INVOCATION APPROVAL OF MINUTES Trustee Wilks, seconded by Trustee Corcoran, moved to APPROVE approve the minutes of the Regular meeting of the Mayor and MINUTES Board of Trustees of the Village of Mount Prospect held on May 6, 1997. FINANCIAL REPORT Trustee Hoefert, seconded by Trustee Corcoran, moved to accept the financial report dated January 1, 1997 through April 30, 1997, subject to audit. Upon roll call: Ayes: Clowes, Corooran, Hoefert, Nocchi, Wilks Nays: None Motion carried. MAYOR'S REPORT PRESENTATION: Bob Tomasello, representing the Mount Prospect Jaycees, JAYCEES 1 ST announced the 1st Annual Jaycees Scholarship, named for ANNUAL the former Jaycee Keith Baker who was severely injured in an SCHOLARSHIP accident. The first recipient of this scholarship is Mount Prospect resident Jocelyn Ann Handschiegel. COMMUNICATIONS AND PETITIONS LIONS CLUB: Bud Steiner, incoming President of the Mount Prospect Lions Club, WAIVE FEES requested the Board to waive all fees and out of pocket expenses in conjunction the annual Lions Club Village Fair, which will be held July 2 through 6 at Melas Park. Trustee Hoefert, seconded by Trustee CIowes, moved to waive all fees and out of pocket expenses normally charged in conjunction with the annual carnival over of the July 4th holiday. Upon roll call: Ayes: Clowes, Corcoran, Hoefert, Nocchi, Wilks Nays: None Motion carried. ZBA 11-97 Linda Mancini expressed her concern relative to a proposal of Mid- MID-CITY BANK City Bank to install drive-thru lanes. It was noted that this is a 11 E. PROSPECT AVE. matter that will go before the Zoning Board of Appeals on May 22nd and she should attend that meeting and express her concerns. Trustee Lohrstorfer arrived at this point in the meeting. OLD BUSINESS ZBA 1-97 ZBA 1-97, 1401 Sauk Lane 1401 SAUK LANE At the request of the Petitioner this case had been deferred from previous meetings. The request was to permit an attached garage 4 feet from the exterior side yard. The Zoning Board of Appeals had recommended granting this request provided no living quarters be provided above the garage. Trustee Corcoran, seconded by Trustee Hoefert, moved to concur with the recommendation of the Zoning Board of Appeals to grant this request. Upon roll call: Ayes: None Nays: Clowes, Corcoran, Hoefert, Lohrstorfer, Nocchi, Wilks Motion failed. Page 2 - May 20, 1997 An Ordinance was presented for second reading that would create AMEND CH. 18 various turn restrictions for Henry, Isabella and Louis Streets as RAND AT they intersect with Rand Road. These restrictions will be reviewed ISABELLA, in 6 months in order to determine if they have been effective. LOUIS & HENRY Trustee Wilks, seconded by Trustee Corcoran, moved for passage ORD.NO. 4862 ~ of Ordinance No. 4862 AN ORDINANCE AMENDING CHAPTER18 (TRAFFIC CODE) OF THE VILLAGE CODE OF MOUNT PROSPECT Upon roll call: Ayes: Corcoran, Hoefert, Lohrstorfer, Nocchi, Wilks Nays: Clowes Motion carried. ZBA 7-97, 208 E. Rand Road ZBA 7-97 An Ordinance was presented for first reading that would 208 E. RAND RD grant a Conditional Use in a B-3 zoning district to allow the operation of a tire sales and service "drop-off" automotive service center. The Zoning Board of Appeals recommended granting this request by a vote of 6-0. John Green, representing the Petitioner, stated that in response to the request of members of the Village Board, .---. the proposed building will be constructed with face brick on all sides. At the request of the Petitioner, Trustee Corcoran, seconded by Trustee Hoefert, moved to waive the rule requiring two readings of an Ordinance. Upon roll call: Ayes: Clowes, Corcoran, Hoefert, Lohrstorfer, Nocohi, Wilks Nays: None Motion carried. Trustee Hoefert, seconded by Trustee Corcoran, moved for ORD.NO. 4863 for passage of Ordinance No. 4863 AN ORDINANCE GRANTING A CONDITIONAL USE FOR PROPERTY LOCATED AT 208 EAST RAND ROAD Upon roll call: Ayes: ClOwes, Corcoran, Hoefert, Lohrstorfer, Nocohi, Wilks ,..... Nays: None Motion carried. A Resolution was presented that would amend the membership 9-1-1 SYSTEM rules relative to the 9-1-1 system, which amendment would allow the inclusion of Hoffman Estates and Streamwood. Trustee Wilks, seconded by Trustee Corcoran, moved for RES.NO.32-97 Page 3 - May 20, 1997 passage of Resolution No. 32-97 A RESOLUTION APPROVING AN ADDENDUM OF NEW MEMBERSHIP IN THE NORTHWEST CENTER 9~1,1 SYSTEM Upon roll call: Ayes: Clowes, Corcoran, Hoefert, Lohrstorfer, Nocchi, Wilks Nays: None Motion carried. NEW BUSINESS HIGH LEVEL EXCESS An Ordinance was presented for first reading that would authorize LIABILITY POOL the approval of an extension to the High Level Excess Liability 'HELP' (HELP) pool contract and by-laws document. Brian Caputo, Village Finance Director, gave a brief history, noting that approximately 10 years ago the premiums for excess liability coverage were extremely high so 15 municipalities joined forces and created this pool. The original membership agreement was for a period of 11 years, expiring in 1998. In order to determine the contributions of the members, the Board is asking the member communities to express their intentions to continue participating in this self-insurance pool. Mr. Caputo stated that he had received proposals from 4 different firms and membership in HELP would be the best method of providing this type of coverage for the Village. Members of the Village Board expressed concern as to whether HELP is the best method of providing protection, noting that the insurance market appears to be more favorable to municipalities. Staff was asked to obtain more proposals and provide additional financial documentation before action can be taken on this matter. This Ordinance will be presented for 2nd reading when additional information is available. ZBA 3-97 ZBA 3-97, Mt. Prospect Park District, 1000 Central Road M.P.PARK DISTRICT This case is continued to the June 17th meeting of the 1000 CENTRAL RD. Village Board. ZBA 10-97 ZBA 10-97, 2304 Terminal Drive 2304 TERMINAL DR. The Petitioner is requesting an amendment to the Planned Unit Development governing the Tank Farms in order to permit a storage tank and fire suppression pump house for Uno-Ven Tank Farm. The Zoning Board of Appeals recommended granting this request by a vote of 6-0. Trustee Hoefert, seconded by Trustee Corcoran, moved to concur with the recommendation of the Zoning Board of Appeals and grant the request being the subject of ZBA 10-97. The annual financial report was presented for 1996 from the ACKNOWLEDGE Mount Prospect Public Library. RECEIPT OF LIBRARY Trustee Hoefert, seconded by Trustee Corcoranl moved FINANCIAL to acknowledge receipt of the annual financial report of the REPORT Mount Prospect Public Library for the year 1996. Upon roll call: Ayes: Clowes, Corcoran, Hoefert, Lohrstorfer, Nocchi, Wilks Nays: None Motion carried. VILLAGE MANAGER'S REPORT Assistant Village Manager David Strahl presented the following MATERIAL proposals for the material testing for the 1997 Street TESTING Resurfacing and Reconstruction projects: Vendor Amount Professional Services Industries, Inc. $39 977.50 Material Testing Laboratories, Inc. $44 315.00 Seeco Consultants $47 928.00 ..-.. Midwest Engineering Services $51 155.00 Soil & Material Consultants, Inc. $51 270.00 O'Brien & Associates, Inc. $53 602.00 Trustee Corcoran, seconded by Trustee Hoefert, moved to PROFESSIONAL concur with the recommendation of the administration and SERVICES accept the proposal received from Professional Services INDUSTRIES Industries, Inc. in an amount not to exceed the budgeted amount of $47,000.00 to provide the material testing services for the 1997 street resurfacing and reconstruction projects. Upon roll call: Ayes: CIowes, Corcoran, Hoefert, Lohrstorfer, Nocchi, Wilks Nays: None Motion carried. A request was presented to consider participation in the IMPROVE improvement of Wolf Road, between Euclid Avenue and Palatine WOLF ROAD Road. Most of Wolf Road located within the corporate limits of the Village has already been improved, however, the ,..-. short strip between Euclid and the Camp McDonald Road is in need of improvement. This would be a cooperative effort between Wheeling, the City of Prospect Heights, and Mount Prospect with Federal and State funds paying for the project. In conjunction with this roadway improvement, IDOT Page 5 - May 20, 1997 expects a jurisdictional transfer to take place. Members of the Board expressed reservations about accepting jurisdiction of this portion of roadway, however, since funding from IDOT will conditioned upon a jurisdictional transfer, this option will be considered. Trustee Wilks, seconded by Trustee Corcoran, moved to support the joint application to the Northwest Municipal Conference for Surface Transportation Program funding for the improvement of Wolf Road. Upon roll call: Ayes: Clowes, Corcoran, Hoefert, Lohrstorfer, Nocchi, Wilks Nays: None Motion carried. SELL WATER TO Mr. Strahl noted that the Village had entered into an agreement PROSPECT HEIGHTS with the City of Prospect Heights to sell water for use at their municipal building located at the corner of Camp McDonald and Elmhurst Road (Rt. 83). Prospect Heights officials have since decided to sell the municipal property and build a new complex at a different location. Walgreens has expressed an interest in purchasing the existing site, however, the agreement prohibits the City of Prospect Heights from selling Village water to a third party. Representatives from Prospect Heights have requested the agreement be amended to allow Walgreens to continue to using the Village water at that location. Trustee Wilks, seconded by Trustee Corcoran, moved to authorize staff to prepare the necessary documents to amend the agreement with the City of Prospect Heights relative to selling them Village water. Upon roll call: Ayes: Clowes, Corcoren, Hoefert, Lohrstorfer, Nocchi, Wilks Nays: None Motion carried. ANY OTHER BUSINESS TAP Trustee Clowes stated that TAP Mount Prospect had sponsored a MOUNT PROSPECT youth leadership luncheon recognizing Junior High students. Trustee Clowes expressed appreciation to both Rotary Clubs in Mount Prospect for funding this event. YOUTH SPORTS Trustee Clowes also stated that the Youth Sports and More event AND MORE took place on Sunday at the Weiss Center but because of the weather, the activities were held inside. The raffle held in conjunction with .this event raised $190.00 for future events. Appreciation was expressed to all the sponsors. Trustee Wilks acknowledged and complimented Trustee CIowes for the considerable efforts extended in organizing these events. NEW RESIDENT Trustee Wilks noted that the first coffee for new residents was held COFFEE on Saturday and seemed to be successful with approximately 50 residents in attendance. Page 6 - May 20,1997 rustee Wilks also stated that the annual Public Works Open PUBLIC WORKS House held Saturday, May 17th was another successful event. OPEN HOUSE Trustee Wilks noted that residents on Forest Avenue adjacent FOREST AVE to Prospect High School have expressed concern about cars parking on that narrow roadway. This matter has been brought to the attention of staff and they will look into it. Trustee Wilks noted that it appears the City of Prospect PROSPECT Heights is going to proceed with plans to construct an arena HEIGHTS ARENA and asked that the Village be kept informed on this project and the possible impact an arena could have on Mount Prospect.
