At the September 24, 1996 Committee of the Whole meeting, the Village Board
considered the draft Rand Road Corridor Study. At that time, the Village Board
made several changes to the text and directed staff to incorporate said changes into
a revised document. Those revisions are being brought forward at this time for your
review and approval.
As background, you will recall that one of the initiatives undertaken by the
Department of Community Development this past year has been to begin a series
of Corridor Studies throughout the Village. The purpose of Corridor Studies is to
provide the Village with a general vision of how key areas of the community should
be developed and/or redeveloped. A critical aspect of this future planning is taking
into account things like impact on existing properties, especially residential, as well
as heightened concerns about traffic safety and flooding. This is an effort to take
a proactive stance so that when redevelopment opportunities present themselves,
the Village can see how those plans fit into the community's concept of "where we
should go and what we want to be."
The Rand Road Corridor Study is the second review undertaken by Village staff.
The Rand Road Corridor Study has been presented to the community in the form
of public information meetings and Public Hearing formats before the Plan
Commission. Issues were identified and adjustments made to the Study based
upon input from property owners and Plan Commission members. The Study also
drew much attention from area residents with over one hundred residents attending
the last Public Hearing held by the Plan Commission.
As an outgrowth of the Village Board's September 24 Committee of the Whole
discussion, the Safety Commission considered a resident petition asking for access
restrictions at Rand and Isabella. Ordinances formally establishing those
restrictions were recently passed by the Village Board and will be implemented in
the middle of June. Additionally, the Board directed staff to included in the 1998
Forecast Budget funds for a comprehensive traffic study along the Rand Road
corridor.
The revisions made by the Village Board were generally minor in nature. Tuesday
evening's review is anticipated to be relatively inconsequential. If the Board
approves the final draft document, it will be presented for formal acceptance at one
of the June Village Board meetings. Appropriate staff will be in attendance to
facilitate discussion and answer your questions.

V. REVIEW OF DRAFT INTERIOR APARTMENT INSPECTION PROGRAM
At the Committee of the Whole meetings of February 13 and July 9, 1996, the
Village Board reviewed and considered a staff proposal to initiate an Interior
Apartment Inspection Program. Coming out of the July 9 Committee of the Whole
meeting, there was a general consensus that an Interior Apartment inspection
Program was advisable. However, at the time there was a Federal District Court
Case involving the Village of Forest Park which might give a timely indication of the
Court's comfort level with these types of inspection programs. It was originally
thought that the Opinion would be issued in the fall of 1996 so the Village Board felt
it prudent to wait for the Opinion before acting. Unfortunately, due to a change in
the Judge, a decision has yet to be issued. In the interim, a Federal Court Opinion
regarding the Interior Inspection Program for the City of Peoria upheld this type of
regulatory system. With no indication of when the Park Forest decision will be
issued, staff would respectfully request that the Board make a final determination
as to the propriety of such an Inspection Program for Mount Prospect.
Since July 9, 1996, staff has again looked at the proposed Program and attempted
to make certain modifications which would address some of the concerns raised by
proper[y owners and managers with regard to Constitutional issues and procedural
aspects of the Program. A revised Ordinance was presented to interested owners
and managers on May 12, 1997. As a result of that meeting, several owners
suggested additional changes to the proposed program which have been included
in the draft Ordinance found in the information package for Tuesday evening's
meeting, interested owners and managers have been invited to Tuesday evening's
meeting so that they have an opportunity to participate in the discussion of this
topic.
It would be staff's recommendation that the Boarql move toward the adoption of an
appropriate Ordinance that would allow for interior apartment inspections. Village
Attorney Everette Hifl and staff will be in attendance to facilitate discussion and
answer your questions.
VI. CRIME-FREE HOUSING PROPOSAL
Environmental Health Coordinator Bob Roels and Crime Prevention Officer John
Wagner have proposed a modification in the way administrative fees are imposed
as part of our Multi-Family Inspection Program. In an effort to work cooperatively
with owners, Messrs. Roeis and Wagner are proposing that owners who have
accumulated administrative fees be given the opportunity to avoid paying said fees
by attending and participating in our Crime-Free Housing Program. The idea is that
the money would be better spent in making improvements to property as opposed
to being paid to the Village. The Village Manager is supportive of the concept and
would recommend the Board consider the proposal favorably. Mr. Roels and
Officer Wagner will be in attendance to answer your questions and facilitate
discussion.
