JANONIS FROM: SUPERINTENDENT OF STREETS & BUILDINGS DATE: NOVEMBER 25, 2013 SUBJECT: BID RESULTS FOR 3 -YEAR CUSTODIAL CLEANING CONTRACT (NOT TO EXCEED $102,564) BACKGROUND This bid award is for a three -year (2014 -2016) custodial cleaning contract. This contract provides daily cleaning at the following buildings: Village Hall, Village Hall Parking Structure, Police & Fire Headquarters Building (including above and underground parking structure), Railroad Station, Fire Stations 12 and 14 (floors only), Pistol Range, Public Works, Community Connections Center, and the Emergency Operations Center. The Police & Fire Headquarters Building and the Village Hall require full -time day porter positions. The other buildings are cleaned at night or early evenings. BID RESULTS Sealed bids were opened at 1:00 P.M. on November 18, 2013. Bid notices were mailed to 13 bidders, and a bid notice was placed in a local newspaper. Representatives from 8 additional firms requested bid documents and 5 bids were received. Bidder Total Bid Price (annually) Crystal Maintenance Services Corp. Eco Cleaning Maintenance, Inc. GSF USA, Inc. $93,240.00 $111,648.00 $121,920.00 $143,532.00 $198,264.00 Page 2of2 BID RESULTS FOR 3 -YEAR CUSTODIAL CLEANING CONTRACT ($102,564) November 25, 2013 DISCUSSION The apparent low bidder, Crystal Maintenance Services Corp. of Mount Prospect, Illinois has had our cleaning service contract since 2000 and has performed satisfactorily. In addition, I have contacted all of their work references, and they have all given Crystal Maintenance Service Corp. an acceptable rating. Their bid price is 8% lower than the previous contract. There are no annual increases for the three -year term of the proposed contract. I recommend awarding the contract with a 10% contingency ($9,324.00) for emergency cleaning due to unscheduled work or special events that do not correspond to the planned cleaning schedules. RECOMMENDATION I recommend Crystal Maintenance Services Corp. be awarded the proposed three -year cleaning services contract for a not -to- exceed annual amount of $102,564 ($93,240 + $9,324 = $102,564) for daily cleaning services and emergency services. Sufficient funds for this expenditure have been requested in the 2014 proposed budget. Expenditures in 2015 and 2016 will be limited to budgeted amounts authorized by the Village Board.
