SUBJECT: ISABELLA AREA SEWER IMPROVEMENTS PROJECT
The 2011 Comprehensive Flood Study Report identified several sewer improvement projects for
areas subjected to severe, recurrent, and geographically concentrated flooding.
The first phase of these improvements (Phase 1 Improvements) involved storm sewer
improvements on SeeGwun Avenue, NaWaTa Avenue, Lawrence Lane, Hatlen Avenue, Hatlen
Court, Busse Road, Michael Street, Verde Drive, Bonita Avenue, and Audrey Lane. The Phase
1 Improvements also included ditch regrading and culvert replacement work in the Golfview
Estates residential subdivision. This work was facilitated by $2.5 million in short -term debt
issued in 2012. All of this work was designed and constructed in 2013.
The second, and final, phase of public sector work identified by the 2011 Comprehensive Flood
Study is the construction of a relief sewer system in the Isabella Street residential area. The
proposed scope of work for this project includes the installation of approximately 6,600 linear
feet of relief sewer ranging in size from 15" to 96" (and appurtenances) to provide a 25 -year
recurrence interval level of protection for approximately 800 single - family homes. Funding for
this work has been facilitated by $10 million in general obligation bond debt.
Last fall, staff proposed to construct the Isabella area improvements during the 2014
construction season. It was our opinion that constructing the improvements as a single, large,
comprehensive project, instead of smaller, phased improvements instituted over 2 or more
construction seasons, is the most cost effective, beneficial, and least disruptive course of action.
The Village Board concurred with this assessment and authorized a design engineering contract
that would facilitate project design during winter 2013/2014 and bid letting in spring 2014. It was
anticipated that construction would start in late spring 2014 and reach final completion by
November 2014.
Unfortunately, the unusually heavy and consistent snow cover this past winter prevented timely
completion of survey work and field data collection necessary to complete bid documents. As a
result, the project is not yet ready for bidding. It is presently the opinion of staff that we have
missed the window of opportunity to bid and construct this project as a single, comprehensive
effort during the 2014 construction season.

Staff has considered subdividing the scope of work and constructing the improvements in
phases. To this end it remains feasible to construct a portion of the work this year with the
remainder slated for completion in the 2015. This phased work would be delineated by
construction method. More specifically, the tunnel- boring work would be completed in one
phase (Phase 1), and the open excavation work would be completed in another (Phase 2). The
attached documents graphically depict the proposed scope of work for each of these phases.
However, construction of the improvements as a single, comprehensive project remains the
preferred approach.
Already this year, we have noted that underground utility construction bid prices have increased
5 % -10% over 2013 costs. As a consequence, it is feasible to anticipate that costs for a Phase 1
project let for bidding later this year could be higher than estimated because contractors already
have substantive workloads.
Additionally, although design engineering costs would not increase, fees for construction
engineering would certainly rise due to the fact that phasing of the work would likely require
additional inspection time. Staff expects that this cost could be substantive (at least six - figures).
Therefore, it is the recommendation of staff to modify the schedule for the Isabella Area Sewer
Improvements to facilitate the work during a single construction season:
1. Site Survey Complete — May 15, 2014
2. Easements - June 30, 2014
3. Design 60% Complete — July 15, 2014
4. 60% Review (VOMP) — August 1, 2014
5. Design Complete (90 %) — August 31, 2014
6. Review (VOMP) — Sep 30, 2014
7. Permitting — Sep 1 to Oct 30, 2014
8. Design Complete (100 %) — Oct 30, 2014
9. Bidding — November 2014
10. Award —January 2015
11. Construction — Start in March 2015
Appropriate staff will be in attendance at the April 8, 2014 Committee of the Whole meeting to
provide additional details and facilitate discussion.
