HIGH LEVEL EXCESS An Ordinance was presented for first reading that would authorize
LIABILITY POOL the approval of an extension to the High Level Excess Liability
'HELP' (HELP) pool contract and by-laws document.
Brian Caputo, Village Finance Director, gave a brief history, noting
that approximately 10 years ago the premiums for excess liability
coverage were extremely high so 15 municipalities joined forces
and created this pool. The original membership agreement was for
a period of 11 years, expiring in 1998. In order to determine the
contributions of the members, the Board is asking the member
communities to express their intentions to continue participating in
this self-insurance pool. Mr. Caputo stated that he had received
proposals from 4 different firms and membership in HELP would be
the best method of providing this type of coverage for the Village.
Members of the Village Board expressed concern as to whether
HELP is the best method of providing protection, noting that the
insurance market appears to be more favorable to municipalities.
Staff was asked to obtain more proposals and provide additional
financial documentation before action can be taken on this matter.
This Ordinance will be presented for 2nd reading when additional
information is available.
