MAYORS REPORT 3/16/04 Ii II Ii Ii II Ii " Ii !i ,I II II II I WHEREAS, in 1917, a young Chicago insurance agent by the name of i i Melvin Jones called upon a number of independent civic organizations to unite i i in service to mankind; and II Ii WHEREAS, that large organization became international in 1920 with the I ¡ founding of the first LIONS CLUB in Canada; and II !i WHEREAS, in October, 1933 a group of20 civic-minded citizens organized the ¡ I MOUNT PROSPECT LIONS CLUB, which was chartered on March 6, 1934, with " ¡¡Lion A.L. Buck, MD. as its first President; and 11 II I ¡ WHEREAS, as one of its earliest efforts towards providing service to the Ii community, in 1941, the MOUNT PROSPECT LIONS CLUB donated 16 acres of i! land to the Village, creating the beautiful Lions Memorial Park, and continues to ,I ¡¡donate park improvements throughout Mount Prospect; and ¡¡ I' ! I WHEREAS, for 70 years, the MOUNT PROSPECT LIONS CLUB has remained i I committed to their mission of "service to mankind" by donating immeasurable II hours to helping nfedy children, assisting the sight handicapped by collecting used I' i i eye glasses and funding eye exams, assisting the hearing impaired, and contributing : i to camps for the blind and multiple handicapped; and !I I' ! I WHEREAS, in memory of a deceased member, the MOUNT PROSPECT LIONS ¡ I CLUB created the George Gattas Memorial Scholarship Fund, which annually ! assists four deserving students to further their education. il II NOw, THEREFORE, L GeraldL. Farley Mayor PROCLAMA TION "ABSOLUTELY INCREDIBLE KID DAY" MARCH 18, 2004 WHEREAS, Camp Fire Boys and Girls, the national organization, will sponsor ABSOLUTELY INCREDIBLE KID DA Y on March 18, 2004; and WHEREAS, Camp Fire Boys and Girls has issued a call to action. asking every adult in America to write a letter of love and support to a special child on March 18, 2004; and WHEREAS, Camp Fire Boys and Girls has established the goal that every child receive a letter on March 18, 2004; and WHEREAS, the Metropolitan Chicago Council of Camp Fire teaches boys and girls to become caring, confident youth and future leaders; and WHEREAS, through contemporary programs and by speaking out on issues affecting youth and their families, Camp Fire Boys and Girls helps youth cope with their changing world; and WHEREAS, in Camp Fire, the choices and opportunities are inclusive to boys and girls regardless of race, religion socioeconomic status, disability, sexual orientation, or other aspect of diversity; and WHEREAS, Camp Fire Boys and Girls is commended for the valuable programs offered to young people in the Village of Mount Prospect and throughout the nation, and for the many services these young people perform for their communities through Camp Fire. NO W, THEREFORE, I, Gerald L. Farley, Mayor of the Village of Mount Prospect, do hereby proclaim March 18, 2004 to be "ABSOLUTELY INCREDIBLE KID DAY" in the Village of Mount Prospect, and declare the children of the Village of Mount Prospect as absolutely incredible kids this second day of March in the year Two Thousand and Four. PROCLAMA TION "AMERICAN RED CROSS MONTH" MARCH 1-31,2004 WHEREAS, the American Red Cross, the largest social service agency in the world, is a humanitarian organization led by volunteers; and WHEREAS, the American Red Cross is designated by the United States Congress as the nation's main voluntary agency responsible for disaster relief; and WHEREAS, the American Red Cross is also designated by Congress as the primary emergency communications link between military personnel and their families; and WHEREAS, the American Red Cross is the primary deliverer of health and safety services to the American people as approved by the American Academy of Sciences; and WHEREAS, the American Red Cross is a vital link to Village residents and their families affected by civil unrest, war or disaster around the world; and WHEREAS, the American Red Cross of Greater Chicago provides services for the residents of Mount Prospect and thousands in surrounding communities, as well as providing a reliable blood service to many of the largest medical centers and community hospitals in metropolitan Chicago; and NOw,' THEREFORE, L Gerald L. Farley, Mayor of the Village of Mount Prospect, do hereby proclaim March 1 - 31, 2004 to be "AMERICAN RED CROSS MONTH" in the Village of Mount Prospect, and I commend this organization for the outstanding contribution and dedication it has made to our Village's vitality. FARLEY AND BOARD OF TRUSTEES FROM: VILLAGE MANAGER DATE: MARCH 12,2004 LIQUOR LICENSE REQUEST-CLASS W (RESTAURANT- CONSUMPTION OF BEER AND WINE ONLY) A V ANTI CAFÉ AND SANDWICH BAR, 1900 SOUTH ELMHURST ROAD SUBJECT: On Tuesday, February 24, 2004, the Village Manager met with Ms. Kathryn Bruno regarding her request for a new Class W Liquor License for Avanti Café and Sandwich Bar. The Class W License provides for the sale of beer and wine at dining tables. Ms. Bruno is the owner and sole shareholder of the business. Another family member, Mauro Bruno, will be a co-manager of the establishment. Avanti Café and Sandwich Bar is an Italian fast-food establishment specializing in a variety of deli sandwiches, pasta dishes, soups and salads. The restaurant has been open at the Elmhurst Road location since September 2003. Previously, it had operated across Elmhurst Road in Des Plaines. The restaurant is open six days a week serving lunch and dinner. They also offer catering services. Neither one of the Brunos has had previous experience with the sale and delivery of alcoholic beverages. As such, the Village Manager is recommending that both Kathryn and Mauro Bruno successfully complete a certified liquor servers' training course as a condition of issuing the License. The Brunos are in agreement with this requirement and have submitted proof of completion of said course. The Village Manager also reviewed with Ms. Bruno the Village's particular sensitivity to the sale of alcohol to minors as well as over service to intoxicated persons. The Village Manager informed the principals that they are responsible for the actions of all employees and that it was imperative to establish an appropriate training program as well as management oversight with regard to such sales. Ms. Bruno indicated she had read the Village Code and understood all of the requirements. The completed application is on file with qll required fees being paid. The principals have submitted to fingerprinting and background checks. Appropriate insurance documentation will be forthcoming. If considered favorably, an Ordinance providing for the creation for an additional Class W License is in order. MEJ/rcc IS ORDINANCE NO. - AN ORDINANCE AMENDING CHAPTER 13 OF THE VILLAGE CODE OF MOUNT PROSPECT BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS: SECTION ONE: That in accordance with Subsection Aof Section 13.108 of Chapter 13 of the Village Code of Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor Licenses availâble in each Classification and shall establish a list specifying the number of Liquor Licenses authorized. Said list is hereby amended by increasing the number of Class W Liquor Licenses by One (1) Avanti Café and Sandwich Bar, Inc.1900 South Elmhurst Road.
