CHAIRMAN PRIKKEL EXPLAINED THAT COMMISSION MEMBERS ARE ASSIGNED TO SCHOOLS.
SLESICKI TO PUT TOGETHER SURVEY FOR MARCH MEETING. IN THE PAST, IT WAS DIFFICULT TO
GET SURVEY PARTICIPATION. SUGGESTIONS FOR SURVEY TO BEAMADE AVAILABLE: LIBRARY,
POLY SCI CLASSES (SPEAK FOR 5 MINUTES) W /HANDOUT, ETC.
B. A/A GILLIGAN
A/A GILLIGAN IS PRESENTLY RESEARCHING LOCAL AREA YOUTH COMMISSIONS. HE PRESENTED A
HANDOUT WITH THEIR STRUCTURES AND HOW THEY DEAL WITH THE TURNOVER OF GRADUATING
MEMBERS AND THE CONTINUITY PROBLEMS THAT CREATES. A/A GILLIGAN HAS CONTACTED DES
PLAINES AND WILL HAVE ADDITIONAL INFORMATION AT NEXT MONTH'S MEETING.
C. PEER JURY
CASSIDY KUHLMAN IS STARTING UP A `JOB CORNER' AT HERSEY HIGH SCHOOL. A/A NAGEL
REPORTED OFFENSE STATISTICS FROM THE LAST THREE YEARS OF PEER JURY. THESE
STATISTICS SHOWED THAT 80 PERCENT OF THE OFFENSES WERE EITHER THEFT OR RETAIL
THEFT. A DISCUSSION FOLLOWED TOUCHING ON WAYS THE COMMISSION CAN MAKE A
DIFFERENCE IN CURTAILING THESE THEFT OFFENSES AMONG JUVENILES, I.E., STRESS THAT VIDEO
CAMERAS IN STORES DO ACTUALLY WORK, LET THE CONSEQUENCES BE KNOWN OF THEFT AGES
17 YOA AND UP, RETAILER CAN GO AFTER OFFENDER CIVILLY FOR RETRIBUTION, ETC. THROUGH
PEER JURY THE COMMISSION CAN GET INSIGHT INTO THE TYPES OF PROBLEMS FACING VILLAGE
YOUTH WHO ARE NOT REPRESENTED IN ON THE COMMISION.
COMMITTEE REPORTS
CHAIRMAN PRIKKEL EXPRESSED THE NEED FOR THE YOUTH COMMISSION TO BREAK UP INTO SEVERAL COMMITTEES
IN ORDER TO ALLEVIATE THE STRAIN OF VOTING ON RANDOM ITEMS. IT WAS SUGGESTED THAT THERE BE A SHIRT
COMMITTEE AND THE YOUTH FORUM COMMITTEE. EACH SHALL BE MADE UP OF SIX OR LESS COMMISSION
MEMBERS, AN ADULT ADVISER, AND EITHER THE CHAIR OR VICE -CHAIR
A. SHIRT COMMITTEE
THEY WILL BE RESPONSIBLE FOR RECOMMENDING TWO DIFFERENT TYPES OF SHIRTS FOR THE
YOUTH COMMISION TO WEAR AT FUNCTIONS IN THE COMMUNITY. COMMITTEE MEMBERS ARE:
BRENT BUSSE, LAURA HIGGINSON, JENNIFER KIDD, DEVIN SLESICKI, ALEXANDRA SOLAK, NICOLE
SHUDY, VICE CHAIR, AND A/A NAGEL
B. YOUTH FORUM COMMITTEE
THIS COMMITTEE WILL BE IN CHARGE OF ORGANIZING THE UPCOMING YOUTH FORUM. THEY WILL
WORK CLOSELY WITH OFFICER BILL ROSCOP AND RANDHURST SHOPPING MALL. THEY WILL BE
RESPONSIBLE FOR GETTING ALL DONATIONS, SETTING UP A RAFFLE, CONTACTING THE
ENTERTAINMENT AND ORGANIZING VOLUNTEERS. THE ENTIRE YOUTH COMMISSION WILL BE
HELPING OUT THE DAY OF THE FORUM, BUT THE COMMITTEE WILL BE IN CHARGE. CHAIRALICEN
PRIKKEL RECOMMENDED THE FOLLOWING MEMBERS TO MAKE UP THE YOUTH FORUM COMMITTEE:
COLLEEN DELAHANTY, PATRICK FRANK, YOMIKA PATEL, KIM UNGER, MEGAN JAHRLING, SARAH
VALADEZ, CHAIR, AND A/A GILLIGAN.
C. BUDGET COMMITTEE
THERE IS CURRENTLY $2,000 IN THE BUDGET. A COMMITTEE IS NEEDED TO DIVIDE IT UP INTO
DIFFERENT CATEGORIES FOR SPENDING. THIS COMMITTEE WILL CONSIST OF: THE CHAIR,
AIA LOHRSTORFER, ASSISTANT VILLAGE MANAGER DAVID STRAHL, AND PUBLIC INFORMATION
OFFICER MAURA JANDRIS. THE FINAL BUDGET WILL BE BROUGHT TO THE YOUTH COMMISSION
FOR APPROVAL.

A. YOUTH FORUM
TARGET DATE SOMETIME IN FALL AT RANDHURST. CHAIR PRIKKEL WILL CONTACT OFFICER BILL
ROSCOP AND MAKE ARRANGEMENTS TO MEET WITH LISA SPECHT, PUBLIC RELATIONS FOR
RANDHURST. THE IDEA IS TO HAVE THE FORUM IN CONJUNCTION WITH AN EXISTING PROGRAM,
POLICE/FIRE SAFETY PROGRAM, ETC., EVENTUALLY MAKING THIS AN ANNUAL EVENT. OTHER IDEAS
DISCUSSED WERE YOUTH FASHION SHOW, RAFFLE, DISTRICT 214 ART SHOW, A LIVE DEBATE FROM
THE MALL, QUESTIONS ANDANSWER PERIOD, ENTERTAINMENT, DRUG/ALCOHOLAWARENESS, GUEST
APPEARANCE BY A SPORTS(LOCAL CELEBRITY,

CHAIRMAN PRIKKEL, AIA LOHRSTORFER AND MAURA, PUBLIC INFORMATION OFFICER FOR THE VILLAGE
OF MOUNT PROSPECT, WILL MEET. FLUORESCENT COLORS TO BE DETERMINED.
C. SKATE PARKS
JULIE HIGGINSON CONTACTED RIVER TRAILS AND MOUNT PROSPECT PARK DISTRICTS. THE NEXT
MEETING OF THE RIVER TRAILS PARK DISTRICT IS 16 MARCH AT 8:00 P.M. MOUNT PROSPECT PARK
DISTRICTS IS 8 MARCH 00. MEMBERS OF THE COMMISSION HAVE BEEN INVITED TO EACH OF THESE
MEETINGS. ADDITIONS TO LAST SURVEY WILL BE MADE AND PRESENTATION WILL BE MADE ATEACH
MEETING. A COPY OF THE EARLIER PRESENTATION WAS PASSED AROUND. DEVIN SLESICKI TO ASSIST
PATRICK FRANK ON NEW PRESENTATION.

AIA LOHRSTORFER DEFERRED HIS REPORT UNTIL MARCH MEETING.

SUGGESTIONS FOR A NEW LOGO WERE DISCUSSED.

YOUTH VIEW
IDEAS FOR THE SHOW WERE DISCUSSED (SPORTS FIGURES, SHOPLIFTING, PEER JURY).
THERE WILL TWO SHOWS TAPED ON 25 FEBRUARY 00 AT 800 P.M. CHAIRMAN PRIKKEL TO HOST AND
HER GUESTS WILL BE DEVIN, PATRICK AND BRENT.
NEW BUSINESS
A. ELECTION FOR CO -CHAIR
ALL MEMBERS OF THE YOUTH COMMISSION WERE ELIGIBLE TO RUN FOR CO- CHAIR. THE NOMINEES
WERE PATRICK FRANK, DEVIN SLESICKI AND JULIE AND LAURA HIGGINSON (RUNNING ON THE SAME
TICKET). AFTER AIA LOHRSTORFER COUNTED THE VOTE IT WAS DETERMINED THAT JULIE AND LAURA
HIGGINSON WERE THE NEWLY ELECTED CO- CHAIRS.
B. YOUTH IN GOVERNMENT DAY
DAVID STRAHL, ASSISTANT VILLAGE MANAGER FOR THE VILLAGE OF MOUNT PROSPECT HAS ASKED
THE COMMISSION TO HELP HIM IN BRAINSTORMING NEW IDEAS FOR THE YOUTH IN GOVERNMENT DAY
SCHEDULED FOR MARCH OR APRIL.. LOOK INTO THE PURPOSE OF THE DAY.
C. VILLAGE HALL TASK FORCE
MR. STRAHL ALSO HAS ASKED THE COMMISSION TO TAKE PART IN A DISCUSSION TOMOROOW 8
FEBRUARY 00 AT A COMMITTEE OF THE WHOLE MEETING AT 7:30 P.M. REGARDING THE
CONSTRUCTION OF A NEW MUNICIPAL BUILDING THAT WOULD COMBINE THE VILLAGE HALLAND THE
SENIOR CENTER. IT IS POSSIBLE THAT THE VILLAGE BOARD WILL ASSIGN A TASK FORCE TO EXAMINE
THE POSSIBILITIES. THE YOUTH COMMISSION HAS BEEN ASKED TO SEND A REPRESENTATIVE TO THIS
MEETING. CHAIR PRIKKEL WILL ATTEND ALONG WITH PATRICK FRANK.
D. GOALS
THE COMMISSION NEEDS TO SET NEW GOALS. THAT WOULD INCLUDE NEW PROJECTS AND NEW
PROBLEMS. THE COMMISSION HAS RECEIVED POSITIVE PUBLICITY BUT THE NEED FOR WHY WEAREA
COMMISSION NEEDS TO BE DISCUSED. CHAIR PRIKKEL ASKED EACH MEMBER OF THE COMMITTEE TO
COME UP WITH THREE NEW IDEASIPROJECTSJPROBLEMS FOR THE COMMISSION TO WORK ON. ATTHE
MARCH MEETING THERE WILL BE A PRIZE FOR THE PERSON WHO HAS THE BEST IDEA. SARAH
VALADEZ WILL CONTACT NANCY MORGAN, DIRECTOR OF HUMAN SERVICES AND JULIE HIGGINSON
WILL CONTACT THE SPECIAL EVENTS COMMISSION FOR SUGGESTIONS.
E. MISCELLANEOUS
1. POSSIBLE TIME CHANGE TO AN EARLIER START —CHAIR PRIKKEL TO CHECK INTO
2. LET CHAIRMAN PRIKKEL KNOW OF YOUR ABSENCE, I.E., E -MAIL, PHONE, ETC.
3. AIA BUSSE SUGGESTED CHECKING ON THE POSSIBILITY OF SIGNING A WAIVER GIVING
PERMISSION TO HAVE NAME ON YOUTH COMMISSION WEBSITE
