The Chairmen of the Business District Development and Redevelopment
Commission, Economic Development Commission and Plan Commission are
respectfully submitting a proposal to the Mayor and Board of Trustees requesting
the creation of an Ad Hoc Downtown Working Group that would be charged with
taking the results of the May 31 and July 10 Downtown Redevelopment Workshops
and assimilating same into a strategic plan for the downtown. Work on this strategic
plan would begin at the start of September and result in a draft report being
presented to the Village Board for their consideration in December of this year.
In summary, the proposal would include a Committee made up of the above
chairpersons, an additional member of each of the those Commissions, two
members of the Village Board and two at-large citizens. This ten-member
Committee would be supported in their efforts by the Planning staff of the
Community Development Department. The proposal also calls for the
commissioning of a market study designed specifically to identify the market
potential for various downtown land uses in order to have the strategic plan reflect
market realities for downtown condominiums, retail and office space. The plan
process as outlined in the proposal includes an open house in order to solicit public
comment on this subject.
Given that the clock is still running on the Iife of the TIF District; the stated desire of
the Village Board to maintain downtown redevelopment as a major priority and the
practical consideration that for the next several months the Village Board will be
focusing almost exclusively on the development of the 1998 Budget, the work of this
Ad Hoc Committee will allow progress to be made on this important front, The
timing of the issuance of a draft report in December will coincide with the completion
of Budget Hearings and the matter can again be taken up in detaiI at a December
Committee of the Whole meeting.

it is anticipated that the three Chairmen will be in attendance to present their joint
proposal, provide background information and answer your questions. Appropriate
Village staff will also be in attendance in order to facilitate discussion.
V. BUILDING CODE UPDATE
The Village has, as a long-standing policy, regularly updated the various Building
Codes which govern construction and development within Mount Prospect.
The Village of Mount Prospect's Buifding Code currently uses standards referenced
in the 1990 BOCA Building and Mechanical Codes with 1992 supplements, the
1989 CABO Single-Family Building Code, the 1990 Electrical Code, the 1993 Illinois
Plumbing Code and the 1989 Illinois Accessibility Code. The Village Building Codes
includes local amendments to these documents.
There are three reasons why it is appropriate for the Village of Mount Prospect
Building Code to be updated at this time:
1. All model Buildin9 Codes undergo a three-year update process that allows
design professionals, product manufacturers, construction associations and
building officials to provide input on proposed changes to the Code. This
procedure ensures an active, on-going method to keep the model Codes
current and viable with changing times and technologies. The best way for
municipal building departments to stay in sync with these changes is to keep
the locally adopted Codes current.
2. Our local amendments need to be revisited. This update will cladty existing
local amendments that are vague, overly restrictive and/or legally
indefensible. They also will incorporate existing Village "construction
policies" that have been enforced over the years but not placed in writing.
in some cases, the existing Ioca~ amendments need to be wdtten in more
"user friendly" Ianguage.
3. The Insurance Services Organization 0SO) is rating Building Departments
throughout the nation, much as they have been rating Fire Departments
since 1916. The results of their rating procedures can provide a difference
in the insurance premiums levied on property owners. ISO reviews 25
different aspects of the Department. The single, biggest determining factor
in the rating procedure of Building Departments is the issue date of the
adopted Codes. Having 1990 Codes could reduce our total score by over
4O%.
Earlier this year, the Village's Economic Development Commission met to discuss
updating the Building Code. Representatives of the Mount Prospect Chamber of
Commerce-Governmental Affairs Committee also participated in the meeting. The
groups were supportive of updating the Building Codes to reflect current national
standards.
The attached information package provides an overview of the proposed
substantive changes and reordering of the current Village Building Code.
Supplemental information such as our customer hand~outs and a survey of staffing
levels and permit processing time lines in other communities are provided for your
review and consideration. Given the complexity of the update, it is impractical to
include a single document which shows all of the deletions, additions, renumberings
and relocating that will be part of this update process. A copy of the proposed
updated Code is included in the matedai.
Appropriate staff will be in attendance to outline the changes, answer questions and
facilitate discussion.
Vk GOVERNMENT ACCESS CHANNEL CHANGE
On Monday, September 8, 1997, Mount Prospect's Government Access Channel
will move from its present location on Channel 6 to Channel 17. Under the Village's
Franchise Agreement with TCI, the Franchisee (TCI) has the right, with proper
notice, to change its channel line-up as it deems appropriate. This latest remix is
prompted, at least in part by the fact that WCIU, currently located at the Channel 17
position, has apparently come to an agreement with TCI to secure the higher profile
Channel 6 location.
Given the change, the Village is in the position of having to notify viewers of our
new location as well as establish a new prominent identity for this channel location.
Under the Franchise Agreement, TCI is required to reimburse the Village for costs
associated with making this changeover. Additionally, Assistant Village Manager
David Strahl has worked with WCIU in an effort to secure additional technical and
in-kind assistance. The attached information package outlines the nature and
scope of that assistance.
Tuesday evening's discussion is intended to provide the Village Board with an
update of these activities. Appropriate staff will be in attendance in order to answer
questions and facilitate discussion.
