SUBJECT: ACCEPTANCE OF PROPOSAL FOR DEMOLITION OF 1112 N ELMHURST ROAD
The Village recently acquired the property located at 1112 N. Elmhurst Road through a judicial sale. The parcel
was sold to the Village as a result of property maintenance liens placed on the property in excess of $97,000.
Upon reviewing the existing conditions of the property staff determined the structures should be demolished and
the site marketed as a vacant parcel. As a result, the property was appraised and proposals for demolition of the
existing structures were obtained. The previous owners had until the end of 2013 to remove any possessions from
the property.
An appraisal of the property was performed by Darwin Dietrick and Associates, Inc. on December 18, 2013. The
appraisal assumed the property would be vacant following the demolition of the structures. Based on Darwin's
assessment, the vacant parcel is valued at $175,000.
The Community Development Department solicited proposals to clear the property and met with prospective
bidders on December 20, 2013, to review the proposed work. Proposals divided the work into four potential
options for the clearing of the site:
• Option A: Base Bid consisting of removal of all structures (home, two detached structures) on the parcel
• Option B: Base Bid + Sewer /Water Disconnect at Property Line
• Option C: Base Bid + Tree Removal
• Option D: Base Bid + Tree Removal + Sewer /Water Disconnect
Two proposals were submitted for demolition services by Langos Corp. ($22,080) and Albrecht Enterprises Inc.
($22,800). Both firms are capable of performing the services requested and have performed similar work for
other local municipalities. Staff is recommending accepting the proposal from Langos Corp for Option D in the
amount of $22,080. The accepted work will remove all structures from the property, backfill the crawlspace, and
seed the lot after completion. The existing driveway will remain on the property to provide access to the site.
Attached to this memorandum are copies of the request for proposals and associated submittals. Please forward
this memorandum and attachments to the Village Board for their review and consideration at their January 21,
2014 meeting. Staff will be present to answer any questions related to this matter.

Background
The Village of Mount Prospect is seeking proposals to demolish a single - family home, including related
accessory structures, tree removal, and disconnection of utilities.
Scope of Proposal Requirements
The selected vendor shall meet the following conditions and complete the subject demolition within 30
calendar days from the date of an executed contract with the Village of Mount Prospect. Proposals shall
include a quote for providing the following scope options.
Option A. Base -Bid Conditions: Demolition/Removal of House, Attached Garage, Detached Garage,
Shed, attached Patio, Stoop /Steps, and Landscape Timbers
1. Cook County permit is required and is the responsibility of the vendor. This includes any
environmental screening or testing for Cook County demolition application.
2. Village of Mount Prospect permit is required and is the responsibility of the vendor.
3. Village of Mount Prospect Contractor License is required and is the responsibility of the
vendor.
4. Disconnect all utilities to the main and accessory structures. Provide proper disconnect
letters from utilities for Cook County Demolition and Village of Mount Prospect permit
applications.
5. All demolition debris must be removed and properly disposed of off the property. All
federal, state, and local disposal requirements must be adhered to during the disposal
process.
6. Completely remove the footing, any drain tile, foundation, and entire house structure.
7. Backfill the foundation in appropriate lifts and rough grade entire foundation hole /over
dig.
8. Re- secure site fencing after completion of work.
9. Protect adjacent properties and public way during demolition work. This includes any
Village required tree protection.
10. After final rough grading, proper seed blanket installation and erosion control steps are to
be taken.
11. The vendor agrees to indemnify the Village, provide equal employment opportunity, and
provide the Village with the required insurance as per the attached supplement marked
with item numbers 17, 18, and 19 of the Village policy handbook
Option B. Base Bid + Sewer Water Utility Removals
1. Read and adhere to all base bid conditions in Option A.
2. Disconnect and terminate all sewer and water utility services at the property lines.
Consult Village of Mount Prospect Public Works Department on disconnection method
and point of termination.
Option C. Base Bid + Landscaping/Tree Removal
1. Read and adhere to all base bid conditions in Option A.
2. Remove tree, including grinding of stump, located just west of the patio /attached garage
behind primary structure.
3. Remove any fallen or damaged limbs from trees located elsewhere on the property.
Option D. Base Bid + Sewer Water Utility Removals+ Landscaping/Tree Removal
1. Read and adhere to all conditions in Options A, B, and C.
Conditions
All permit applications and drawings are submitted directly to the Community Development
Department.
Selection Process
Following the receipt of proposals, Staff will review and evaluate each one on the merit and ability to
perform the proposed scope of work. The following steps will occur as part of the process:
• All submittals must be received by the Village's Department of Community Development -
Building Division by no later than Monday. December 30, 0-13.
• Upon review of proposals received from qualified contractors, the Village will work with the
selected contractor to execute an agreement for the requested services.
References
Each proposal shall be accompanied by at least five references for similar demolition work recently
performed by the contractor. If applicable, provide references for demolition work which may have
been performed for another local municipality.

5. Demolish house, garage & shed & haul from site.
6. Remove floor slabs, foundations, footings & concrete walks & haul
from site. Driveway to remain.
7. Remove drain tile if there is any.
8. Fence basement area with 4 ft orange plastic fence when it may
be left open & be a danger.
9. Backfill basement with clean fill & track roll with machine on site to
prevent settling.
10. Furnish & grade 6" of topsoil over areas of demolition. Seed &
provide straw blanket.
We Do Not Include:
1. Asbestos removal if discovered by samples.
2. Sewer & water cutoffs in Elmhurst Rd.
Total for above work: $17,780.
Alternate # 1: Remove tree behind house - grind stump. Add: $1,3PO
Alternate # 2: Cut water at main in grass parkway & plug sewer at main
inside the public walk. Add: $3,000
Total for all work: $22080.
