EMPLOYEE RECOGNITION: ' PUBLICWORKS DEPARTMENT D. 2nd reading of AN ORDINANCE AMENDING CHAPTER 13 (ALCOHOLIC BEVERAGES) OF THE VILLAGE CODE This Ordinance deletes the requirement for having a separate cash register for liquor sales at grocery stores but retains the requirement that the cashier must be at least 19 years of age in order to process the sale. (Exhibit A) E. Request of the new owner of the restaurant at 113 S. Emerson Street, formerly Martini's, to continue operation under the existing Class "S" liquor license, under the new name of "Nikki D's Charhouse. The Class "S" designation provides for operation of a restaurant with a lounge offering full service liquor by the drink. Request of the new owners of Bolzano Liquors, 2316 S. Elmhurst Road, to continue doing business under the existing Class "C" liquor license. The new name of this establishment will be Balzano Liquors. The Class "C" designation provides the retail sale of packaged goods. G. Request of the new owners of House of China, 1749 Algonquin Road, to continue doing business under the existing Class "R' liquor license. The new name of this establishment will be Sun's Chinese Restaurant. The Class "R' designation provides for consumption of alcoholic beverages at the dining tables only. H. Appointments ~ . VII. ZBA 11-97, Mid-City National Bank, 15 East Prospect Avenue 2nd reading of AN ORDINANCE GRANTING A CONDITIONAL USE FOR PROPERTY LOCATED AT 15 E. PROSPECT AVE. COMMONLY KNOWN AS MID-CITY BANK This Ordinance grants a Conditional Use for a drive-thru facility. (Exhibit B) B. ZBA 18-97, 2225 West Lincoln Street 1 .~. 2nd reading of AN ORDINANCE AMENDING THE OFFICIAL ZONING MAP OF THE VILLAGE This Ordinance rezones the subject property from R-X to R-1 (Single Family Residential). (Exhibit C) 2. Pine Hill Plat of Subdivision ,, ,, This subdivision divides a large parcel of land in order to create 3 single family lots. The Plan Commission recommended approving this subdivision by a vote of 7-0. C. ZBA 22-97.50 North Main Street, Mount Prospect National Bank 1st reading of AN ORDINANCE GRANTING A CONDITIONAL USE AND A VARIATION FOR PROPERTY GENERALLY LOCATED AT 50 NORTH MAIN STREET This Ordinance grants a Conditional Use for drive-thru lanes and setback variations for the proposed banking institution to be known as the Mount Prospect National Bank..The Zoning Board of Appeals recommended granting this request by a vote of 6-0. (Exhibit D) D. St. Mark Church Plat of Subdivision This subdivision consolidates the property into one lot of record. The Plan Commission recommended approving this subdivision by a vote of 6-0. IX~ NEW BUSINESS A. 1st reading of AN ORDINANCE AMENDING ARTICLE XlX OF CHAPTER 18 (TRAFFIC CODE) , This Ordinance amends the immobilization/impoundment procedure for a vehicle to allow the boot to be used when the vehicle is parked, rather than the existing regulation which allows the boot to be applied only when the vehicle is committing yet another violation. (Exhibit E) B. PUBLIC HEARING 1. The purpose of this public hearing, called pursuant to proper legal notice having been published in the .Mount Prospect Herald on August 21, 1997, is for the purpose of vacating an easement dedicated for public sidewalk located between residential lots in the general vicinity of Dresser Drive and Lams Court. Inasmuch as the Village does not intend to Use this easement, the best interests of Village would be served by vacating t~ide strip and, in accordance with law, the adjacen pr't"p'r6~rty owners will recaiv~feet each./G, 2. ls! reading of AN ORDINANCE VACATING AN ~ ~ Th~s Ordinance vacates the easement being the subject of ~'~ the public hearing and upon recordation of the plat, the vacated parcel will be divided equally between the adjacent property owners. (Exhibit F) C. Safety Commission recommendations: , .. 1. A petition was presented for a 4-way STOP at Memory and · , Maple. The Safety Commission recommends denying the request by a vote of 5-0. 2. A resident has requested a 4-way STOP at'Tano and Lama Lanes. The Safety Commission recommends'd~en~ing the request by a vote of 5-0. 3. At the request of the Village Board, additional traffic counts were taken at See Gwun and Sba Bonee during the golf season to see if a 4-way STOP was warranted. Upon reviewing the counts, the Safety Commission concurs'Witfi the original recommendation that a 4-way STOP {S 'not warranted. X. VILLAGE MANAGER'S REPORT A. Request to accept proposal for downtown market analysis study B. Request to waive bidding procedure and authorize the purchase of 8 Motorola in-car computer work stations for squad cars, which -~ ~ are specialized pieces of equipment. C. Status Report Xl.
