Representing staff was Village Manager Mike Janonis and Finance Director David Erb. We-Go Trail Trustee Corcoran opened the meeting with general remarks and introduced Trustees and staff in attendance. Corcoran then moved to the resident portion of the meeting. Ron Nobles, 420 ~. We-Go Trail: Mr. Nobles came to Coffee with Council (CWC) to discuss the street widening proposed for We-Go Trail. Mr. Nobles wanted to get more insight as to how the width of the street widening would be determined. Mr. Nobles mentioned letters he received from the Public Works Department regarding the street widening options and notices for meetings to be held. Mr. Nobles felt that safety was not an issue and keeping the widening to a minimum would be preferred. John Hupp, 500 S. We-Go Trail: Mr. HuPP also came to CWC to discuss the street-widening proposal for We-Go Trail. He shared the same concerns and issues as Mr. Nobles. Ray Rubio, 412 N. Elmhurst Avenue: Mr. Rubio came to CWC only to ~vish everyone a happy holiday season and was satisfied with how matters in the Village were being handled. Carol Tortorello, 223 S. Elmhurst Avenue: Ms. Tortorello came to CWC to comment on the Winter Festival Parade and how wonderful it was. Ms. Tortorello stated that she hoped the parade would continue into the future. Margaret Lannen, 999 N. Elmhurst Road: Ms. Larmen provided an update on activities at Randhurst. This included an estimated completion date for the new Costco store. Detailed in Ms. Lannen's update were the changes planned for the mall's grand entrance and prospects for the future. Mr. Nobles asked about the market in which Randhurst competes and how it plans to remain competitive with other regional malls. Jane Naybor, 600 S. Louis: Ms. Naybor came to CWC regarding a problem that occurred as a result of the ongoing Instituform sewer work being done throughout the Village. Apparently, when the sewer work was being done outside her home it caused the toilet on the lower level to spill over. Ms. Naybor had recently paid a plumbing contractor to rod her sewer lines. After the toilet overflow incident, Ms. Naybor had a plumbing contractor come out again to perform the same work that had been done a week earlier. Ms. Naybor was not happy with the fact that she had to pay out twice for this service. Karen Blathi, 317 S. Candota: Ms. Blathi came to CWC to discuss the ongoing parking problem outside her home located directly to the East of Lincoln Junior High. The current parking restrictions allow parking on a stretch of curb opposite her driveway. As a result there are often three cars parked at this stretch of curb that force Ms. Blathi to run up over her grass to make the mm to back out of the driveway. In discussing this issue with Ms. Tortorello, it was her understanding that the parking restrictions imposed for the street prohibited parking in this area. This issue was going to be further researched by Ms. Tortorello and the Safety Committee. Joanne Engstrem, 110 N. Kenilworth Avenue: Ms. Engstrem came to CWC only to wish everyone a happy holiday season. David Schein, 512 NaWaTa Trail: Mr. Schein came to CWC to discuss a variety of minor issues. He first presented Trustee Corcoran a graphic of the new FEMA logo. Next Mr. Schein asked about the procedures for a nuisance bond being refunded to the homeowner. He wanted to ensure that the funds did not get returned to the contractor. He next brought up the issue of licensing cats. This is an item Mr. Schein had brought up at the previous month's CWC meeting. He felt that this would be an opportunity for additional revenue for the Village and protect the residents from problem cats. Next, Mr. Schein wanted to discuss the future revisions to the development code as they relate to basements and flood control. He cautioned the use of the term "basement" as it could adversely affect homeowners insurance. Lastly, Mr. Schein wanted some time after the meeting to discuss the best way to communicate potential grant scenarios to the Village. Vi Engh, 601 S. William Street: Ms. Engh came to CWC to discuss two issues with the Village. First, she wanted to share problems that occurred during recent sewer repair work outside her home (problems similar to those experienced by Ms. Naybor). Ms. Engh also experienced backups in her toilet located in the lower level of her home. She stated that the water spilling onto her floor caused the floor to discolor. Second, repairs done on the street outside in front of her home tore up her driveway. Attempts to correct the problem we not adequate according to Ms. Engh. Mr. Janonis said he would have PW Director Glen Andler go out and view the site in questions. Debbie Watson, 407 S. We-Go Trail: Ms. Watson came to CWC to discuss the proposed widening of We-Go Trail. Ms. Watson wanted to share her concerns with the process for getting resident input. Ms. Watson supported the position made earlier by Mr. Nobles and Mr. Hupp. The meeting was adjourned at 10:45 a.m. DOE/ I:\Coffee with Council Minutes\December 2003.doc
