OLD BUSINESS A. 1st reading of AN ORDINANCE AMENDING CHAPTER 18 (TRAFFIC) This Ordinance amends the Traffic Code to include YIELD signs on Isabella at Pine, east and west bound; "No Parking Any Time" on the west side of Meier Road between Prendergast and Golf; and, reduce the speed limit on Bobby Lane, entire jurisdiction, from 30 to 25 MPH. (Exhibit A) B. 2nd reading of AN ORDINANCE ADDING ARTICLE XVlII ENTITLED "MUNICIPAL MOTOR FUEL TAX" TO CHAPTER 8 This Ordinance imposes a one cent per gallon tax on motor fuel sold in the Village between October 1, 1997 and October 1, 2006. (Exhibit B) C. 2nd reading of AN ORDINANCE AMENDING ARTICLE I OF CHAPTER 17 ENTITLED "VEHICLE LICENSE" This Ordinance increases the cost of vehicle decals for passenger vehicles from $30.00 to $36.00; and increases the fees for decals for other vehicle classifications proportionally. The increased fee would be in effect from February 1, 1998 to January 31, 2007, after which time the fees will be reduced to the amount in effect as of January 31, 1998. (Exhibit C) D. 2nd reading of AN ORDINANCE AMENDING ARTICLE XVl ENTITLED "UTILITY TAX" OF CHAPTER 8 This Ordinance increases the Village utility tax on natural gas and electdc consumption from 2% to 3.9% effective October 1, 1997 with subsequent decreases to 2.5% effective October 1, 2001, and 2% effective on October 1, 2004. (Exhibit D) E. 2nd reading of AN ORDINANCE AMENDING ARTICLE XV ENTITLED "TELECOMMUNICATIONS TAX" OF CHAPTER 8 This Ordinance increases the Village telecommunications tax from 2% to 3.9% effective October 1, 1997 with subsequent decreases to 2.5% effective October 1, 2001, and 2% effective October 1, 2004. (Exhibit E) F. 1st reading of AN ORDINANCE AMENDING ARTICLE IX ENTITLED "FOOD AND BEVERAGE TAX" OF CHAPTER 8 This Ordinance increases the food and beverage tax from 0.75% to 1% effective October 1, 1997 which decreases to 0.75% effective October 1, 2006. .~ (Exhibit F) IX. NEW BUSINESS A. ZBA 11-97, Mid City National Bank, 15 East Prospect Avenue At the request of the Petitioner, consideration of the request for a Conditional Use for a drive-thru facility has been deferred to August 19th. B. ZBA 15-97, Express~O International, 199 W. Rand Road The Petitioner is requesting a Conditional Use for a drive-thru facility The Zoning Board cf Appeals recommends granting the request by a vote of 7-0 C. 1st reading of AN ORDINANCE AMENDING THE ANNUAL BUDGET FOR 1997, AMENDMENT NO. 2 (Exhibit G) D. A RESOLUTION REQUESTING THE CLOSURE OF A STREET IN ORDER TO CONDUCT A PARADE This Resotution is required by the Illinois Department of Transportation. (Exhibit H) E. A RESOLUTION EXTENDING THE TELENOIS, INC. CABLE FRANCHISE FRANCHISE FOR SIX MONTHS, ENDING FEBRUARY 1,1998 (Exhibit J) X. VILLAGE MANAGER'S REPORT A. Bid Result: 1. CLOSED SESSION: PERSONNEL 5 ILCS 120/2 (c) (1)- "The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee to determine its validity." PERSONNEL 5 ILCS 120/2 (c) (2) - "Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes or employees". LAND ACQUISITION 5 ILCS 120/2 (c) (5) - "The purchase or lease Of real property for the use of the public body, including meetings held for the purpose of discussing whethe.r a particular parcel should be acquired." LITIGATION 5 ILCS 120/2 (c) (11) - "When an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting."
