SUBJECT: PZ -19 -13 / FINAL PLAT OF SUBDIVISION / 1540 W. ALGONQUIN RD.
The Petitioner is seeking approval of a Final Plat of Subdivision for the property located at 1540 W.
Algonquin Road. The Final Plat of Subdivision was a condition of approval of the building permit that
was issued for the construction of the data center.
The Final Plat of Subdivision would create one lot of record and dedicate required easements. The
proposed lot would measure sixteen and one half (16.5) acres, which would exceed the Village Code's
minimum two (2) acre lot size requirement for the 11 District. Public utility and drainage easements
measuring five (5) feet wide along the west property line and ten (10) feet wide along the south half of
the east property line would be dedicated. A ten (10) foot Nicor easement would also be dedicated
along the south property line. In addition, the Final Plat of Subdivision would vacate an existing water
and sewer easement that measures fifteen (15) feet wide that is no longer needed.
The Planning and Zoning Commission conducted a public hearing to review the request on Thursday,
April 24, 2014, and by a vote of 6 -0, recommended approval of the Plat of Subdivision. Details of the
proceedings and items discussed during the Planning and Zoning Commission hearing are included in
the attached minutes.
Please forward this memorandum and attachments to the Village Board for their review and
consideration at their May 6, 2014 meeting. Staff will be present to answer any questions related to this
matter.

Chairman Donnelly called the meeting to order at 7 :30 pm. Commissioner Beattie made a motion,
seconded by Commissioner Youngquist to approve the minutes of the March 27, 2014 Planning and
Zoning Commission Meeting; the minutes were approved 5 -0 with one Commissioner abstaining.
Chairman Donnelly introduced Case PZ- 19 -13, 1540 W. Algonquin Road.
Ms. Andrade explained the Subject Property is bordered by Dempster Street to the north and Algonquin
Road to the south. The Petitioner constructed a data center on the Subject Property and is seeking
approval of a Final Plat of Subdivision, which was a condition of approval of the building permit that was
issued for the construction.
Ms. Andrade stated the proposed Final Plat of Subdivision would create one lot of record and vacate an
existing water and sewer easement that measures fifteen (15) feet wide that is no longer needed. The
proposed plat would also dedicate required easements. Public utility and drainage easements measuring
five (5) feet wide along the west property line and ten (10) feet wide along the south half of the east

property line would be dedicated. In addition, Ms. Andrade stated a ten (10) foot Nicor easement would
be dedicated along the south property line.
Ms. Andrade stated that Staff reviewed the plat and found that it was prepared in accordance with the
Village Codes and Subdivision requirements noted in Section 15.304. The proposed lot would comply
with the minimum lot size required and dedicate the necessary easements. Ms. Andrade stated that Staff
recommends that the Planning and Zoning Commission recommend approval of the following motion:
"To approve a Final Plat of Subdivision titled "BIue Sky Subdivision" for the property known as 1540 W.
Algonquin Road, case number PZ- 19 -13."
She stated that Village Board's decision is final for the case.
Chairman Donnelly swore in John Walters 519 S. Vail, Avenue Arlington Heights, Illinois. He asked the
Petitioner if he would like to add anything to the Staff's report.
Mr. Walters stated he was representing United as their development manager and thanked the Village for
their help with the project.
Chairman Donnelly asked the board if they had any questions for the Petitioner. Hearing none he closed
the public portion of the case and asked for the following motion:
"To approve the final Plat of Subdivision titled "Blue Sky Subdivision" for the property known as 1540
W. Algonquin Road, case number PZ- 19 -13."
Commissioner Beattie made a motion seconded by Commissioner Younquist.
UPON ROLL CALL: AYES: Keuter, Hinaber, Youngquist, Beattie, Mizwiki, Donnelly
NAYS: None
The motion was approved 6 -0 and is going forth with a positive recommendation to Village Board.

A public hearing has been scheduled for the April 24, 2014 Planning & Zoning Commission meeting to review
the application by United Airlines (the "Petitioner ") regarding the property located at 1540 W Algonquin Road
(the "Subject Property'). The Petitioner is seeking approval of a Final Plat of Subdivision that creates one (1) lot
of record. As required by the Village Code, Staff posted a Public Hearing sign on the Subject Property.
PROPERTY DESCRIPTION
The Subject Property is bordered by Dempster Street on the north, Algonquin Road on the south, Linneman Road
on the east, and commercial development, which fronts Busse Road, on the west end. The Subject Property is
zoned I1 Limited Industrial District and is bordered by the R4 Multi - Family Residence to the north, the B3
Community Shopping District to the west, the RX Single Family Residence and I1 Limited Industrial District to
the south, and unincorporated Cook County to the east.
SUMMARY OF PROPOSAL
The Petitioner constructed a data center on the Subject Property and is seeking approval of a Final Plat of
Subdivision to create one lot of record The Final Plat of Subdivision was a condition of approval of the building
permit that was issued for the construction of the data center.
The Subject Property is zoned I1 Limited Industrial. Per the Village Code, the minimum lot size required in the
11 Limited Industrial is two (2) acres. The Final Plat of Subdivision indicates the proposed lot would measure
sixteen and one half (16.5) acres, which would exceed the minimum lot size required.
Besides creating one lot of record, the Final Plat of Subdivision would vacate an existing water and sewer
easement that measures fifteen (15) feet wide that is no longer needed. In addition, the proposed plat would
dedicate public utility and drainage easements measuring five (5) feet wide along the west property line and ten
(10) feet wide along the south half of the east property line. A ten (10) foot Nicor easement would be dedicated
along the south property line.

Staff has reviewed the plat and found that it was prepared in accordance with the Village Codes and Subdivision
requirements noted in Sec. 15.304.
Per the Village's Subdivision Code, the subdivision of land measuring five (5) or more acres requires approval of
both a preliminary plat and final plat. The Petitioner received approval of a Preliminary Plat of Subdivision in
2012 and is now seeking approval of a Final Plat of Subdivision. A recommendation by the Planning and Zoning
Commission and final action by the Village Board is required.
COMPREHENSIVE PLAN DESIGNATION
The Village's Comprehensive Plan designates the Subject Property as light industrial and office research. The
Petitioner's proposed subdivision is in keeping with the Village's designation.
RECOMMENDATION
Based on Staff's analysis above, Staff recommends that the Planning & Zoning Commission recommend
approval of the following motion:
"To approve a Final Plat of Subdivision titled "Blue Sky Subdivision" for the property known as 1540 W.
Algonquin Road, Case No. PZ- 19 -13. "
The Village Board's decision is final for this case.

RESOLUTION NO.
A RESOLUTION APPROVING A FINAL PLAT OF SUBDIVISION
FOR 1540 WEST ALGONQUIN ROAD
(UNITED AIR LINES, INC.; BLUE SKY SUBDIVISION)
WHEREAS, United Air Lines, Inc., (Petitioner) has requested approval of a Final Plat of
Subdivision for the purpose of creating one (1) lot of record and granting the required
easements along the property lines for the property located at 1540 West Algonquin Road
( "Property ") as legally described in Exhibit "A "; and
PIN(s) 08 -23- 100 - 005 -0000; 08 -23- 100 - 006 -0000; 08 -23- 100 - 007 -0000;
08 -23- 100 - 019 -0000 (previously part of 08 -23- 100 - 008 -0000)
WHEREAS, the plat 1) creates one (1) lot of record, 2) vacates an existing fifteen feet (16) wide
water and sewer easement and 3) dedicates a five feet (5) wide public and utility drainage
easements along the west property line, a ten feet (10') wide along the south half of the east
property line and a ten foot (10') Nicor easement along the south property line; and
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES
OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS, A HOME RULE
MUNICIPALITY, AS FOLLOWS:
SECTION 1: That the Final Plat of Subdivision creating one (1) lot of record and granting the
required public easements along property lines for property located at 1540 West Algonquin
Road attached as Exhibit "A" is hereby approved for appropriate execution and recording. Such
Plat and its legal description are incorporated into and made part of this resolution.
SECTION 2 : This Resolution shall be in full force and effect from and after its passage and
approval in the manner provided by law.
