ELMHURST RD. / AMENDMENT TO THE SPECIAL USE FOR SIGNS ASSOCIATED WITH A LARGE SCALE DEVELOPMENT & VARIATIONS The Petitioner is seeking approval to amend the Special Use for large scale development signs and associated variations in order to replace an existing freestanding sign and add new signs. Since the design of the replacement sign and the new signs were not part of the original Special Use for large scale development signs, an Amendment of the Special Use is required. The Petitioner proposes to replace the existing freestanding sign located in the roundabout by the hotel. The new freestanding sign would consist of eleven (11) tenant panels and an electronic message center. The Petitioner also intends to add a wall mounted electronic message center on the tower feature of the building currently occupied by TJ Maxx. The Petitioner is seeking Variations to allow electronic message centers with continuous play, animation (video), and multiples colors, graphics, and font. A new freestanding sign would be placed along Center Drive; just to the northeast corner of TJ Maxx. The sign would be designed as a metal arc and consist of twelve (12) tenant panels. The Petitioner is also seeking Variations to allow two (2) directory signs measuring up to fifty (50) square feet each. The Planning & Zoning Commission conducted a public hearing to review the requests on Thursday, March 27, 2014, and by a vote of 4 -2 recommended approval of the following requests, subject to the condition that mock versions of the electronic message centers are reviewed prior to approval: 1) An Amendment to the Special Use for Large Scale Development Signs granted in Ordinance No. 5705, and amended in Ordinance No. 5821 and Ordinance No. 5874, for the Randhurst Village Planned Unit Development to allow signs A, B, and C as illustrated on the plans prepared by Doyle General Sign Contractors dated February 28, 2014. 2) A Variation to allow electronic message centers consisting of animation (video), multiples colors, graphics, and fonts. 3) A Variation to allow electronic message centers with continuous display. By a vote of 6 -0, the Planning & Zoning Commission continued the following Variation requests: 4) A Variation to increase the number of directory signs from one (1) to two (2) per lot. 5) A Variation to increase the size of directory signs to fifty (50) square feet. Commissioner Hinaber made a motion, seconded by Commissioner Beattie to approve the minutes of the January 23, 2013 Planning and Zoning Commission Meeting; the minutes were approved 5 -0 with one Commissioner abstaining. Chairman Donnelly introduced Case PZ- 05 -14, 999 N. Elmhurst Road and stated the case was Village Board final. Ms. Andrade stated the Petitioner for PZ -05 -14 IS seeking approval to amend the Special Use for large scale development signs and associated variations for Randhurst Village bounded by Euclid Avenue, Elmhurst Road, Kensington Road, and the Boxwood residential development. The Subject property is zoned B -3 Community Shopping PUD. Ms. Andrade stated the Petitioner is proposing to replace one of the existing freestanding signs and add new signs, consisting of a wall, freestanding, and two directory signs. Since the design of the replacement sign and the new signs were not part of the original Special Use for large scale development signs approved in 2008 which was later amended in 2011, an Amendment of the Special Use is required. Ms. Andrade stated that the Petitioner proposes to remove the existing freestanding sign located in the roundabout by the hotel that was approved as part of the original Special Use with a new redesigned sign. She further explained the new freestanding sign would consist of eleven (11) tenant panels and one electronic message center. Ms. Andrade showed the following table comparing the existing sign with the proposed sign. She further stated that the sign will be slightly shorter, but wider, and the overall area would be higher due to the tenant panels and electronic message center. Ms. Andrade stated that the proposed electronic message centers would be full color and consist of animation (video), graphics, and fonts. She stated that the Village's Sign Code requires uniformity in color, appearance, and font; and that animation or motion is not permitted. Therefore, the Petitioner is requesting a Variation to allow electronic message centers consisting of animation (video), multiple colors, graphics, and font. Since the Village Sign Code allows up to one directory sign per lot, the Petitioner is seeking Variation approval to allow two directory signs. Each directory sign consists of twenty five (25) tenant panels and measures approximately seven feet (7') in height by eleven feet (11') wide. The area occupied by the tenant panels measure approximately fifty (50) square feet in area, which exceeds the maximum twenty (20) square foot allowed Ms. Andrade explained the required findings for Special Use requests are contained in Section 7.720 of the Village's Sign Code; the following list is a summary of the findings: • The special use will serve the public convenience at the location of the subject signs; or that the establishment, maintenance or operation of the special use will not be detrimental to or endanger the visibility, public safety, comfort or general welfare; • The signs will be in harmony and scale with the architecture of the building(s) in the development and with other signs in the neighborhood; • The special use will not be injurious to the use and enjoyment of other property in the immediate vicinity of the subject property for the purposes already permitted; nor substantially diminish and impair other property valuations within the neighborhood; nor impair the visibility of adjacent sign; and. • The nature, location and size of the signs involved with the establishment of the special use will not impede, substantially hinder, or discourage the installation of signs on adjacent property in accordance with the sign ordinance. Ms. Andrade stated, per the petitioner, the proposed amendment to the approved Special Use is necessary to better identify tenants and direct traffic. She further explained the Petitioner points out the Subject Property's unique character and states the proposed signs have been designed to be consistent with the existing development's scale, buildings, and signs. Further, the sign would not negatively impact adjacent properties or existing signs. Ms. Andrade stated that Staff is supportive of the Petitioner's request to amend the Special Use for signs associated with a large scale development to allow the replacement of the existing freestanding sign and the new signs. Ms. Andrade explained the proposed signs will be consistent with the existing development. She further stated that no other shopping center in the Village consists of the same scale or number of tenants as Randhurst Village. Ms. Andrade stated the proposed signs will not be injurious to the use and enjoyment of other property in the immediate vicinity or impede, hinder, or discourage the installation of signs on adjacent property. The new freestanding signs will be located in the interior of the property and will not be directly visible to motorists on adjacent roadways. They are intended to provide greater visibility or direction to customers who are already on the subject property. Ms. Andrade stated the required findings for sign variations are contained in Section 7.725 of the Village of Mount Prospect Sign Code. The section contains specific findings, listed below, that must be made in order to approve a variation: • The sign allowed under code regulations will not reasonably identify the business; • The hardship is created by unique circumstances and not serve as a convenience to the petitioner, and is not created by the person presently having an interest in the sign or property; • The variation will not be materially detrimental to the public welfare or injurious to other property or improvements in the neighborhood; and • The variation will not impair visibility to the adjacent property, increase the danger of traffic problems or endanger the public safety, or alter the essential character of the neighborhood; and be in harmony with the spirit and intent of this Chapter. Ms. Andrade stated the Petitioner indicates the Subject Property is a unique development and calls for unique signs. Per the Petitioner, the signs will better identify the tenants and direct traffic. Ms. Andrade stated that Staff is supportive of the Variation requests due to the unique characteristic of the Subject Property. She explained the Subject Property consists of over ninety nine (99) acres of land and is the biggest retail development within the community. Ms. Andrade stated Randhurst Village is a regional center with over forty (40) current businesses. Further, the proposed signs will be placed internally and aim at better identifying tenants and directing traffic towards the Main Street component of the development. The electronic message center signs will be located more than 600 feet from one another, which would comply with the Village's regulations for these types of signs. The design and materials of the proposed signs would be consistent with the existing signage and materials used for construction of the buildings on site. Ms. Andrade stated that based on the analysis, Staff recommends the Planning & Zoning Commission approve the following motions: "To Approve: 1) An Amendment to the Special Use for Large Scale Development Signs granted in Ordinance No. 5705, and amended in Ordinance No. 5821 and Ordinance No. 5874, for the Randhurst Village Planned Unit Development to allow the signs as illustrated on the plans prepared by Doyle General Sign Contractors dated February 28, 2014. 2) A Variation to allow electronic message centers consisting of animation (video), multiples colors, graphics, and fonts; 3) A Variation to allow electronic message centers with continuous display; 4) A Variation to increase the number of directory signs from one (1) to two (2) per lot; and 5) A Variation to increase the size of directory signs to fifty (50 sq.ft.)." The Village Board's decision is final for this case. Chairman Donnelly swore in Peter Theordore, the architect for Randhurst; 2454 E. Dempster Des Plaines, Illinois. Mr. Theodore stated that the Subject Property is uniquely different from the previous similar request. Mr. Theodore stated the Subject Property has a sign three football fields away from the road and another sign that is two football fields away from the road; which are being used for way - finding and to identify the tenants that are on Main Street. Mr. Theodore stated the challenge is getting people back into Main Street. He further explained that the tenants and customers of Randhurst Village, have expressed the additional signage will enhance their experience. Mr. Theodore explained that the electronic reader board will be used to help promote events that the Randhurst Development team has invested in for the shopping center. He stated that a lot of patrons don't realize the shopping center puts on free concerts, festivals, and other events throughout the year. Mr. Theodore explained that the freestanding sign he designed for in front of TJ Maxx is more of a sculpture and piece or art. He stated he felt it was sensitive to the Village's sign ordinance but equally sensitive to the architecture and overall design of the center. Mr. Theodore stated the monitor at the top of the tower will be used to display graphics that will show people that Randhurst Village is more of a destination then a shopping center. Mr. Theodore stated that new signage will help promote the new tenants that are moving in; and direct new customers who are only shopping/dinning on the outskirts of the center. Mr. Theodore stated that the sign being replaced in the roundabout will identify the tenants on Main Street. He further explained that the proposed sign will be three football fields from the road and would have no impact on adjacent residents or buildings. Mr. Theodore explained that the investment for the new signs is large but feels it will help Randhurst Village prosper. Mr. Theodore stated the request fulfills all of the requirements for the Special Use request that are specified in the Village's sign ordinance. Mr. Theodore stated he is very proud of the new signs that are being proposed and feels that it will be a welcomed enhancement to the shopping center. Chairman Donnelly thanked the Petitioner for his presentation and asked the board if they had any questions. Commissioner Youngquist asked the Petitioner if he was responsible for the current way - finding signs that contain a rectangular list of tenants. Mr. Theodore stated he was and agrees they aren't user friendly and should be illuminated. Chairman Donnelly swore in John Hutchins, asset manager for Randhurst from Sarasota Florida, and Joe Doyle, sign contractor, 232 Interstate, Addison Illinois. Mr. Hutchins stated he agreed that the current way - finding signs are not appropriate for the center. He stated they hired a new property manager who is focusing on illuminating the signs and making them more efficient. Mr. Hutchins stated that the vision for Randhurst was based off a lifestyle center which is different from the typical shopping center and would be a long time asset to the community. Commissioner Beattie stated that it seems there are too many different types of signs around the center and that they are doing more harm than good. Chairman Donnelly stated that he visits the site just about every week and feels that there is a great need for directional signs on how to get into and out of the center. He stated that there are three signs on the perimeter that that can serve as identifying the establishments inside the center, but once you get into the center there isn't anything on how to get to those places. Commissioner Youngquist stated the pylon signs where originally proposed to cover tenants from one end of the mal I to the other. He stated he believes that adding another multi - tenant sign to the site would be redundant. Chairman Donnelly stated it seems that the tenants who are not visible from the street and need the signage are not present on the proposed sign. Chairman Donnelly also stated he wants a list of all of the current signs on the Randhurst site. He stated he feels that there are too many multi- tenant signs that show what is directly in front of the customer but not what is offered inside the mall as a whole. Commissioner Keuter stated she visits Randhurst almost daily and there are a number of signs that aren't presented in the package. She agreed with Chairman Donnelly and stated she would like to see a list of the current signs in order to make a decision. Commissioner Donnelly expressed his concern with traffic backing up due to the lack of readability of the signs. Commissioner Donnelly stated that the signage is not going to help unless the traffic flow is corrected within the center. Commissioner Donnelly stated the issue with the electronic message center is that they both face residential areas. He stated two residents have voiced their opinions about having the Commission deny the request. Mr. Theodore addressed Commissioner Youngquist's comment about the twenty -five tenant panel sign. He stated that he will come up with something that is more aesthetically pleasing and consistent with the current proposal. Mr. Theodore stated that he doesn't want that to get in the way of what they would like to get approved at tonight's meeting; which is the monument signs. He stated he is eager to get those approved because they have new tenants that are coming into the center and have heard positive feedback from customers and current tenants. He stated they have put a lot of time and effort to do what they think is architecturally significant and a benefit to the center. Mr. Theodore said he is willing to consolidate the current signs and create better way - finding signs to help better the traffic flow; but the monument signs will help market and portray the uniqueness of the shopping center and the events that happen within. Chairman Donnelly stated that patrons still need to drive into the center of the mall in order to see these monument signs. He believes there should be something closer to the perimeter to help patrons get to the center. Chairman Donnelly stated that he would think the new tenants coming in would want some exposure on the street not in the middle of the property. Mr. Theodore stated that a lot of people are hitting the destination shops on the outskirts but are not going any further into the site. He stated they didn't arbitrarily choose the locations for the monument signs; the decisions where based on the feedback they received from tenants and customers. Mr. Theodore stated that the intention of the monuments signs is to draw customers into the center. Chairman Donnelly stated the traffic flow into the center is the problem. He explained that customers are not going to the center of the mall because it is not easily accessible. Chairman Donnelly stated that it is hard to get to Main Street and once you get there who do you get out? It doesn't lead you to anywhere. Mr. Hutchins stated that he they can address the traffic flow and improve on the current way - finding signs to help point people in the right direction. Mr. Hutchins stated in regards to the pylon signs the anchor stores with the larger square footage get to have the prominent signs along the road. He stated that the retailers that are going into Main Street later this year have expressed extreme concern about not being able to be found. Chairman Donnelly stated he believes majority of the traffic is coming in from Elmhurst Road and off of Euclid's entrance not in front of TJ Maxx and the monument sign would be better located at the T intersection where most of the traffic comes through. Mr. Hutchins stated he thinks their best time to capture customers that are coming to Randhurst is when they go to TJ Maxx or Carson Pierre Scott or when they are driving to Old Navy. Once they get to those anchor stores the monument signs will remind them that there are stores back on Main Street. Commissioner Fitzgerald stated he feels that if the Petitioner was able to present the proposal comprehensively with the existing signage and the proposed signage he would be supportive, he agrees that seeing all of the components together would be easier as oppose to bits and pieces. Commissioner Fitzgerald also stated that he lives on Oxford and Elmhurst and that the video boards would be very visible from the road. He stated the depth of how far they are from the road doesn't take into account how high they will be constructed. Chairman Donnelly stated that he isn't aware of the events that go on throughout the year. He stated that the Petitioner take advantage of the Village's resources to help promote the events and get the word out there. Commissioner Youngquist stated that he supports the tenant signs and believes that the arch sign and the roundabout sign are a substantial improvement to the current signs; however, the pylon signs that are filled with tenant panels are inefficient. Chairman Donnelly and Commissioner Youngquist expressed how wonderful the new development included the existing businesses and the overall aesthetics. Mr. Hutchins explained that they are proud of how it turned out and are still looking for ways to make it even better. He stated they are continuing to work on getting tenants and they want to enhance the civic events portion of the development as an ongoing endeavor. Mr. Hutchins stated that they will continue to use social media and the Village's newsletter as avenues to help market the events aspect of the development, but believes the signs will help notify those people that don't use social media. Mr. Hutchins stated that he understands the concerns about the electronic reader boards but if there was something they can do to keep them in place; he believes it would greatly enhance the mission they are trying to accomplish. Commissioner Beattie stated that he doesn't think that people will get the proper information from the electronic reader boards and believes that they would be more of a distraction for drivers. Commissioner Beattie stated that he believes marketing the civic type events on the electronic message boards wouldn't be as effective as some of the other marketing avenues available. Chairman Donnelly stated that he thinks the best place for the electronic message board is at the Rand /Elmhurst/Kensington triangle because cars stopped at those lights have a significant amount of time to read. There was general discussion by the board about how readable the roundabout sign would be from the road. Chairman Donnelly stated he thinks the sculpture like sign would look better at the Roundabout location then the proposed electronic message board. Commissioner Beattie asked if it would be a possibility to have the sculpture like sign in both locations so they are more of consistent with one another. Mr. Theodore stated that signs are serving different purposes. The copy on the electronic monitor sign can be controlled. He further stated that the illumination levels are also controllable and that the current signs are already illuminated. Mr. Theodore stated that they can accomplish the same environment as to what is currently established. Chairman Donnelly stated to the petitioner that they are requesting to have a full video screen. He stated if they are willing to take the language out of the request and make it a thirty (30) second video or animation, the request would be better received. Mr. Theodore stated that they are willing to work with the Village in order to get it passed. He further explained that the proposal is very sensitive to the Village Sign Codes and feels that bring those monument signs into the middle of the site in order to comply. Chairman Donnelly stated that the board already gave special permission in order to put tenant names on the current monument signs along the main roads. He stated he feels like the Petitioner is asking for more this time and is pushing the boundaries. Mr. Theodore stated this development is an ongoing evolution and that he feels Randhurst is evolving in the right direction. He stated if the board was to approve the request it would still take months to erect the signs and would hope to have them up with the new tenant information by the Holiday Season. Mr. Theodore stated he would like to take the boards comments and agree to look into all the signs on the property and come back to the board with those revisions. Mr. Theodore stated he would like to get the two monument signs and the reader board approved through Planning and Zoning Board tonight. Chairman Donnelly asked if the monument signs would list the tenants only on Main Street. Mr. Hutchins stated that was the intent. Chairman Donnelly stated that was the intent of the signs off of Euclid that were approved and if the monument signs were to get approved they would no longer need those other signs. Mr, Hutchins stated that only the tenants on Main Street will be highlighted on the monument boards. Chairman Donnelly clarified that the two signs being requested would be similar and that one would be in front of TJ Maxx and the other would be in the circle. The petitioner confirmed. Commissioner Hinaber stated that she likes the design of the monument signs and would be in support of replacing some of the current way - finder signs to a similar design. She stated she didn't understand why the Village would spends so much time, energy, and money to bring in retailers, restaurants and entertainment just to through boulders in their way when they are trying to thrive. Chairman Donnelly stated there is more signage to come on the property that has already been approved which would not require a hearing. Mr. Theodore reiterated that they understand how valuable the shopping center is to the Village and the surrounding communities and only want to do what is best for the its success and future. He agreed that there were some signs that needed to be looked at again and he assured the board that they would do that. Mr. Theodore further stated that the ability to have tenant signs in multiple places is sometimes the deciding factor for tenants if they want to rent space. Chairman Donnelly expressed his concern that a number of signs have popped up around the perimeter which were not in the initial proposed plan. Chairman Donnelly stated he understood they are permitted to be because the outside parcels are allowed to have extra signs. He further explained that he would like to see it all be architecturally the same and coordinated, Mr. Theodore stated that he understands the concerns and is asked the board to work with them, He stated that John Hutchins flew in from Florida in order to attend this meeting and is aware of the importance. Chairman Donnelly asked if the larger monitor could be made to be smaller monitor and essentially have both monument signs be the same. Commissioner Youngquist stated that he doesn't think that both signs need to be exactly the same and that the proposed design compliments the existing pylon signs of the exterior the mall. He further explained that the tenant panel signs that exist of the twenty five panels could be deigned in a similar fashion. Mr. Hutchins explained that he agreed that the current tenant panel signs can be reconfigured in a way to not highlight vacant spaces. Commissioner Youngquist stated that he understood the important the center is to the community and believes that it should have every opportunity to make it succeed. Mr. Hutchins gave a brief history of J.P. Morgan as the owner of the property. Commissioner Youngquist stated he feels that the Petitioner has the centers' success in its best interest and that he understands the vision that was set forth. Commissioner Fitzgerald commented that the monument sign in the Roundabout would face true north which was in line with one of the homeowners that expressed concern. Mr. Theodore stated that the light level is significantly less then what is currently there now and will be more tasteful. He stated that Chairman Donnelly could add to the Variation request that they will work with staff regarding what light lums will be acceptable. Commissioner Beattie explained his concerns about approving the request because it isn't a comprehensive plan. Mr. Theodore explained that the immediate issue was to address the two monument signs and stated they will continue to work with staff in order to clean up all of the other issues. He stated it was near impossible due to the scale and design of the shopping center to have all of the issues revised at once and stated it was an ongoing process. Chairman Donnelly clarified that they will only vote on the two monument signs; one located by TJ Maxx and one in the Roundabout. He also stated they will vote on the video signs. Chairman Donnelly reiterated the fact that the remainders of the request will the continued to a later date which will include a comprehensive plan that includes the current signs on the property. Chairman Donnelly asked if the electronic sign would be a streaming video or a thirty second video sign and the sign would be dim enough to be respectful to the Randhursts' residential neighbors. Commissioner Fitzgerald reiterated that the electronic reader sign would only be readable to the people in the shopping center. Which was confirmed; however, he further asked if the screen could be scaled down to the size of the sign. Chairman Donnelly stated that it couldn't because you will be able to see it when you come in off Elmhurst Road and enter the circle. Commissioner Fitzgerald stated that he believes the screen could be made smaller since the active shoppers will be the ones retaining the information that is being displayed on the screen. Commissioner Youngquist stated that he thinks it needs to be at that height in order to grab people's attention and draw them in. Mr. Theodore stated that he doesn't think dropping the monitor down will be efficient because it will be blocked by the buildings. He stated that the actual motion/animation on the monitor could be changed to adhere to the boards concerns. Mr. Theodore also suggested that they have a site visit once the monitor is erected, and as a group determines the correct level of animation/video /illumination. Regarding the directory signs, the Petitioner is seeking Variations to increase the number of directory signs and size. Per the Petitioner, the directory signs better identify the tenants and direct traffic. Staff is supportive of the Variation requests due to the unique characteristic of the Subject Property. The Subject Property consists of over ninety nine (99) acres of land and is the biggest retail development within the community. Randhurst Village is a regional center with over forty (40) current businesses. Further, the proposed signs will be placed internally and aim at better identifying tenants and directing traffic towards the Main Street component of the development. The design and materials of the proposed signs would be consistent with the existing signage and materials used for construction of the buildings on site. The variations will not be detrimental to the public welfare or injurious to other property or improvements in the neighborhood. Further, the electronic message center signs will be located more than 600 feet from one another, which would comply with the Village's regulations for these types of signs. Because of the numerous snow events this winter, salt purchases exceeded Staff's estimate outlined in the original resolution. The total amount of MFT funds spent in 2013 as part of the original resolution was $631,952.50 ($32,586.50 above the approved amount). In order for the Illinois Department of Transportation to accept the additional MFT expenditure in 2013, a supplemental resolution must be passed by the Village Board of Trustees.
