REQUEST FOR A NEW CLASS “F2” LIQUOR LICENSE
On Wednesday October 2, 2013 the Village Manager met with owner Mr. Douglas Stewart and
his wife Mrs. Yupin Stewart regarding their request for the creation of a new Class “F2” liquor
license for the above referenced establishment based on requests for liquor service from their
patrons. The Class “F2” license provides for the sale of beer and wine at dining tables. Mr.
Stewart purchased the restaurantin March 2013 and is currently operating the establishment
without liquor service. This location was the former site of the Little Bangkok restaurant which
also did not serve alcohol.
The total building square footage is 1,200 square feet with an estimated 18 tables. Mrs. Yupin
will be the full time cook/manager at the restaurant along with two associate managers. The
restaurant will be open six days a week Monday through Friday 11:00 a.m.-9:00 p.m. and
Saturday from 4:00 p.m. until 9:00 p.m. The restaurant is closed on Sundays. The menu
includes a wide variety of traditional Thai cuisine.
Mr. Stewart indicated that neither he nor his wife had any experience in the service of alcohol.
The Village requires, and the owners agreed, to complete a certified liquor servers' training
course prior to the issuance of a License.
The Village Manager discussed at length with Mr. and Mrs. Steward the Village’s particular
sensitivity to the sale of alcohol to minors and over service to clearly intoxicated individuals. The
Village Manager also indicated that the applicant is responsible for the actions of all employees
and managers. Mr. Janonis covered the Village’s Fight Ordinance requirements. Mr. Stewart
indicated that he had read the Village Liquor Code and understood the requirements of same.
A completed application along with fees and required documents have been submitted. The
owner has submitted to fingerprinting and background checks. If the Village Board considers
this application favorably, an Ordinance creating a new Class “F2” liquor license should be
adopted.
