STORMWAT'ER IMPROVEMENTS UPDATE
As part of the public discussion following presentation of the 2011 Comprehensive
Flood Study Report, staff was directed to perform additional investigations and
analyses of reported surface flooding problems that impact properties adjacent to
Lawrence Lane. Staff was also asked to further study similar problems impacting
specific homes situated near the middle of long residential subdivision blocks on
Fairview Avenue, Prospect Manor Avenue, Eastwood Avenue, Forest Avenue,
Russel Street, North Elmhurst Avenue, North Pine Street, and North Wille Street
(collectively referred to as the "Long Blocks Area "). Staff, along with
representatives from the Village's engineering consultant, Burns & McDonnell of
Downers Grove, Illinois, will present the findings of these studies.
V. LEVEE 37 UPDATE (VERBAL UPDATE ONLY -NO BACK MATERIAL)
The Illinois Department of Natural Resources (IDNR) has asked the Village to
define its flood- fighting strategies and tactics as they pertain to the 600 -foot gap in
the permanent protective barrier wall of Levee 37. The 600 -foot gap is a
construction staging requirement of the IDNR permit for the levee. This
requirement precludes construction of the permanent protective barrier wall in the
gap area until sufficient compensatory storage is available to offset downstream
impacts.
A compensatory storage facility is currently under construction as part of a
Metropolitan Water Reclamation District of Greater Chicago (MWRDGC)
stormwater improvements project at Heritage Park in Wheeling, Illinois. This
Levee 37 companion project is slated for final completion in April 2014.
A draft flood- fighting plan has been submitted to IDNR. Appropriate staff will
present the tenets of this plan.
VI. URBAN FORESTRY MANAGEMENT PLAN UPDATE
In 2012 the Village was awarded grant funding to update the Village's 1993 Urban
Forest Management Plan. Consultants from Urban Forestry LLC have been
working since January 2013 with staff from the Public Works Forestry/Grounds
Division to develop the proposed new plan, which will be presented to the Village
Board at the September 10, 2013 Committee of the Whole meeting. The plan
examines the past, present and future of the Village's urban forest management
activities. It also details the current condition of tree resources, discusses benefits,
and identifies challenges expected in the future. Staff from the Forestry/Grounds
Division, along with Dr. Chris Luley of Urban Forestry LLC, will present the plan to
the Village Board and answer any questions. Members of the Garden Club of
Mount Prospect, which serves as Forestry/Grounds' citizen advisory group, will be
in the audience.
