they would have to pay out-of-district fees to use Mount Prospect Park District facilities or programs. Mayor Juracek suggested contacting Mount Prospect Park District Executive Director Greg Kuhs concerning a reciprocity agreement. The Gillins also asked if years. She also commented that the Village will generally benefit from new runway configurations.
