P R O C L A M A T I O N

WHEREAS, in 1872 J. Sterling Morton proposed to the Nebraska Board of Agriculture that a special
day be set aside for the planting of trees; and
WHEREAS, this holiday, called Arbor Day, was first observed with the planting of more than a million
trees in Nebraska; and
WHEREAS, Arbor Day is now observed throughout the nation and the world; and
WHEREAS, trees can cut heating and cooling costs, clean the air, provide habitat for wildlife, beautify
our community, slow stormwater runoff and produce life-giving oxygen; and
WHEREAS, trees are a renewable resource giving us paper, food, wood for our homes and fuel for
our fires; and
WHEREAS, the Village of Mount Prospect has a long history of planting and caring for our
communi and
WHEREAS, the Village Board recently adopted an Urban Forest Management Plan to further guide
the care of the V
WHEREAS, Mount Prospect

SUBJECT: CRAVE PIZZA

CLASSIFICATION CHANGE FROM "F1" TO "F -3" LICENSE
On Tuesday, March 4, 2014, the Village Manager Michael Janonis and Administrative
Assistant to the Village Manager Doreen Jarosz met with Rafael Dickson owner of
Crave Pizza. The purpose of the meeting was to discuss Mr. Dickson's request for a
change in license classification. The Class "F -3" license provides for the full service of
alcohol in a restaurant with lounge. Elimination of the current "F -1" license is part of this
process. (Exhibit A)
Recently Mr. Dickson expanded his pizzeria from 1600 square feet to 2500 square feet
by acquiring the former Anna's Alure salon. A complete renovation of the interior is
underway to include two separate atmospheres for dining. One side will highlight a
casual family pizzeria dining with carryout and the other side will feature a lounge with a
sports entertainment component. An early opening in May is anticipated.
The Village Manager discussed at length the Village's particular sensitivity to the sale of
alcohol to minors or clearly intoxicated persons. The requirements of the Village's Fight
Ordinance were also discussed. The Village Manager made it very clear to Mr. Dickson
that the restaurant managers were responsible for the actions of all restaurant
employees with regard to the service of alcohol. Also discussed was the need for new
managers to be fingerprinted and all employees involved in the delivery of alcohol to
complete a certified liquor servers training course.
The required application is complete and on file along with the payment of appropriate
fees and other documentation. The applicant's fingerprints and background check are
also on file. If the Village Board considers this request favorably, adoption of an
Ordinance recognizing a change in classification would be appropriate.

AN ORDINANCE AMENDING CHAPTER 13 OF THE
VILLAGE CODE OF MOUNT PROSPECT
BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT
PROSPECT, COOK COUNTY, ILLINOIS ACTING IN THE EXERCISE OF THEIR HOME RULE POWERS:
SECTION ONE: That in accordance with Subsection A of Section 13.108 of Chapter 13 of the Village Code of
Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor Licenses
available in each Classification and shall establish a list specifying the number of Liquor Licenses authorized.
Said list is hereby amended by decreasing the number of "Class F -1" Liquor License by One (1) PIZZA 5
INC. d /b /a CRAVE PIZZA AT 106 W. NORTHWEST HWY. and increasing the number of Class "F -3"
Liquor Licenses by One (1)) PIZZA 5 INC. d /b /a CRAVE PIZZA AT 106 W. NORTHWEST HWY. Said list
