Village Hall Community Center The meeting convened at 9:00 a.m. Those present: Mayor Arlene Juracek, Trustee Steve Polit, Trustee Richard Rogers and Trustee Paul Hoefert, Assistant Village Manager Dave Strahl, and Director of Human Services Nancy Morgan. School Street Susann DuBoff, Golfview Place was concerned that the State of Illinois will put increased tax liabilities on the municipalities. Mayor Juracek said that the tax liability refers to school district potential shift to local district funding instead of State and suggested that the individual school districts were best to answer her questions. After a discussion, the suggestion was made to discuss this issue with your State of Illinois representatives and senators. John Elenberger, S. Redwood Drive had no issues to discuss. Jim Chylik, Locust Street congratulated the Mayor and Trustees on the election. He asked which tree was producing the heavier than normal pollen this year. Several attendees thought it was the Ash tree. Trustee Polit suggested he could attend Public Wouse held on May 18 to get the exact answer. Jerry Boldt, N. School Street congratulated the new Mayor, new Trustee and all trustees on the election. Mr. Boldt asked about allocating funds to help with flooding. Mayor Jurack discussed the Back Yard Flooding program that consists of rain barrels, rain gardens, etc. through the Public Works Department. Mr. Boldt participates with the program. David and Linda Hansen, E. Holly Avenue congratulated the Mayor on the election. The Hansens were told by Health Inspector Ms. Scherbaum not to put bread in their front yard and that their bird feeder needs to be higher than four feet. There will be a re-inspection May 13. Mayor Juracek suggested that ?¬®« bread molds and may be harmful. The Hansens passed around a mixture of black pepper and chili power and said that it is an effective solution to keep the skunks away. Barbie and Steve VanArsdale, S. Candota Avenue asked about the Borders building. Mayor Juracek said the Fire Department used the building for practice drills. Casto Lifestyle Properties is marketing the property, but a permit for demolition has been issued. Alex Bertolucci, S. Michael Street asked about community gardens in Mount Prospect. Mayor Juracek suggested the park districts may lease property for community gardens, and such discussion might best be directed to the park districts. Carol Tortorello, E. Elmhurst Avenue asked if there could be a non sticky space on the vehicle stickers for easier removal at end of season. After a discussion it was suggested that one could purchase a backing that stays on the glass and makes expired stickers easier to remove. Ms. Tortorello said that she would like to see a star on top of Christmas tree. Marie Theisen, E. Dogwood said that their parking lot entrance was ruined when the Village made repairs to the sewer on Boxwood. Trustee Polit drove by this location and said that due to the weather, a temporary asphalt patch was used to make the repair. The temporary patch will be replaced with a permanent patch. Ms. Theisen said that there is a very strong cat urine odor coming from 1019 Boxwood, Unit 102. Health Inspectors Ms. Scherbaum and Ms. Hernandez have inspected the unit, but the smell is getting worse. Ms. Theisen said that neighbors walk dogs on their grass and after the dogs. She ordered No Dogs on Grasssign and wants the police to enforce the sign. After a discussion it was determined that they could call police and sign a complaint. However, the police need to witness the incident. Ms. Theisen is unhappy that Illinois American Water will increase their rates. After a discussion it was determined that this was their annual rate increase. In previous years, Illinois American Water has held a public meeting at Village Hall. Ms. Theisen could attend a meeting and voice her displeasure. She, also, could register a complaint on the Illinois Commerce Commission web site. Staff will follow up on the patch, but it is the responsibility of Illinois American Water. Mr. Dan Turenne, Boxwood Drive thought Illinois American Water was supplied by Chicago; however it is supplied by Winnetka. He is unhappy about the rate increase and was advised to attend a public hearing through the Illinois Commerce Commission. Mr. Turenne discussed a neighboring property that is an eye sore. He was encouraged to contact Community Development for an inspection. Mr. Turenne asked if it was possible to open the well heads to have access to that water. He was told that this is not possible since his property is connected to Lake Michigan water. Eugene Dozier, W. Huntington Commons Road had no issues to discuss. Alice and Andrew Kalinowski, Lake Briarwood Drive congratulated all the elected officials. They live at 2806 Lake Briarwood and built a deck or a fishing dock without a permit. When they applied for a permit, it was denied. When they applied for an extension to file papers, it was denied. After a discussion, where the Board members voiced their sympathies towards the situation, it was determined that the Kalinowsks should apply for a variance. Trustee Hoefert said that there are gaps in the code, and the village should create an ordinance to accommodate this unique situation. The Kalinowsks will need a new plat of survey. Mr. Strahl will get involved. Richard Rogers, N. Laurel said he is the new Trustee. He is proud to have been appointed. He is the former chairman of the Planning and Zoning Board. ?¬®« ¬ George Clowes, S. Elm Street congratulated the Mayor and Trustees on the election. Mr. Clowes was concerned about an article in the Journal regarding the decision to fund overhead sewers. After a discussion it was determined that a decision has not been made regarding the funding of overhead sewers, but a discussion did take place during a joint workshop between the Village Board and the Finance Commission. Discussion on this topic will continue. Mr. Clowes suggested that borrowing money at a low interest rate makes more sense than to charge an additional $2.00 charge on the sewers bills. Louis Goodman, N. School Street requested to have a meeting about funding overhead sewers. He congratulated the re-elected Trustees and Mayor. Tom Teszky, N. School Street suggested Goo Gone works to remove vehicle stickers. Jerry Boldt, N. School Street asked if the Village could offer to line residential private property sewers at a reasonable price since the Village is lining sewers. After a discussion, Mr. Strahl said that he did not think the process was applicable to private sewer lines. George Clowes, S. Elm Street asked if the average water usage of a single family home and an apartment could be put on the water bill so residents could compare their usage with others. After a discussion where the uniqueness of family habits and water usage was discussed, Mayor Juracek offered that this idea could possibly be included the newsletter.
