MWRDGC INFLOW/ INFILTRATION RULE
The Village of Mount Prospect owns and operates a separate sanitary sewer collection
system. Wastewater collected by this system is treated at wastewater treatment plants
owned and operated by the Metropolitan Water Reclamation District of Greater Chicago
(MWRDGC). Federal and state regulations require the MWRDGC to hold valid National
Pollutant Discharge Elimination System ( NPDES) permits in order to operate these
treatment plants.
Recently, these NPDES permits were renewed. Periodic renewal is a stipulation of
federal and state regulations. The renewed permits contain a special condition imposed
by the Illinois Environmental Protection Agency (IEPA) that requires the MWRDGC, and
satellite systems such as the Village of Mount Prospect, to implement additional
measures if excessive wet weather flows cause, or contribute to, basement backups or
other sanitary sewer overflows.
This requirement to implement additional measures has culminated in a proposed
ordinance that is slated for deliberation by the MWRGC Board of Trustees in May 2014.
This ordinance is commonly referred to as the Inflow /Infiltration Rule (1 /1 Rule).
The 1/1 Rule was developed utilizing a collaborative process that included representation
from MWRDGC staff and the affected 125 tributary sewer agencies. The 1/1 Rule
contains performance criteria and maintenance requirements that will impact Village
resources. Appropriate staff will be on hand to explain the 1/1 Rule and summarize its
impact.
V. ISABELLA AREA SEWER IMPROVEMENTS
In December 2013, the Village Board awarded a design engineering contract to Burns &
McDonnell in preparation for construction of the Isabella Area Sewer Improvements
Project. This project is the second, and final, phase of public sector work identified by
the 2011 Comprehensive Flood Study. The proposed scope of work includes the
installation of approximately 6,600 linear feet of relief sewer ranging in size from 15" to
96" (and appurtenances) to provide a 25 -year recurrence interval level of protection for
approximately 800 single - family homes. Funding for this work has been facilitated by
$10 million in general obligation bond debt.
Originally, the projected was scheduled for design during Winter 2013/2014 and
construction during 2014. Unfortunately, due to the unusually deep and consistent snow
cover, Burns & McDonnell was unable to meet the design phase completion benchmark.
Staff will be on hand to provide an update on the status of this project including
discussion of a revised project schedule.
VI. SEE -GWUN AVENUE SPEED HUMPS
As directed by the Village Board, a series of seven speed humps were constructed along
See -Gwun Avenue between Golf Road and Lincoln Street in 2006. Resident concerns
about speeding and excessive traffic volume prompted the Village to experiment with
these traffic calming measures.
In the following years, issues such as a shift in traffic to adjacent streets and slower
response time by emergency vehicles influenced the Village Board to reconsider their
original support of the project. However, until an alternate plan could be developed and
agreed upon, staff was instructed to retain the speed humps.
In 2011, the Residential Traffic Calming Program was adopted by the Village Board.
Various alternate traffic calming measures have been considered for See -Gwun
Avenue within the framework of this document. This included a plan that was
presented to the Transportation Safety Commission in 2012. The plan, however, was
not supported by the residents and ultimately rejected by the Commission. No formal
discussion has since taken place.
Staff is seeking resolution to this issue. Options include removing the speed humps with
no further action, replacing the speed humps with an alternate plan, or leaving the speed
humps in place. Staff will provide a brief history of the issue, present a new alternate
plan for the Village Board's consideration, and facilitate discussion.
