MINUTES
COFFEE WITH COUNCIL
February 8, 2014
Community Center, Village Hall
The meeting convened at 9:00 a.m. Village Board members present were Mayor Arlene Juracek,
Trustees Paul Hoefert, Steve Polit, Richard Rogers, and Mike Zadel. Representing staff were
Assistant Village Manager David Strahl, Human Services Director Nancy Morgan and Human
Services Director Designate Julie Kane.

Ms. VanArsdale stated that she will begin
promoting Shining Star awards for next years Celestial Celebration.
Denise Rominsk, S. Main Street -
Ms. Rominsk expressed concerns regarding the plowing of
snow into a small area due to loss of parkway which is making it difficult to put garbage cans out.
She also stated the sidewalk has not been shoveled and it is difficult to walk to nearby stores. Ms.
Rominsk contacted Public Works regarding snow in the alley and was told that the Village does
not have time to come out and address the situation. Mayor Juracek acknowledged the
challenges we are facing due to large amounts of snow. She thanked Denise for bringing it to
our attention and will have Public Works take a look at the situation.
John Elenberger, Redwood Drive -
Mr. Elenberger complimented Public Works for a job well
done plowing the snow on his street. He asked why the Village sends out a reminder for vehicle
sticker purchase so early. Staff explained that people start coming in early to purchase stickers
to avoid long lines and advised that stickers can be purchased on line.
Carol Tortorello, S. Elmhurst Avenue -
Ms. Tortorello advised that she had a lady come to her
home from Just Energy attempting to get her to switch energy providers. Staff advised that a
press release was issued advising residents of aggressive tactics being used by door to door sales
people. The Attorney Gene
investigation against Just Energy due to the large volume of complaints received. Staff informed
No Solicitor stickers are available in the Finance Department and
encouraged residents to call police if they have a problem with a door to door sales person. Ms.
Tortorello advised that Des Plaines has signed a new garbage contract and that seniors are
getting a discount. Staff stated that this is something that would need to be discussed when the

advised that SWANCC has a good website which provides information about drop off locations
for recyclables. General discussion followed.

Mr. Szymczak had nothing for the group today.

, - Mrs. Szymczak stated that she is very happy with the job Public
Works is doing in regards to snow removal.
Jerry Boldt, N. School -
Mr. Boldt thanked Public Works for the fantastic job in managing
snow removal. He stated that he spoke with the Building Commissioner regarding concerns
about cold air in his crawl space and his pipes potentially freezing. He inquired about blocking
his vents with Styrofoam for the winter and was told it was okay to do so.
Jim Chylik, Locust -
Mr. Chylik thanked Public Works for the efforts with snow removal. He
advised that the waste/sewer line on Busse Road was repaired last year. One of the sewers in the
street has sunk and created a large pothole. Staff advised that this is a county intersection and
the county is responsible for repair and will be notified.
Jan Kent, Briarwood -
Ms. Kent asked about the annexation of Lynn Court. Mayor Juracek
advised that there has been communication and a possibility of negotiation with the Tollway
Authority exists but nothing is under consideration until the tollway has secured construction
easements.
Mal Holec, Quince -
Mr. Holec stated that traffic is a problem at the intersection of Mt. Prospect
Road and Central. Staff stated that dent
to address the problem. Mr. Holec also commented on the pension information on the property
tax bill. Mayor Juracek stated that pension fund earnings are recalculated every year and it is
good to see that funds had a good return this year.
John and Anita Masoncup, Maple Court -
Mr. Masoncup stated that he is pleased with the
expressed concern about the pedestrian traffic crossing from Continental
Bakery to the Blues Bar with no crosswalk. Staff advised that the Village has talked with IDOT
and that IDOT will not allow a crosswalk or traffic light to be installed. The Village will
continue to pursue alternatives. Mr. Masoncup also expressed concern that the traffic pattern at
the Randhurst corner is dangerous. Staff advised that the traffic light equipment is old and
cannot accommodate any more timing segments. Mr. Masoncup discussed an issue involving a
neighbor who was feeding birds which resulted in large amounts of bird waste in his trees and
yard. He obtained information from the State Wildlife Service indicating that sparrows are not
native birds and it is not illegal to kill them. He purchased a trap and trapped birds. He received
a ticket from the Mount Prospect Police Department for violation of a local ordinance. Mr.
Masoncup feels that the local ordinance is written inappropriately and would like the ticket
rescinded. Staff stated that the real issue is the neigh the neighbors have been
advised to terminate the feeding. He will need to present his case in court and follow the legal
process. He was also advised that there are licensed professionals that deal with animal situations.
Tom Manion, Edward Street -
Mr. Manion thanked Public Works for the great job snow
plowing. He expressed concern about the number of people he has observed driving while using
a cell phone and would like police to strongly enforce this new law. He thanked the Board of
Trustees for Coffee with Council and stated that it is democracy in action.
David Lee ScheinNa Wa Ta Avenue
, - Mr. Schein expressed concern about snow piling up
around bike racks. Staff advised that Public Works will get to those areas and clear the snow.
Mike Maciorowski, E. Wood Lane -
Mr. Maciorowski has been working with Donna Brown,
Project Engineer, regarding having a street light installed at the corner of Wood Lane and Park.
He stated that the corner is very dark and children play in the area. He stated that the three
houses in direct contact with the corner were sent a survey. There was a non-response from one
of the residents and he was informed that is considered
would like a light installed. Staff indicated that the issue would need to be looked into and
Public Works will be made aware of his concern.
John Dunn, Owen Street -
Mr. Dunn wanted to report a pothole in the eastbound lanes of
Central at Rand Road. In addition, he expressed concerns about the left turn lane alignment of
the yellow line on northbound Wheeling at Kensington and about the traffic alignment existing at
the Mount Prospect Plaza at Rand.
Tom Rogers, Waverly Place -
Mr. Rogers inquired as to whether snow was being moved due to
accumulations. He stated that a front loader dumped snow on his lawn and sidewalk. Staff
advised that some of the snow is being moved to Melas Park.
