1. 1 reading of AN ORDINANCE GRANTING A CONDITIONAL USE (Exhibit B)
(HEIGHT OF ACCESSORY STRUCTURES) FOR PROPERTY
LOCATED AT 600 SEE GWUN AVENUE
This ordinance grants a Conditional Use permit to install accessory
structures (safety nets) greater than thirty feet in height for property
located at 600 See Gwun Avenue. The Planning and Zoning Commission
recommended denial by a 0-6 vote.
This ordinance requires a super
majority vote for approval.

2. 1 reading of AN ORDINANCE GRANTING A VARIATION (TENT (Exhibit C)
DISPLAY PERIOD) FOR PROPERTY LOCATED AT 600 SEE GWUN
AVENUE

This ordinance grants a variation to allow a temporary tent from March 1
th
to November 30 for banquet operations for property located at
600 See Gwun. The Planning and Zoning Commission recommended
approval of the request by a 5-1 vote.
B. PZ-20-13, 50 South Emerson Street, Village of Mount Prospect
Motion to adopt VILLAGE OF MOUNT PROSPECT DOWNTOWN PLAN
The Community Development Department requests approval of the
Downtown Implementation Plan; a proposed amendment to the Official
Comprehensive Plan. The Downtown Implementation Plan will serve as a
guide for future Development for the downtown area and will be an amendment
to the Comprehensive Plan of 2007. The Planning and Zoning Commission
recommended approval by a 6-0 vote.
PUBLIC HEARING
This public hearing, called pursuant to proper legal notice having been published in
the Daily Herald on November 22, 2013, is for the purpose of presenting the proposed
tax levy for the fiscal year beginning January 1, 2013 and ending December 31, 2013.

G. 1 reading of AN ORDINANCE AMENDING APPENDIX A, DIVISION II OF THE (Exhibit H)
VILLAGE OF MOUNT PROSPECT
This ordinance increases the local motor fuel tax (from $0.02 to $0.04) vehicle
sticker fee (fee changes across various vehicle classes) and the direct charge
for refuse collection of individual dwelling units (stepped increases from $100
to $258) over a 5-year period beginning January 1, 2014. Funds generated

H. A RESOLUTION FOR IMPROVEMENT BY MUNICIPALITY UNDER THE ILLINOIS (Exhibit I)
HIGHWAY CODE
This resolution appropriates money ($860,000) from Motor Fuel Tax funds (MFT)
for the 2014 Resurfacing Program. This resolution is a required step for the
expenditures of MFT funds. Actual expenditures will be presented to the Village
Board for review and final approval.

I. A RESOLUTION FOR MAINTENANCE OF STREETS AND HIGHWAYS BY (Exhibit J)
MUNICIPALITY UNDER THE ILLINOIS HIGHWAY CODE (BLR14230)
This resolution appropriates money ($553,293) from Motor Fuel Tax funds (MFT)
for the maintenance of streets and highways from January 1, 2014
December 31, 2014. This resolution is a required step for the expenditures of
MFT funds. Actual expenditures will be presented to the Village Board for review
and final approval.

J. A RESOLUTION AUTHORIZING THE PAYMENT TO THE MOUNT PROSPECT (Exhibit K)
PUBLIC LIBRARY UNDER THE TERMS OF A GROUND LEASE AGREEMENT.
This resolution authorizes the 2014 annual lease payment of $1.00 to the Mount
Prospect Public Library for property used for the Municipal Parking Garage.

K. A RESOLUTION AUTHORIZING THE EXECUTION OF AN AGREEMENT (Exhibit L)
BETWEEN THE FOREST RIVER FIRE PROTECTION DISTRICT AND THE
VILLAGE OF MOUNT PROSPECT.
This annual agreement required by Court Order authorizes the Village to provide
emergency services to those portions of unincorporated Cook County.
