SUBJECT: ACCEPT BID FOR CRACK SEALING PROGRAM
(NOT TO EXCEED $58,448)
BACKGROUND
As part of our annual preventive street maintenance program we typically select streets that have
been paved in the last 5 -6 years for crack sealing. At 5 -6 years, the pavement develops transverse
and longitudinal cracks which allow water to get under the pavement and weaken the base
causing additional pavement failures. These cracks are sealed to prevent further deterioration of
the pavement, thereby extending the life of the street for an additional ten to fifteen years.
The contract is for a 2 -year agreement in the years 2013 and 2014. It also includes an optional
third year (2015) for the same prices if both parties agree.
BID RESULTS
Sealed bids were opened at 1:00 P.M. on April 8, 2013 for a proposed crack sealing program.
Bid prices were based on estimated quantities. Six invitational bids were mailed, and a bid notice
was placed in the local paper.
Three (3) bids were received, and bid results are as follows:

DISCUSSION
The apparent low bidder Behm Pavement Maintenance, Inc. previously performed our crack
sealing contract in 2005 and they completed the work satisfactorily. Also, all references
submitted were checked and all were favorable.
Bids were based on estimated quantities. Quantities will be adjusted so that the bid award does
not exceed budgeted funding.
RECOMMENDATION
I recommend the Village Board award a two (2) — year contract with the option for a third year to
the lowest qualified bidder, Behm Pavement Maintenance, Inc. Year one would be in an amount
not to exceed $58,448. Years two (2) and three (3)would be in amounts not to exceed
appropriations in the 2014 and 2015 budgets.
