SUBJECT: BUSSE ROAD & LONNQUIST BOULEVARD PEDESTRIAN CROSSING IMPROVEMENTS
CONSTRUCTION CONTRACT AWARD - $49,900.00
Background
The Village of Mount Prospect in cooperation with the Cook County Department of Transportation & Highways
is set to improve the pedestrian crossing at the intersection of Busse Road and Lonnquist Boulevard this
summer. Earlier this year, the two agencies entered into an Intergovernmental Agreement as a condition of the
project. This was approved by the Village Board and signed by the Mayor. The final construction cost will be
split 50/50 between the Village and County. The Village will oversee construction and pay the entire cost to the
contractor. The County will then reimburse the Village half the final cost after receiving an invoice from the
Village.
The pedestrian crossing improvements include a Rectangular Rapid Flashing Beacon (RRFB) system. This is a
fairly new device that uses an irregular flash pattern of LED lights directed at traffic when a button is pressed by
a waiting pedestrian or bicyclist. In addition, the project will include new signs, pavement markings, and
improved sidewalk ramps to accommodate both pedestrians and bicyclists.
Bids Results
At 1:00 p.m. on March 24 sealed bids were publicly opened and read aloud for the Busse Road & Lonnquist
Boulevard Pedestrian Crossing Improvement Project. A notice was published in the Daily Herald and several
contractors were notified of the project.
Seven contractors picked up contract bid documents and four submitted a bid. A low bid of $49,900.00 was
received from Chicagoland Paving Contractors, Inc. of Lake Zurich, Illinois. The prices were as follows:

The bidders submitted a bid bond in the amount of 10% of their total bid as required by the contract
documents. Chicagoland Paving Contractors did not include their Qualification /Reference List and IDOT Affidavit
of Availability at the time of the bid opening. These forms were provided the next day and verified by Staff. The

omissions were reviewed by the Village Attorney and it was determined based on the bid specifications that
these technicalities can be waived in the best interest of the Village. In addition, there was one error that
resulted in A -Lamp Concrete Contractors being the third lowest bidder rather than the second lowest bidder.
It is noted the low bid is slightly higher than the engineer's estimate. With this small project, there is not a
dominant aspect of the work. The four contractors that bid on the project represented different disciplines: an
asphalt contractor, a concrete contractor, an excavating contractor, and an electrical contractor. Each
contractor will rely on a number of subcontractors to complete the project. As a result, it can be difficult to
predict the costs of all the bid items on a small project. The Village has notified the County of the bid results and
they have not objected to awarding a contract.

Chicagoland Paving Contractors has never performed work for the Village on public improvement projects. Staff
contacted other government agencies that have worked with them on previous projects. All said their
workmanship is acceptable. Further, Utility Dynamics Corporation will serve as a subcontractor to install the
RRFB system. They have performed work for the Village on various electrical projects. Their workmanship, too,
has been acceptable.
Sufficient funds are available in the 2014 Village Budget.
Recommendation
It is Staff's recommendation that Chicagoland Paving Contractors, Inc. be awarded the Busse Road & Lonnquist
Boulevard Pedestrian Crossing Improvement Project in the amount not to exceed $49,900.00.
Please include this item on the April 15 Village Board Meeting Agenda.
