BOARD OF FIRE AND POLICE COMMISSIONERS
MINUTES
August 5, 2013

Chairman Busse called the meeting to order at 5:40 p.m.

Charles Bennett, Commissioner

Absent: James Powers, Commissioner
Also Present: Michael Semkiu, Chief of Police
John Malcolm, Fire Chief
APPROVAL OF MINUTES
Chairman Busse asked for a motion to approve the minutes of the July 1, 2013, Open Meeting.

A motion was made by Commissioner Bennett and seconded by Commissioner Skowron to approve the
minutes.

CITIZENS TO BE HEARD
No one in attendance.
FIRE DEPARTMENT UPDATE
Chief Malcolm reported the department is at full authorized strength and provided a brief update on staff
and probationary firefighters. The Chief also discussed the status of the promotional testing for Fire
Lieutenant. Chief Malcolm informed the Board of several events planned in September to celebrate the
Fire Department's 100 Year Anniversary. There will be an Open House on September 28 a pancake
breakfast will be held on September 29 and a proclamation will be presented at the 1 St meeting in
September.
POLICE DEPARTMENT WRITTEN EXAM UPDATE
Chief Semkiu reported 191 applicants attended the Orientation on July 31 and Deputy Chief Janowick's
presentation was well received. On Saturday, August 3` 167 applicants took the written test and a total
of 139 passed the test. There was a discussion on the timeline for the oral interviews. Additionally, Chief
Semkiu informed the Board that 1/0 Solutions is merging with Selection Works, which is the company the
Fire Department used for their last fire recruit test. Chairman Busse asked Chief Semkiu to arrange to
have Mr. Legal attend the next meeting to discuss the acquisition and what changes to expect as a result
of this merger.
POLICE DEPARTMENT UPDATE
Chief Semkiu reported department strength is currently at 84 with an authorized strength of 83 and also
provided a brief update on probationary, officers.

CLOSED SESSION
A motion was made by Commissioner Skowron and seconded by Commissioner Bennett to go into
Closed Session under personnel 5 ILCS 120/2 (c)(1) at 6:22 p.m. to approve closed session minutes and
discuss the revised oral interview questions.

The Board returned to open session at 7:39 p.m. with everyone present from the previous session.
OTHER BUSSINES
There was a brief discussion regarding attending the conference sponsored by the IFPCA (Illinois Fire &
Police Commissioners Association) coming up in November.
With no further business, a motion was made by Commissioner Bennett and seconded by Commissioner
M. Busse to adjourn the meeting at 7:41 p.m.
