P R O C L A M A T I O N
April 6 12, 2014
Theme:
WHEREAS,
the Mt. Prospect Child Care Center Inc. and other local organizations,
in conjunction with the National Association for the Education of Young Children,
are celebrating the Week of the Young Child, April 6-12; and
WHEREAS,
these organizations are working to improve early learning
opportunities, including early literacy programs, that can provide a foundation of
learning for children in Mount Prospect; and
WHEREAS,
teachers and others who make a difference in the lives of young
children in the Village of Mount Prospect deserve thanks and recognition; and
WHEREAS,
public policies that support early learning for all young children are
NOW, THEREFORE,

the entire community can inspire, equip and mobilize people to take action that
changes the world; and
WHEREAS,
volunteers can connect with local community service opportunities through
hundreds of community service organizations like HandsOn Network Action Centers; and
WHEREAS,
individuals and communities are at the center of social change, discovering their
power to make a difference; and
WHEREAS,
during this week all over the nation, service projects will be performed and
volunteers recognized for their commitment to service; and
WHEREAS,
the giving of oneself in service to another empowers the giver and the recipient;

PROCLAMATION
APRIL 13 - 19, 2014
WHEREAS,
libraries help lives change in their communities, campuses and schools; and
WHEREAS,
librarians work to meet the changing needs of their communities inside and
outside library walls; and
WHEREAS,
libraries and librarians bring together community members to enrich and shape
the community and address local issues; and
WHEREAS,
librarians provide technology training and access to e-media resources; and
WHEREAS,
libraries offer programs and classes to assist residents with job hunting, 24/7
homework help, how to do small business plans, career planning, retirement planning and
much more; and
WHEREAS,
libraries continuously grow and evolve in how they provide for the needs of
every member of their communities; and
WHEREAS,
libraries, librarians, library workers and supporters across America are
celebrating National Library Week.

REQUEST FOR A NEW CLASS "F -2" LIQUOR LICENSE
On Thursday March 13, 2014 the Village Manager and Administrative Assistant met with owners
Agnieszka Janowska and her husband Dariusz Zychowski regarding their request for the
creation of a new Class "F -2" liquor license for the above referenced establishment. The
location of the proposed restaurant is located in the Mt. Prospect Commons shopping center
and was most recently occupied by Edible Arrangements. The Class "72" license provides for
the sale of beer and wine at dining tables.
The total building footage is 1,470 square feet with an estimated 6 tables and will be open
seven days a week for lunch and dinner. Neither owner has experience in the food industry,
however; it is their "American Dream" to own and operate a restaurant. Ms. Janowska will serve
as the full -time restaurant manager and her husband will help out on weekends. The restaurant
will serve modern Polish cuisine prepared by two European chefs who specialize in fine dining.
The Village Manager discussed at length with both applicants the Village's particular sensitivity
to the sale of alcohol to minors and over service to clearly intoxicated individuals. The Village
Manager also indicated that the applicants were responsible for the actions of all employees
and managers. Mr. Janonis covered the Village's Fight Ordinance requirements and Ms.
Janowska indicated that she understood the requirements of the Village code and that she
plans to require all of her staff to receive certification in alcohol service.
Both Ms. Janowska and her husband submitted proof that they have successfully completed a
certified liquor server's course. They also provided proof of legal alien status. A completed
application along with all fees and paperwork are on file with the Village Manager's office. Both
applicants have submitted to fingerprinting and background checks. Should the Village Board
consider this application favorably the adoption of an Ordinance creating a new Class "F -2"
liquor license should be adopted.
