PLEDGE PLEDGE OF ALLEGIANCE Mayor Wilks led the Pledge of Allegiance. INVOCATION INVOCATION Mayor Wilks gave the Invocation. MINUTES MINUTES Trustee Hoefert, seconded by Trustee Korn, moved to approve the minutes of the regular Village Board meeting held March 19, 2013. To accurately reflect the direction of the homes adjacent to the Founders Row townhomes Trustee Korn requested the following correction: page three (3) — paragraph six (6). In response to Mr. Daydov's question regarding the single family homes to the north south Mr. Cooney stated at one (1) time the potential long -term plans were for a park but any plans would need Village Board approval. Upon roll call: Ayes: Hoefert, Korn, Matuszak, Polit Nays: None Motion carried for approval of the minutes as corrected. APPROVE BILLS APPROVE BILLS Mayor Wilks stated the only item on the Consent Agenda was for Approval of the Bills. Mayor Wilks asked for a motion for approval of the bills, Trustee Korn, seconded by Trustee Polit, moved for approval of bills dated March 14 — March 27, 2013. Upon roll call: Ayes: Hoefert, Korn, Matuszak, Polit Nays: None Motion carried. MAYOR'S REPORT MAYOR'S REPORT Proclamation: "National Library Week," April 14 - 20, 2013 Mayor Wilks presented the proclamation to Ms. Dale Barbara Draznin, Mount Prospect Public Library Trustee. Ms. Draznin thanked the Mayor and Village Board for their support and recognition of the services and programs available at the Mount Prospect Library. She provided an overview of the many activities to be held during the week of April 14 — 20. 1 of 4 Minutes of the Regular Meeting of the April 2, 2013 Mayor and Board of Trustees of the Village of Mount Prospect Ms. Draznin also noted the Mount Prospect Library is celebrating its 70 anniversary; there will be small events throughout the year in recognition of the library' s 1943 opening. Mayor Wilks recognized the library for its outstanding services including the south side location; Community Connections Center. She also thanked the Mount Prospect Library Board and staff for their work and commitment to serving the community. APPOINTMENTS APPOINTMENTS None. There were no other items listed for approval by consent. OLD BUSINESS OLD BUSINESS None. NEW BUSINESS NEW BUSINESS A. A Resolution Authorizing the Village of Mount Prospect's Participation in Cook COOK COUNTY'S County's Home Investment Partnerships Program Consortium and Adoption HOME of the Consortium's Program Year for the Village's Community Development INVESTMENTS Block Grant Program. PARTNERSHIP CONSORTIUM Mayor Wilks presented a resolution authorizing the Village of Mount Prospect's participation in Cook County's Home Investment Partnerships Program Consortium and Adoption of the Consortium's Program Year for the Village's Community Development Block Grant Program. Community Development Director Bill Cooney presented background information regarding the HOME Investment Partnership Program (HOME) which grants federal funds to states and localities; communities use the funds to build, buy, and /or rehabilitate affordable housing for rent or homeownership. He stated based on the HOME formula grant the Village of Mount Prospect's annual grant is $84,000. This money is then ceded to the State; the Village then makes application to the State when pursuing eligible programs. However, there is no guarantee any of the Village's $84,000 grant allocation will be awarded to projects within the community. In recent years the State has awarded the Village $30,000 for a first time homebuyer's program. The Village of Mount Prospect has been approached by Cook County to join the Cook County HOME Consortium. The benefits to participating in the Cook County Consortium include 1) the Village's opportunity for funding would significantly increase; less competition for the funds and 2) if no Mount Prospect projects are funded, the Village's annual allocation would be used in Cook County rather than another area of the State. (Mr. Cooney stated the success of the Alden Group was a positive example of working with the Cook County Consortium.) To become a member of the Cook County Consortium, the Village of Mount Prospect must agree to revise its CDBG fiscal program year to match the Consortium's program year; October 1 through September 30 To facilitate the nine (9) month gap in CDBG funding created by the shift in program year, Cook County will provide non - federal dollars to cover the Village's costs; the terms of the agreement are detailed in the Memorandum of Understanding. Mr. Cooney stated as a member of the Cook County Consortium the Village will continue to administer the CDBG program. The resolution authorizes the Village of Mount Prospect to participate in the Cook County Consortium and to execute a Memorandum of Understanding with Cook County to align the Village's Community Development Block Grant Program (CDBG) year with the Consortium. 2 of 4 Minutes of the Regular Meeting of the April 2, 2013 Mayor and Board of Trustees of the Village of Mount Prospect Staff recommend the Village Board authorize participation in the Cook County Consortium. Mr. Cooney stated Ms. Marie Urban, Director, Cook County Consortium was in attendance to provide additional information and respond to questions. Ms. Urban provided the following in response to questions from the Village Board: -Cook County Consortium does not have a formal decision process; staff review applications ■Chicago Metro Agency for Planning would like the Village's participation /involvement in the program; assist with planning process and prioritizing needs. -Five (5) new communities have joined consortium this year. -If Village joins but decides later to opt -out it is not a difficult process; opt out cycle every three (3) years. -Money to Cook County are federal funds; HUD. -Greatest benefit is money will stay in Cook County. As federal resources continue to shrink the addition of new communities to Cook County Consortium will mitigate the impact, Village Board Comments -Support to collaborate with County rather than State for these funds. Trustee Hoefert, seconded by Trustee Polit, moved for approval of Resolution No. 04 -13: A RESOLUTION AUTHORIZING THE VILLAGE OF MOUNT PROSPECT'S PARTICIPATION IN COOK COUNTY'S HOME INVESTMENT PARTNERSHIPS RES O4 -13 PROGRAM CONSORTIUM AND ADOPTION OF THE CONSORTIUM'S PROGRAM YEAR FOR THE VILLAGE'S COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM Upon roll call: Ayes: Hoefert, Korn, Matuszak, Polit Nays: None Motion carried MANAGER'S VILLAGE MANAGER'S REPORT REPORT A. Status Village Manager Michael Janonis announced the following: -April 10 Committee of the Whole meeting — cancelled. (Due to the election the regularly scheduled COW meeting had been moved to April 10 ■April 13 — Coffee with CounCil Village Hall Community Room 9 — 11 am OTHER BUSINESS OTHER BUSINESS Trustee Polit congratulated members of the Special Events Commission for the success of the Celestial Celebration; 2013 marked its 20 year. He stated this was a wonderful event to bring the community together to honor others. He noted this event continues to make money to support other community events. Trustee Korn encouraged residents to get out and vote in the April 9 th consolidated election. He also reminded residents who still have outdoor Christmas decorations to please take them down. Mr. Janonis stated the Community Development Department will issue reminder letters to property owners who are in violation of the Village Code regulating outdoor holiday lighting. Trustee Hoefert stated a number of the downtown brick pavers have deteriorated; he requested inspection and replacement as needed.
