SUBJECT: SEALED BID RESULTS FOR THE REPAIR AND PREVENTATIVE
MAINTENANCE OF THE VILLAGE HALL PARKING GARAGE
(NOT TO EXCEED $46,000)
BACKGROUND
In the current budget, staff has requested funds for repair and preventative maintenance
of the Village Hall parking garage. The work will include, but not be limited to:
• rout, clean, caulk double tee joints and floor cracks
• repair floor spalls and delaminating
• vertical and overhead concrete repairs including soffit and parapet wall
spalls
• replacement of cove joint along the Village Hall building east side wall
• perform any and all other additional work, as required by the Director of
Public Works, for the unit costs indicated on the bid sheet
• pressure wash and paint the interior walls, ceiling and floor sealing, one
level or about 100 spaces
The Village hired Desman Associates of Chicago, Illinois to design and prepare the bid
documents, oversee the bid opening and supervise construction of the project. Desman
is an architectural engineering firm that specializes in parking structures and performed
the original design and construction management services for the Village Hall Parking
Deck project in 2003.
The contract is for 2013 and also includes an optional second year (2014) for the same
prices if both parties agree.
BID RESULTS
Sealed bids were opened at 1:00 P.M. on August 5, 2013 for the proposed work. A bid
notice was placed in the local paper and five concrete /restoration firms were invited to
participate.

The low bidder Harry S. Peterson has previously worked for the village in 2011 sealing
the parking deck at the Police & Fire Headquarters and performed satisfactorily. All
references were contacted and said that Harry S. Peterson completed their contracts
satisfactorily and that they would hire them again.
RECOMMENDATION
Staff recommends the Village Board award a contract for repair to the Village Hall
Parking Deck in 2013 with an option for a second year to the lowest cost proposal as
submitted by Harry S. Peterson, Chicago, Illinois. The first year would be in the amount
not to exceed $46,000. Sufficient funds for this proposed expenditure exist in the
current budget. Subsequent awards would be in amounts appropriated in the 2014
budget.

SUBJECT: REQUEST TO PURCHASE RUGGEDIZED LAPTOPS F
Staff is requesting approval to purchase eight Panasonic Toughbook 31 laptops for Police. The
Village has standardized on Panasonic laptops for Police in -car laptops and CDS Office
Technologies provides Illinois state contract pricing on Toughbooks.
The eight new Police laptops will replace 5- year -old Panasonic CF -30 Toughbooks. In the
attached memos, Police cite the need for additional processing power and memory as the
primary reason for the replacements. Rugged conditions and continual use necessitate the
fully - ruggedized Toughbook model. Costs are provided below.

Attached you will find a memorandum submitted by Officer Brian Floyd requesting the
purchase of eight (8) in -car Panasonic Toughbook CF -31 laptops. As indicated in the
memorandum, this computer equipment would be used to replace aging equipment
which does not provide the computer processing needs for department patrol use. The
purchase of these eight (8) units and related equipment would be consistent with in-car
computer equipment purchases made in 2009, 2010, 2011 and 2012.
Based upon the information provided by Officer Floyd, it is my recommendation the
department purchase the equipment as itemized on the attached quote from CDS Office
Technologies. The price quote of $44,764.24 is based upon the current State of Illinois
competitive bid award # CMS8291640. The funds for this purchase are through the
computer replacement account with additional funding from the police administrative
computer equipment account # 0016001000000655004.

SUBJECT: PANASONIC TOUGHBOOK PURCHASE JUSTIFICATION
In 2013, the police department is scheduled to replace eight (8) in -car Panasonic CF -30
Toughbooks. The primary justification for replacement is the need for additional processing
power and memory to handle the numerous software programs utilized by patrol officers in the
field. These programs include but are not limited to the computer aided dispatch software, police
information databases accessed wirelessly, and the upcoming Panasonic Arbitrator mobile
video recording software.
Panasonic does offer less ruggedized models of the Toughbook, but these lesser models will
not endure the conditions to which the police squad cars are exposed. The police squad cars
are subjected to long term extreme cold and extreme heat conditions, and the less rugged
models will not endure these extreme conditions. As a result, the police department will continue
to seek the Panasonic CF -31 Toughbook when replacing the police squad computers.
The eight (8) new CF -31 Toughbooks will replace aging CF -30 Toughbooks which have been in
service since 2008. The ability to run multiple applications is hampered by the older and slower
CF -30 Toughbooks. The faster processor and increased memory of the CF -31 Toughbooks will
allow department personnel to utilize the resources at their disposal more efficiently. The new
CF -31 Toughbooks will be put into service in current department vehicles, and will be mounted
into locking docking stations. Failure to replace the aging CF -30 Toughbooks will most likely
result in increased maintenance time and repair costs.
