PROCLAMATION
May 11 - 17, 2014
WHEREAS,
there are more than 900,000 sworn law enforcement officers serving in
communities across the United States, including the members of the Mount Prospect
Police Department; and
WHEREAS,
nearly 60,000 assaults against law enforcement officers are reported
each year, resulting in approximately 16,000 injuries; and
WHEREAS,
since the first recorded death in 1791, more than 20,000 law
enforcement officers in the United States have made the ultimate sacrifice and been
killed in the line of duty; and
WHEREAS,
the names of these dedicated public servants are engraved on the walls
of the National Law Enforcement Officers Memorial in Washington D. C., and
WHEREAS,
each year new names of fallen heroes are being added to the National
Law Enforcement Memorial, including 100 officers killed in 2013 and 186 office killed
in previous years; and
WHEREAS,
the service and sacrifice of all officers killed in the line of duty will be

honored during the National Law Enforcement 6 Annual
Candlelight Vigil, on the evening of Monday, May 13, 2014; and
WHEREAS,
the Candlelight Vigil is part of National Police Week, which takes place
thth
this year on May 11 17; and

WHEREAS,
May 15 is designated as National Peace Officers Memorial Day, in
honor of fallen officers and their families.
NOW, THEREFORE
, I, Arlene A. Juracek, Mayor of the Village of Mount Prospect,
do hereby proclaim the week of May 11 - 17, 2014 as
in the Village of Mount Prospect and publicly salute the service of law enforcement
officers in our community and in communities across the nation. And, I call upon all
individuals to recognize the dedicated men and women of the Village of Mount
Prospect Police Department for their efforts to maintain our peaceful community and
to also remember the fallen or disabled members of law enforcement agencies
throughout our country.

WHEREAS, the services provided by the Public Works Department in our community are an integral
WHEREAS, the support of an understanding and informed community is vital to the efficient operation
of a public works system and its many programs relating to water, sewers, streets and highways, public
buildings, public grounds, solid waste collection, recycling, trees, and snow removal; and
WHEREAS, the quality and effectiveness of these facilities, as well as their planning, design and
construction are dependent upon the efforts and skills of public works employees; and
WHEREAS, the efficiency of the qualified and dedicated personnel who staff public works departments is
perform; and
WHEREAS, the Mount Prospect Public Works Department will have an Open House on Saturday, May
17, 2014, between the hours of 9:00 a.m. and 1:00 p.m., to acquaint the residents of Mount Prospect with
the many services provided by the Public Works Department.
NOW, THEREFORE, I, Arlene A. Juracek, Mayor of the Village of Mount Prospect, do hereby proclaim
the week of May 18-24, 2014 as
in the Village of Mount Prospect and I call upon all citizens and civic organizations to acquaint
themselves with the various services provided by the Mount Prospect Public Works Department to assure
the health, safety and comfort of our residents.

AN ORDINANCE AMENDING CHAPTER 13 OF THE
VILLAGE CODE OF MOUNT PROSPECT
BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT
PROSPECT, COOK COUNTY, ILLINOIS ACTING IN THE EXERCISE OF THEIR HOME RULE POWERS:
SECTION ON E: That in accordance with Subsection A of Section 13.108 of Chapter 13 of the Village Code of
Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor Licenses
available in each Classification and shall establish a list specifying the number of Liquor Licenses authorized.
Said list is hereby amended by decreasing the number of "Class F -3" Liquor License by One (1) EBM
ENTERPRISES d /b /a Heat Pizza, 182 RANDHURST VILLAGE DRIVE and increasing the number of

NEW CLASS "E" BANQUET FACILITY LIQUOR LICENSE
On Monday April 21, 2014 the Village Manager along with the Village Attorney and
Administrative Assistant to the Village Manager met with Mr. Sam Baig and his son Shafee
Baig, new owners of the former Bristol Court, to discuss their request for the creation of a new
Class "E" liquor license. The Class "E" designation provides for alcohol service in conjunction
with a banquet facility. The 18,000 square foot facility will be utilized for banquet relatdd events
accommodating up to 500 guests and will operate under the new name Bristol Place.
Mr. Sam 'Baig, current owner of Monty's Elegant Banquets in Bensenville, brings with him an
excellent reputation and vast knowledge of operating a banquet facility and will mentor his son
to manage Bristol Palace. Anna Routhtas, former manager of Bristol Banquets, will also assist
in managing the facility. The applicants plan no substantive changes other than the upgrading of
carpeting and freshly painting the inside of the facility.
The Village Manager discussed at length with Messieurs' Baig the Village's particular sensitivity
to the sale of alcohol to minors and over service to clearly intoxicated individuals. The Village
Manager also indicated that the applicants were responsible for the actions of all employees
and managers. Mr. Janonis covered the Village's Fight Ordinance requirements. Both
Messieurs' Baig indicated they had read the Village's rules and regulations in this regard and
understood all of the Village requirements. Mr. Janonis also indicated that Mr. Shafee Baig must
complete a certified liquor servers' course as a condition of issuing the license.
A completed application along with fees and required documents have been submitted. Both
Messieurs' Baig have already submitted to fingerprinting and background checks. If the Village
Board considers this application favorably, an Ordinance creating a new Class "E" liquor license
should be adopted.
