JANONIS FORESTRY/GROUNDS SUPERINTENDENT OCTOBER 28, 2003 BID RESULTS - CREEK CLEANING - $42,600.00 BACKGROUND In the 2003 budget, funds have been appropriated to continue the ongoing cleanup of Mount Prospect waterways. Each year since 1997 we have been hiring a contractor to remove garbage and other debris from the bed and banks of our creeks, remove dead trees, and prune dead limbs over 6" in diameter. This year we propose to clean up a portion of Weller Creek, starting at SeeGwun and working westward towards Lincoln (through the Mount Prospect Park District Golf Course Property). BID RESULTS Sealed bids for this year's contract were opened on October 23, 2003. Twelve invitational bids were mailed and a bid notice was placed in the local paper. In addition, a Pre-bid conference was held on October I4, 2003. Three bids were received, and two "No Bid" letters. Contractors were asked to submit lump sum prices for all labor and equipment required to perform the specified work for the creek. Bid results were as follows: Bidder Arbor Green Ltd. Kramer Tree Experts B. HaneS' and Sons R.W. Hendricksen Co. Winkler's Tree Service Price per 50 foot segment of Weller Creek $ 736.84 $ 898.00 $1794.00 No Bid No Bid DISCUSSION The low bidder, Arbor Green Ltd., has worked for us in the past as a subcontractor on holiday light installation. In addition, Arbor Green Ltd. was awarded and is in the process of satisfactorily completing our 2003 stump removal contract. ID RECOMMENDATION On page 301 of the 2003 budget, $50,000.00 was appropriated in Account #5907704-690079 for Creek Tree Trimming. A total of $42,681.66 remains in that account. Therefore, [ recommend award of contract to the low bidder, Arbor Green Ltd., in an amount not to exceed $42,600.00. A modification is needed for one of the requested items, Microsoft SQL Server. Staff is requesting approval to purchase Microsoft SQL Server processor licenses instead of the client licenses originally requested. Microsoft SQL Server licenses can be purchased either by seat or by processor. Initially 35 client licenses (CALs) were specified to match the 35 concurrent LaserFiche licenses owned by the Village. A closer look into Microsoft's license agreement for SQL showed that licenses are not counted concurrently. Since LaserFiche documents will be accessed by network users and from the Internet, it is necessary to purchase by processor to allow unlimited client access. Two processor licenses are needed since the server has two processors. The cost of two processor licenses is $6216, which is $2407 higher than the cost of 35 client licenses. The higher cost exceeds the purchase price for SQL previously approved by the Village Board on October 21, 2003 at an amount not to exceed $28,251. SQL prices quoted by ASAP Software are from the Illinois state contract. Both original and corrected project costs are listed in the chart below. The budgeted project cost was $30,000. Unfortunately the higher license price brings the project cost up to $30,658. The difference of $658 can be transferred from another account to cover the disparity. I recommend that the Village purchase Microsoft SQL Server processor licenses from ASAP Software at a price not to exceed $30,658. These costs would be paid from account number 5107701-670205.
