PROCLAMATIONS: A. Proclamation: "Recognizing the Academic Accomplishments of the Science Academy
of Chicago, Mount Prospect, Illinois"
SCIENCE
ACADEMY OF Mayor Juracek presented the proclamation to Mr. Fatih Sumer, Science Academy of Chicago
CHICAGO Director and Principal. (In addition to Mr. Sumer, Ms. Azra Jakupovic, Director of Admissions
and the award winning students were in attendance.) On behalf of the academy and students
Mr. Sumer thanked the Mayor and Village Board for recognizing the students' academic
accomplishments. He also stated how pleased the Science Academy of Chicago was to be a
part of the Mount Prospect community.
ARBOR DAY, APRIL B. Proclamation: "Arbor Day, April 25, 2014"
25TH Mayor Juracek presented the proclamation to Sandy Clark, Forestry/Grounds Superintendent.
Ms. Clark thanked the Mayor and Village Board for their continued support of the Village's
forestry program and extended an invitation to the Arbor Day celebration and tree planting
Friday, April 25 at St. Emily School.
MUNICIPAL C. Presentation: Municipal Forestry Accreditation Plaque from Society of Municipal
FORESTRY Arborists (SMA)
ACCREDITATION
Mr. Bob Benjamin, Society of Municipal Arborists, presented the distinguished international
award to Ms. Clark and Public Works Director Sean Dorsey. The accreditation award
recognizes the Village's exemplary urban forestry program.

Mr. Benjamin noted the Village of Mount Prospect is one (1) of only four (4) Illinois communities
to earn this distinction.
In thanking Mr. Benjamin, Public Works Director Sean Dorsey credited Ms. Clark for her
dedicated efforts which have been the foundation of the highly recognized urban forestry
program. Mr. Dorsey also thanked the Mayor and Village Board for their support of the Village's
forestry/grounds program.
Ms. Clark also recognized Ms. Laura Fowle, Forestry Technician, for her contributions to the
forestry department including completion and submittal of the SMA accreditation application.
AMEND CHAPTER On behalf of the Village Board Mayor Juracek congratulated and thanked Ms. Clark and Mr.

VILLAGE CODE D. 1 St reading of An Ordinance Amending Chapter 13 (Alcoholic Liquors) of the Village Code
Mayor Juracek presented for a first (1 reading an ordinance amending Chapter 13 (Alcoholic
Liquors) of the Mount Prospect Village Code. This ordinance amends the Village Code by
decreasing the number of Class "F -1" liquor licenses by one (1) issued to Pizza 5, Inc. d /b /a
Crave Pizza, 106 West Northwest Highway and increases the number of Class "F -3" liquor
licenses by one (1) for Pizza 5, Inc. d /b /a Crave Pizza, 106 West Northwest Highway.
Assistant Village Manager Dave Strahl stated the owner is requesting a change in liquor license
classification to allow for full service of alcohol in a restaurant with lounge. The owner is
expanding /renovating the pizzeria to include two separate atmospheres for dining; 1) casual
family pizzeria and 2) a lounge with a sports entertainment component. The owner has
complied with all Village requirements.
Mr. Rafael Dickson (owner) was in attendance to provide additional information and respond to
questions from the Village Board.
-Appreciates community and Village Board support.
-Restaurant will have expanded menu; lounge will have big screen tvs.
-Pizzeria is still open for business during expansion; opening of lounge — no set date.
Trustee Polit stated he is doing audio contractual work at Crave Pizza; in accordance with
conflict of interest regulations he will abstain from voting.

CITIZENS TO BE COMMUNICATIONS AND PETITIONS — CITIZENS TO BE HEARD
HEARD Ms. Linda Murbach —Vice President
Mount Prospect Jaycees
Ms. Murbach and two (2) members of the Mount Prospect Jaycees were in attendance to seek
Village Board approval for the waiver of fees at the Jaycee's Memorial Day Weekend Carnival
at the Mount Prospect Plaza; Rand and Mount Prospect Road.
Ms. Murbach stated this event is the biggest fundraiser for the organization; the carnival
provides funding for scholarships and other community projects. The carnival which was last
held in 2010 will run from Thursday, May 22nd through Monday, May 26' In addition to the
waiver of permit fees Ms. Murbach asked the Village to split the cost for police services during
the event.
Mayor Juracek and the Village Board conducted a brief discussion regarding the request for
financial assistance for police services. While not opposed to it, the Village Board questioned if
this financial arrangement had been approved in previous years. There was consensus to
authorize waiver of the fees and grant authorization to the Village Manager to approve the split
the cost of police services if research indicates this has been part of the Village agreement for
the carnival.
Trustee Korn, seconded by Trustee Polit, moved to approve request waiver of fees for the
Mount Prospect Jaycee Memorial Weekend Carnival and to authorize the Village Manager to
approve the expenditure for police services based on past practice.

Mayor Juracek thanked the Jaycees for their efforts in bringing back this popular event and
other fundraising activities the organization does on behalf of the community.
Downtown Merchants Association (DMA)
Ms. Christy Watychowicz

Ms. Watychowicz provided highlights of the 2014 Bluesmobile Cruise Night. Every Saturday
night between May 17 - September 27 6 pm — 9 pm at the Metra Commuter Lot.
In its eleventh season the DMA sponsored cruise night event continues to grow in popularity
drawing crowds well beyond the area; Mount Prospect has become a Saturday night destination
spot.
Ms. Watychowicz thanked the Village Board for their support and recognized the DMA
members /volunteers for the success of the well- attended and community oriented activity.
Village Board Comments
-Thanked the Downtown Merchants Association and its volunteers for working every Saturday
evening at the car show.
Lions Club
Mr. Fred Steinmiller

Mr. Steinmiller provided highlights of the 2014 Lions Club Farmers Market.
Every Sunday between June 8 th - October 19
8 am to 1 pm at the Metra Commuter Lot.
In its 14 season the Mount Prospect Lions Club the Farmers' Market continues to draw great
vendors and a growing number of participants. The Mount Prospect market is considered one
of the best farmers' markets in the area. As in previous year's the 2014 market will include
special events: Mount Prospect Historical Society; Library — Green Day; and French Market and
hearing bus.
Village Board Comments
-Thanked the Lions Club and volunteers for all the hard work on Sundays and behind the
scenes.
-The Farmers' Market, Bluesmobile Car Shows and Jaycee events bring vibrancy to the
community.
Mayor Juracek stated Resolutions approving agreements between the Village of Mount
Prospect and the DMA and the Lions Club respectively will be approved under the Consent

ROAD, and Grants Variations for the Randhurst Village Planned Unit Development located at 999 North
RANDHURST Elmhurst Road. The Village Board approved deferral of this item from the April 1, 2014
VILLAGE Village Board meeting to the April 15, 2014 Village Board meeting by a vote of 6 -0.
Mayor Juracek presented for a first (1 reading An Ordinance to Amend the Special Use for
Large Scale Development Signs Granted in Ordinance No. 5705 and Amended in Ordinance
No. 5874 and Ordinance No. 5821 and Grants Variations for the Randhurst Village Planned Unit
Development located at 999 North Elmhurst Road. The Planning and Zoning Commission
recommended approval of the amendment and variations by a vote of 4 -2.
Community Development Director Bill Cooney provided background information stating the
Petitioner, Randhurst Village, is seeking approval to amend the Special Use for large scale
development signs and associated variations in order to replace the freestanding sign and add
new signs. The Petitioner proposes to replace the existing freestanding sign located in the
roundabout by the hotel. The new freestanding sign would consist of eleven (11) tenant panels
and an electronic messages center. The Petitioner also intends to add a wall mounted electronic
message center on the tower feature of the building currently occupied by TJ Maxx. The
Petitioner is seeking variations to allow electronic message centers with continuous play,
animation (video) and multiple colors, graphics and font. A new freestanding sign would be
placed along Center Drive; just to the northeast corner of TJ Maxx. The sign would be designed
as a metal arc and consist of twelve (12) tenant panels.
The Petitioner is also seeking variations to allow two (2) directory signs measuring up to fifty
(50) square feet each.
By a vote of 4 -2 the Planning and Zoning Commission recommend approval of the following
requests subject to the condition of mock versions of the electronic message centers be
reviewed prior to approval.
1. An Amendment to the Special Use for Large Scale Development Signs granted in Ordinance
No. 5705 and amended in Ordinance No. 5821 and Ordinance No. 5874, for the Randhurst
Planned Unit Development.
2. A Variation to allow electronic message centers consisting of animation (video), multiple
colors, graphics and fonts.
3. A Variation to allow electronic message centers with continuous display.
Mr. Cooney stated by a vote of 6 -0 the Planning and Zoning Commission continued the
following variation requests:
1. A Variation to increase the number of directory signs from one (1) to two (2) per lot.
2. A Variation to increase the size of directory signs to fifty (50) square feet.
Mr. Cooney stated the Village continually works with Casto in their efforts to improve how the
mall functions. He indicated due to the unique characteristics of Randhurst Village staff is
supportive of the Amendment to the Special Use ordinance and variations. The proposed signs
will be placed internally and aim at better indentifying tenants and directing traffic towards the
Main Street shops.

In response to questions from the Village Board Mr. Cooney stated there were no changes in
illumination and the backside of the sign by Hampton Inn would be blank.
Trustee Rogers expressed his concern with the proposed animated graphics; primary concern is
safety issue. Animated signage a distraction to drivers /pedestrians. Allowing this type of
signage will set precedent; other businesses will want animated graphics.
Mr. Cooney stated the Planning and Zoning Commission had a similar discussion regarding the
use of animated graphics. Village Code addresses this type of signage on roadway where cars
are travelling at higher rates of speed. At sign location cars will be travelling ten (10) mph or
less; less likely to be a safety issue. Mr. Cooney indicated this type of signage is seen more
often believes will grow in usage. As this sign is a unique usage — sign is internal would not be
setting precedent. Randhurst road setback is also unique to other properties.
Village Board Comments
-Sign will benefit Randhurst Village tenants not visible from the street.
-Concern with nits 'luminous intensity'; bright light impairment to driving at night and when
raining.
■Signage — evolving; retail corridor needs to stay contemporary
Mr. Peter Theodore, Randhurst Village Architect and Mr. John Hutchens, Randhurst Asset
Manager, were in attendance to provide additional information and respond to questions.
In response to questions regarding the proposed animated sign Mr. Theordore provided detailed
information regarding; artistic design, lettering and monitors /illumination As an architect with
projects throughout the United States, Mr. Theodore stated this type of signage is appearing in
communities across the nation. However, the artistic design of the Randhurst Village sign Is like
no other; all features of signs are of the best quality. The signage has proven beneficial in those
communities and believes the proposed signage will enhance visibility of tenants inside of mall
and direct traffic to Main Street. In addressing the safety concern (driver distraction) with
animated graphics he stated the location of the proposed signs are approximately two -three (2-
3) football fields away from the road. Consultation with traffic engineers indicate car accidents
related to animated signage typically occur when signage is near roadway.
Petitioner is committed to making necessary adjustments as the mall evolves. The request for
signage and variations is to make sure consumers know Randhurst Village is the best shopping
destination. Mr. Theodore requested Village Board approval for Amendment to Special Use
and variations for electronic message centers. He stated a mockup for the Village Board (view
speed /illumination) will be conducted prior to installation.
Village Board Comments
-View sign as contemporary artwork.
■Concern sign will be distraction to drivers; back up traffic.
-Sign will bring consumers to Main Street; many people still do not know it is there.
-Use of Main Street will also make drivers aware of roadway between TJ Maxx and Carsons.
-Additional signage still needed; font size legible to drivers.
-Petitioner is doing a great job reacting to evolution of mall; enhancements focused on bringing
consumers to mall.
-Increased signage — overall improvement to navigating through mall; learning more than one
way in and out.
Noting the on -going negative feedback regarding the Randhurst Village traffic pattern the Village
Board questioned what modifications could be made to improve traffic flow; ring road.
Mr. Cooney responded he is working with Mr. Jim Conroy, Casto, to modify the ring road.
Mr. Hutchens, stated he has been with the project since its inception; as development has and
continues to evolve will make further enhancements.

Immediate focus to bring consumers to mall; effective signage and modifications to ring road. In
reference to the deferred variations for additional signage, the Petitioner is scheduled to appear
before the Planning and Zoning Commission for further discussion of those requests.

ordinance grants Conditional Use, to allow dwelling unit on the ground floor for the property
located a 122 South Wille Street. The Planning and Zoning Commission recommended
approval of the Conditional Use by a vote of 6 -0.
Community Development Director Bill Cooney provided background information stating the
Subject property is zoned B5 Central Commercial District; dwelling units located on the ground
floor require Conditional Use approval. The Petitioner would like to construct a two -story
addition to include a great room, kitchen, study room, dining room and living room on the first
(1 floor and a loft area and four bedrooms on the second (2 "d ) floor.
Mr. Cooney stated Mr. Kim was in attendance to respond to questions.
Mr. Cooney provided the following in response to questions from the Village Board:
■Recommends granting Conditional Use rather than rezoning to residential. 122 South Wille is
the only home facing Evergreen - If property is sold and there is potential for commercial
development property would not need to be rezoned.
■If property rezoned residential — property would comply with residential requirements.
-Conditional Use requirement for non - conforming structures.
-Very few residential properties zoned B -5; Lions Park Condos are zoned Industrial.
-Unaware of past zoning requirements; residential properties adjacent to Rand Road.

THE VILLAGE Mayor Juracek presented for a first (1 reading An Ordinance Amending Chapter 18 (Traffic) of
CODE the Village Code of Mount Prospect. This ordinance amends Section 18.2006, "Schedule VI -No
Parking Anytime," to prohibit parking at all times along the north side of Walnut Street between
Prospect Manor and Ridge Avenue. The Transportation Safety Commission recommended
approval by a vote of 8 -0.
Project Engineer Matt Lawrie present background information stating, in response to resident
concerns regarding on- street parking along Walnut Street the Village conducted a study of both
on- street and off - street parking. The resident had indicated with vehicles parked on both sides
of Walnut Street through -out the day, it was difficult to maintain two -way traffic; residents and
businesses share a mutual concern that emergency vehicles would have difficult time accessing
their property. In addition, residents experience difficulty backing out of their driveways and
municipal services are impacted by the parking situation.
There are currently no daytime parking regulations along Walnut Street. As part of the study,
nearby residents and businesses were notified of the request to enact parking regulations along
Walnut Street. Most supported restricting parking to one (1) side of the street. The issue was
presented to the Transportation Safety Commission; the Commission agreed restricting parking
to one (1) side of Walnut Street would address the safety concerns while still providing on-
street parking By a vote of 8 -0 the Transportation Safety Commission recommended to prohibit
parking at all times along the north side of Walnut Street between Prospect Manor Avenue and
Ridge Avenue.
In response to questions from the Village Board Mr. Lawrie provided the following:
■All residential and commercial properties along Walnut Street/NW Highway were surveyed:
received 5 -6 responses of fifteen surveys; one (1) resident opposed.
-Resident preference was for parking on south side of street.
-Most businesses find parking on their property; very difficult and limited.
Village Board Comments
-Rear parking of businesses extremely limited.
-Businesses have found practices to maximize parking for customers.
-Good solution to parking concerns as long as homeowners are happy with restrictions.
-Some areas of Village have added on street - parking by narrowing /eliminating parkways,

G.A Resolution Authorizing Contract Extension
Mayor Juracek presented A Resolution Authorizing Contract Extension. This Resolution
authorizes the extension of building inspection and plan review services contract with TPI
building code consultants.
Community Development Director Bill Cooney provided background information, an overview of
the contract — services /terms, and staff recommendation for the extension of the TPI contract.
The Village entered a three (3) agreement with TPI in 2011, since that time TPI has conducted
16,823 inspections for the Village at a net savings to the Village of $380,172. In addition to the
significant savings the Village has been able to 1) provide next day service to customers and 2)
better accommodate large scale projects. Resident/customer contact regarding TPI's services
has been minimal. TPI has indicated satisfaction with the agreement and continuously work
with staff to improve the efficiency of the partnership with the Village.
Staff recommend extension of the contract for building inspections and plan review services for
an additional three (3) year period, with an option to extend an additional three (3) years.
In response to questions from the Village Board Mr. Cooney provided the following:
-TPI — higher training /education; Master Code Certified
-TPI has been recognized for professional manner, timely and efficient inspections.
-TPI plan review /inspections — overseen by Building Commissioner Bill Schroeder
-Permit Process — pre - submittal meetings greatly enhanced communication and process.
Village Board Comments
-Positive experience with TPI; positive feedback from residents.
-Residents pleased with turn - around time.
■ Response time is critical — having TPI available the next day is big improvement; saves
contractors time and money.
-TPI contractual agreement has provided consistency of preapproval process and inspections.

Bakery is still at the temporary location on Prospect Avenue.
