I. CALL TO ORDER - ROLL CALL II. ACCEPTANCE OF MINUTES OF February 25, '1997 III. CITIZENS TO BE HEARD IV. TCI FRANCHISE RENEWAL DISCUSSIONS-CONSULTING SERVICES At the beginning of February 1997, the Village Board granted a second six-month extension for the Cable Television Franchise Agreement between the Village and TCl, Inc. Village staff is now preparing to engage TCI in detailed negotiations regarding Franchise renewal. As part of the renewal process, it had beffn anticipated that the Village would utilize the services of a Telecommunications Consultant to assist in that process. In fact, funds had been allocated in both the 1996 and 1997 budgets for that purpose. Cheryl Pasalic, the former Communications Administrator for the Village, has joined River Oaks Communications Corporation as their Manager for Government Affairs. Cheryl's extensive knowledge of the Village of Mount Prospect's Franchise Agreement, her past dealings with TCI and her overall knowledge of the Telecommunications field would be invaluable in the negotiating process. As a result, ] asked Cheryl to tender a proposal to the Village for the services of River Oaks Communications to negotiate a Franchise Renewal Agreement with TCI under an informal Franchise renewal process. The Village has taken the position that since TCI's Notice of Renewal to the Village was defective, they can only avail themselves of the informal renewal process. This informal renewal process is much less structured and thereby less costly than the formal renewal procedure. River Oaks' proposal is attached hereto. I bring it forward for discussion at a Committee of the Whole because of Cheryl's prior employment with the Village. Pursuant to Village Code governing former employees doing work for the Village, it is not prohibited. However, so that there is full disclosure about the possible arrangement, I wanted to present the proposal to the Village Board for your initial review and ratification. Ms. Pasalic will be present to answer your questions. V, DEPLOYMENT OF THE SPEED MONITORING AWARENESS RADAR TRAILER (SMART) FOR SELECTIVE TRAFFIC ENFORCEMENT DETAIL As part of part of the 1997 municipal budget, the Village Board approved the purchase of a Speed Monitoring Awareness Radar Trailer as an adjunct to our speed and traffic control selective enforcement efforts. The Village is now in possession of the trailer and appropriate procedures have been drafted by the Police Department for [ts use. Chief Pavlock and Problem Solving Officer Tony Ha[achoulis will make a presentation regarding operation of the SMART trailer and how it will be deployed. The trailer wil{ be available for inspection prior to the start of the Committee of the Whole meeting and a brief video describing its operation will be presented at the Village Board meeting. VI. ~UGGESTED CREATION OF YOUTH COMMISSION Over a year ago, Mayor Farley had asked that TAP Mount Prospect look into the feasibility of creating a Village sanctioned Youth Commission. Over the succeeding months, TAP Mount Prospect held discussions regarding the pros and cons of such a Commission, reviewed other communities' efforts in this area and undertook the drafting of a proposed Ordinance outlining the structure, responsibilities and operation of such a Commission. TAP Mount Prospect recently fina[ized its work and has transmitted their recommendations and draft Ordinance to the Village Board for preliminary review. While the concept of a Youth Commission certainly has merit, there are some important related policy questions which the Village Board must discuss and agree upon. Those ancillary policy questions include: (1) the type of staff support that will need to be provided by the Village including a liaison as well as possible secretarial support, (2)whether this Commission can anticipate some type of annual financial support from the Village and (3) how recommendations from the Youth Commission- especially those which may entail substantial expenditure funds will be reviewed and acted upon. Appropriate members from TAP Mount Prospect will be present to answer questions and facilitate discussion. VII. MANAGER'S REPORT VIII. ANY OTHER BUSINESS IX.
