FINANCIAL REPORT MONTHLY FINANCIAL REPORT AND APPROVE BILLS
& APPROVE BILLS Mayor Wilks stated the next item on the agenda, "FINANCIAL REPORT AND APPROVE BILLS"
was noted by an asterisk and unless there was a request to remove an item(s), all items further
listed in that manner would be considered with one (1) vote as business item "IX. CONSENT
AGENDA."
Trustee Polit noted approval of the Resolutions for the Lions Club Farmers Market and
Downtown Merchants Association Bluesmobile Cruise night were listed under the Consent
Agenda. Mayor Wilks stated that while the items were listed under the Consent Agenda
representatives from the local organizations would have an opportunity to promote their events
under Citizens to Be Heard.

A. RESOLUTION ACKNOWLEDGING THE CONTRIBUTIONS OF IRVANA K. WILKS
IRVANA K. WILKS TO THE VILLAGE OF MOUNT PROSPECT
RESOLUTION
Mayor Wilks stated the first (1 item under the Mayor's report was a Resolution Acknowledging
the Contributions of Irvana K. Wilks to the Village of Mount Prospect. Mayor Wilks stated the
resolution required a vote for approval by the Village Board. Beginning with Trustee Zadel,
Trustee Hoefert, Trustee Juracek, Trustee Korn, Trustee Matuszak and Trustee Polit each read
a passage from the resolution.

Trustee Hoefert thanked Mayor Wilks for her many years of outstanding service to the
community; he further noted that while the resolution highlighted many of Mayor Wilks'
accomplishments it did not encompass all her contributions to the community. He stated there
would be additional opportunities to recognize and thank Mayor Wilks; April 26 — retirement
reception and the May 7th Village Board meeting.

Mayor Wilks thanked the Village Board for the resolution and thanked the voters for entrusting
her to serve as both Trustee and Mayor. Mayor Wilks stated it was an honor to work with the
members of the Village Board and congratulated Trustee Juracek, Trustee Matuszak, Trustee
Polit and Trustee Zadel in their respective election /re- election to office.
Mayor Wilks stated the transition of the office of Mayor will be conducted at the May 7 Village
Board meeting.
Mayor Wilks presented proclamations for the "Week of the Young Child" and "Arbor Day."
PROCLAMATION B. WEEK OF THE YOUNG CHILD, APRIL 14 — 20, 2013
WEEK OF THE Mayor Wilks presented the proclamation to Mount Prospect Child Care Center, Inc.Executive
YOUNG CHILD Director Mr. Michael Davey. Mr. Davey thanked the Mayor and Village Board for recognizing the
importance of early childhood education. He provided an overview of activities to be held and
invited the Mayor and Village Board as well as the community to stop by during the Center's
Open House.
PROCLAMATION: C.ARBOR DAY, APRIL 27, 2012
ARBOR DAY Mayor Wilks presented the proclamation to Public Works Director Sean Dorsey.
Mr. Dorsey thanked the Mayor and Village Board for their support of the Village's forestry
program and extended an invitation to the Arbor Day celebration and tree planting Friday, April
26 at St. Paul Lutheran School. He thanked the Garden Club for their assistance and
participation in the event. Mr. Dorsey also noted the Village was the reciIpient of both the Tree
City USA (28 year) and the Arbor Day Foundation Growth Award (11 year). The awards
recognize the Village for excellence in urban forestry and public education.
Mr. Dorsey noted that the Arbor Day ceremony kicks off " Wilks Palozza weekend "; the Mayor's
retirement reception the evening of April 26 and Irish Fest on April 27
AMEND CHAPTER D. 1 reading of An Ordinance Amending Chapter 13 (Alcoholic Liquors) of the Village Code

VILLAGE CODE
This ordinance amends the Village Code by increasing the number of Class "F -3" liquor licenses
by one (1) issued to 34 South Main Street LLC d /b /a BB BBQ Grill, 34 South Main Street.

This ordinance amends the Village Code by decreasing the number of Class "P -1" liquor
licenses by one (1) issued to All Trade Inc. d /b /a Balzano Liquors, 2316 South Elmhurst Road
and increasing the number of Class "S -6" liquor licenses by one (1) issued to Trade All Inc. d /b /a
Balzano Liquors, 2316 South Elmhurst Road.

Trustee Korn stated, prior to Village Board meetings the Village Board receives detailed
information regarding agenda items to be presented for consideration. (This information is also
available to residents on the Village's website prior to the public meeting.) Having the
background information prior to the public presentation allows the Village Board to move forward
with the decision making process; the lack of discussion or questions indicates the Village Board
is fully informed, has no questions and prepared to move forward with a vote.

Ms. Watychowicz provided highlights of the 2013 Bluesmobile Cruise Night.
Every Saturday night between May 18 - September 28
6 pm — 9 pm at the Metra Commuter Lot
In its tenth season the DMA sponsored cruise night event continues to grow in popularity
drawing crowds well beyond the area. Ms. Watychowicz thanked the Village Board for their
support and recognized the DMA members /volunteers for the success of the well- attended and
community oriented activity.
Village Board Comments
-Thanked the Downtown Merchants Association and its volunteers for working every Saturday
evening at the car show.
-Appreciate the effort of the DMA for making this Mount Prospect activity a success; activities
like this creates vibrant downtown atmosphere.
Lions Club
Mr. Mike Giblin

Mr. Giblin provided highlights of the 2013 Lions Club Farmers Market.
Every Sunday between June 9 th - October 20
8 am to 1 pm at the Metra Commuter Lot.
In its 13 season conducted by the Mount Prospect Lions Club the Farmers' Market continues to
draw great vendors and a growing number of participants. The Mount Prospect marked is
considered one of the best farmers' markets in the area. As in previous year's this year's market
will include special events: Mount Prospect Historical Society; Library — Green Day; French
Market and live music by local students. Mr. Giblin thanked Trustee Polit for always making sure
the area is cleaned up after the DMA cruise night for the vendors to come and set -up. Trustee
Hoefert also recognized Trustee Polit for initiating a very successful food distribution program;
rather than wasting the left -over produce the food is donated to help those in need.

Village Board Comments
-Thanked the Lions Club for all the hard work on Sundays and behind the scenes.
-The Farmers' Market really helps the downtown.
-Thanked the Lions Club for giving so much to the community including a generous financial
donation to the Village's food pantry; money raised at the Farmers' Market.
-Farmers' Market is a social event as well brings people together; strengthens community.
-Lions Club — Fourth of July Festival is fast approaching; raffle tickets now on sale.

A. PZ- 29 -12, 1703 East Kensington Road, The Alden Foundation
First (1 reading of an Ordinance Granting a Conditional Use (Final Planned Unit Development
(PUD) and Variations for Property Located at 1703 East Kensington Road.
Mayor Wilks presented for a first (1 reading an ordinance granting a Conditional Use (Final
Planned Unit Development (PUD) and Variations for property located at 1703 East Kensington
Road. This ordinance grants a Conditional Use for a Planned Unit Development for Senior
Housing and Variations for building height and parking spaces. The Planning and Zoning
Commission recommended approval by a vote of 4 -0.
Community Development Director William Cooney provided background information stating the
Petitioner is seeking Final Planned Unit Development approval to develop an independent senior
housing facility on the subject property. The proposed three (3) story development will provide
ninety two (92) dwelling units, including a unit for an on -site building caretaker. Seventy (70)
units will be one - bedroom and twenty -two (22) will be two- bedroom units. Additionally, the
building will have ancillary uses on the first (1 floor of the building including, a community
room, library and computer room. There were no changes from the approved preliminary PUD.
Mr. Cooney stated the development meets all Village standards and regulations; the Planning
and Zoning Commission recommended approval of the Final Planned Unit Development and
Variations. He stated Ms. Beth Demes, Alden Group Executive Director was in attendance to
respond to questions.

In response to questions from the Village Board Ms. Demes provided the following:
• Independent living community — no support services; as the residents age they can bring in
own support services.
-Alden has nine other similar projects; affordable housing for seniors.
-Activities for residents; includes media room, library, fitness center with equipment.
-Seniors who have been isolated in their homes — opportunity to socialize and make friends.
-Rental unit occupancy — minimum age — 62 years old; average age — 78 years old.
-Property Manager — no daily wellness checks but keeps an eye on residents; residents also
look out for one another.
-Living units are not adaptable for assisted care.
Ms. Demes thanked the Village Board for their support to bring affordable senior housing to the
Village of Mount Prospect
Village Board Comments
-Familiar with Marriott senior housing - senior housing programs offer different services.
-Aging parents relocating to Mount Prospect or wanting to stay in community to be near children;
this type of housing allows them to maintain independence.
-Thanked Alden Group for continuing with project despite initial barriers with state funding.

MANAGER'S
REPORT VILLAGE MANAGER'S REPORT

B. Status
Assistant Village Manager Dave Strahl stated residents who have moved into the Village after
the initial mailing /sign -up with First Energy (Village's electrical aggregate program) will be
receiving letters from First Energy. The new residents will be offered an opportunity to
participate in the Village's lower rates through First Energy; if they chose not to participate they
are provided an opt -out option.
At the request of Assistant Village Manager Dave Strahl, Public Works Director Sean Dorsey
provided an update on the weather forecast for the next three days.
-Expected 1 /2 inch rainfall each day; winds in the upper teens.
-Do not anticipate problems but will have Public Works crews available.
Mr. Dorsey also provided an update of the flood conditions related to the Des Plaines River and
surrounding area. He advised residents to contact the Public Works Department for flood
related concerns /emergencies.

Mayor Wilks stressed the benefits of a community response plan and encouraged residents to
develop their own plans in response to emergencies.
