SUBJECT: PZ -04 -09 / PLAT OF SUBDIVISION 11301-1329 WOLF RD., 1750 E. EUCLID
AVE.
The Petitioner is seeking approval of a Plat of Subdivision for the properties known as 1301 -1329 Wolf
Road and 1750 E. Euclid Avenue. The Petitioner constructed a two -story commercial building with
related improvements and is seeking approval of the required plat. The Plat of Subdivision is a
requirement of the zoning approvals that were granted in 2007.
The Plat of Subdivision, titled "Gendell Wolf & Euclid ", would create two lots of record and grant a ten
(10) foot water main easement over an existing water main. The existing commercial development
would make up Lot 1 and the remainder of the Commonwealth Edison property would make up Lot 2.
Staff reviewed the plat and found that the plat was prepared in accordance with the Village Code. The
subdivision of the property will not create any zoning nonconformities.
The Planning and Zoning Commission conducted a public hearing to review the request on Thursday,
October 24, 2013, and by a vote of 4 -0, recommended approval of the Plat of Subdivision for the
properties known as 1301 -1329 Wolf Road and 1750 E. Euclid Avenue. Details of the proceedings and
items discussed during the Planning and Zoning Commission hearing are included in the attached
minutes.
Please forward this memorandum and attachments to the Village Board for their review and
consideration at their November 5, 2013 meeting. Staff will be present to answer any questions related
to this matter.

Chairman Donnelly called the meeting to order at 7:32 p.m. Commissioner Youngquist made a motion,
seconded by Commissioner Hinaber to approve the minutes of the September 25, 2013 Planning and
Zoning Commission Meeting; the minutes were approved 4 -0. After hearing one additional case
Chairman Donnelly introduced Case PZ- 04 -09, 1301 -1329 Wolf Road and 1750 E. Euclid Avenue and
stated the case was Village Board final.
Ms. Andrade stated the Subject Property is located at the northeast corner of the intersection of Wolf
Road and Euclid Avenue. She further stated the property is zoned B4 Commercial Corridor and is
adjacent to the Wisconsin Central rail Road line.
Ms, Andrade explained the Subject Property previously consisted of two (2) single -story commercial
buildings and Com- Ed right of way. She further explained that in 2007 the Petitioner received zoning
approvals to construct a two -story commercial building with related improvements that consisted of a
parking lot.
Ms. Andrade stated the Plat of Subdivision was a requirement for zoning approvals; therefore, the
Petitioner is seeking to subdivide the property to create two (2) lots of record and grant the necessary
easements on the property.
Ms. Andrade explained the proposed plat of subdivision would create two (2) lots of record and grant a
ten (10) foot water main easement over an existing water main. The existing commercial development
would make up Lot 1 and the remainder of the Commonwealth Edison property would make up Lot 2,

Ms. Andrade stated that Staff reviewed the proposed plat of subdivision and found the prepared plat was
in accordance with the Village's Code requirements; therefore, Staff recommends that the Planning and
Zoning Commission recommend approval the following motion:
"To approve:
A Final Plat of Subdivision, titled Gendell Wolf & Euclid, for the property at 1301 -1329 Wolf Road and
1750 E. Euclid Avenue, Case No. PZ- 04 -09 ".
The Village Board's decision is final for this case.
Chairman Donnelly asked if there were any questions for staff. Hearing none, he called the Petitioner to
the stand.
Chairman Donnelly swore in Todd Shaffer from Haeger Engineering, 1304 N. Plum Grove Road
Schaumburg, Illinois.
Mr. Shaffer stated his firm is the civil engineer for the record of property and has been since the
beginning of 2004.
Mr. Shaffer stated the process has taken a long time due to the complexities of the underlying land with
IDOT, Cook County, Com -Ed, and the Water Reclamation District. He also stated that the Final Plat of
Subdivision is one of the last requirements the Planning and Zoning Commission imposed on the
Petitioner.
Chairman Donnelly asked the Commission if they had any questions for the Petitioner; hearing none he
opened the case to the public, hearing no questions he closed the public portion of the case and brought it
back to the commission for voting.
Commissioner Youngquist made a motion, seconded by Commissioner Kueter to approve a Final Plat of
Subdivision, titled Gendell Wolf & Euclid, for the property at 1301 -1329 Wolf Road and 1750 E. Euclid
Avenue, Case No. PZ-04 -09 ".
Upon Roll Call: AYES: Youngquist, Hinaber, Kueter, Donnelly
NAYS: None
The motion was approved 4 -0. The Village Board's decision is final for the case.
Chairman Donnelly clarified the next Planning and Zoning Commission will be the second Thursday in
November and December due to the holiday season.
Ms. Andrade stated that the Mount Prospect Park District and the Downtown Plan will be on November's
agenda.
Commissioner Youngquist made a motion, seconded by Commissioner Hinaber and the meeting was
adjourned at 7:53 pm.

A public hearing has been scheduled for the October 24, 2013 Planning & Zoning Commission meeting to review
the application by Gendell Partners Euclid Wolf, LLC (the "Petitioner ") regarding the properties located at 1301-
1329 Wolf Road and 1750 E. Euclid Avenue (the "Subject Property"). The Petitioner is seeking approval of a Plat
of Subdivision. Staff has posted the required Public Hearing signs on the Subject Property.
PROPERTY DESCRIPTION
The Subject Property is located at the northeast corner of the intersection of Wolf Road and Euclid Avenue. It has
an irregular shape, and includes a commercial property and Commonwealth Edison property. The Subject
Property is zoned B4 Commercial Corridor and is adjacent to the Wisconsin Central Rail Road line to the north
and east. The Subject Property is across the street from RX Single Family and CR Conservation Recreation to the
west, and RI Single Family and B3 Community Shopping to the south.
SUMMARY OF PROPOSAL
The Petitioner constructed a two -story commercial building with related improvements on the Subject Property
and is seeking approval of the required plat. The Plat of Subdivision is a requirement of the zoning approvals that
were granted to the Subject Property in 2007.

water main easement over an existing water main. The commercial development would make up Lot 1 and the

A RESOLUTION APPROVING A FINAL PLAT OF SUBDIVISION,
FOR PROPERTIES LOCATED AT 1301-1329 WOLF ROAD AND
1750 EAST EUCLID AVENUE, MOUNT PROSPECT, ILLINOIS
WHEREAS, Dan Wander for Gendell Partners Euclid Wolf, LLC (Petitioner) has requested
approval of a Final Plat of Subdivision for the purpose of creating two (2) lots of record and
granting the required easements along the property lines, as legally described in Exhibit “A”; and

WHEREAS, the plat creates two (2) lots of record and dedicates a ten foot (10’) water main
easement over an existing water main. The existing commercial development would make up Lot 1
and the remainder of the Commonwealth Edison Property would make up Lot 2.
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS, ACTING IN THE EXERCISE
OF THEIR HOME RULE POWERS:
SECTION ONE: That the Final Plat of Subdivision creating two (2) lots of record and granting the
required public utility easements along property lines for properties located at 1301-1329 Wolf
Road and 1750 East Euclid Avenue, attached as Exhibit “A,” is hereby approved for appropriate
execution and recording. Such Plat and its legal description are incorporated into and made part of
this resolution.
SECTION TWO: That this Resolution shall be in full force and effect from and after its passage
and approval in the manner provided by law.

SUBJECT: SURPLUS PUBLIC WORKS PROPERTY TO BE SOLD
In the last year the Village has accumulated an inventory of surplus personal property
that is no longer used or needed. The surplus includes vehicles and equipment that
have been replaced with new purchases. It also includes scrap metal generated from
maintenance and capital improvement projects.
Attached is a detailed list of the items to be declared surplus and an ordinance that
authorizes the Village to sell the surplus items through the methods defined in the
attached Exhibit A.
Scrap metal is taken to a recycler that pays the Village per pound of material delivered.
The rates offered depend on the type of metal and may vary daily. Based on current
pricing, Cozzi O'Brien offers the best pricing for scrap steel and lead. Thus scrap steel
and lead will be taken to O'Brien's facility in Franklin Park. All other materials, including
brass, copper and aluminum will be taken to Lake County Scrap, which is currently
offering the best individual unit pricing for these materials. However, if pricing should
change the material would be taken to the recycler offering the highest individual unit
pricing. Please refer to Exhibit A for a detailed list of the quantities to be recycled and
current pricing.
In addition, the Village has a vehicle and snow related equipment to be sold, which will
be auctioned off using GovDeals.com Internet auction site.
The vehicle to be auctioned formerly known as P -9, is a 2013 Ford Explorer Police
Interceptor. This vehicle was involved in an accident with another vehicle. The damage
to our vehicle was sufficient enough for our insurance claims administrator, Gallagher
Basset, to declare the vehicle a total loss. Staff has applied for a salvaged title for the
vehicle. By selling the vehicle with a salvaged title the new owner would be unable to
legally drive the vehicle without first passing a state inspection declaring the vehicle
safe to operate.

In addition, the Village will be auctioning a 19 year old Honda snow blower that was
recently replaced.
The final item to be sold is an eight (8) foot Frink snow plow for a pickup truck. The
snow plow is approximately 25 years old and was recently replaced with a new snow
plow. Staff believes that profits can be maximized by selling the snow related
equipment prior to snow season.
GovDeals Internet auction has provided another way to maximize our revenue stream
from our surplus property that is no longer needed. The auction site can utilized at any
time and allows the Village a cost effective alternative to sell surplus property
nationwide. The total administrative fee for utilizing this service is 7.5% of the final
sales price, with the buyer paying the service fee. The Village has experienced great
success over the last two years utilizing GovDeals as the main method of disposal. Our
sale prices have resulted in a 10 -20% premium over recent live auction sales history.
Attached is an ordinance declaring miscellaneous personal property (Exhibit A) as
surplus. With your concurrence, I would like to present this ordinance to the Mayor and
Board of Trustees for their consideration at the November 5, 2013 Village Board
Meeting.

ORDINANCE NO.
AN ORDINANCE AUTHORIZING THE SALE OF SURPLUS PERSONAL PROPERTY
OWNED BY THE VILLAGE OF MOUNT PROSPECT
WHEREAS, pursuant to Section 11 -76 -4 of the Illinois Municipal Code (65 ILCS 5111-
76-4), the Corporate Authorities of the Village of Mount Prospect may dispose of personal
property owned by the Village when, in the opinion of a simple majority of the Corporate
Authorities, such property is no longer necessary or useful to, or for the best interests of, the
Village; and
WHEREAS, President and Board of Trustees of the Village of Mount Prospect deem it
no longer necessary, useful or in the best interests of the Village to retain the personal property
described in Exhibit A, which is attached hereto and incorporated herein.
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD
OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY,
ILLINOIS, ACTING IN THE EXERCISE OF ITS HOME RULE POWER:
SECTION ONE: The personal property, described in Exhibit A, is declared to be
surplus personal property because it is no longer necessary, useful or in the best interests of the
Village to retain.
SECTION TWO: The Village Manager, or his designee, is authorized to dispose of the
Surplus Property in the manner described in Exhibit A.
SECTION THREE: This Ordinance shall be in full force and effect from and after its
passage, approval and publication in pamphlet form in the manner provided by law.
