MAYOR'S REPORT
PRESENTATION: Mayor Farley presented a plaque of appreciation to Robed
BOB BRETTRAGER Brettrager, who is moving following 14 years as a member of the
LEAVING ZBA Zoning Board of Appeals.
PROCLAMATION: Mayor Farley proclaimed April 25, 1997 as "Arbor Day", noting that
ARBOR DAY a ceremony will take place at Lions Park Elementary School where
a tree will be planted in recognition of this occasion.
PROCLAMATION: Mayor Farley proclaimed May 14, 1997 as "A Salute to Older
SENIOR CITIZEN Adults Day" which is a celebration of Senior Citizens.
DAY
PROCLAMATION: Mayor Farley also proclaimed the week of May 5 - 9, 1997
CHILDREN'S FIRE as Children's Fire Safety Week", which will be celebrated
SAFETY WEEK with a variety of events throughout the week at Randhurst
Shopping Center.

COMMUNICATIONS AND PETITIONS
Larry Braus, representing the Mount Prospect Jaycees Club, stated WAIVE FEES:
their annual carnival will be held May 26 through May31 at the JAYCEES
Mount Prospect Plaza and asked that the usual fees and CARNIVAL
out-pocket expenses normally associated with conducting a
carnival be waived.
Trustee Hoefert, seconded by Trustee Clowes, moved to waive the
fees and out-of-pocket expenses for the Mount Prospect Jaycees
,,-., Carnival.

Ed Kason, 901 Whitegate, requested information relative to ZBA 3-87
when the Board would be hearing the Mount Prospect Park MT. PROSPECT
District's ZBA requests for the Trade Service Publications TRADE SERVICE
facility at 1000 West Central Road. BLDG..
Mayor Farley explained that the Park District had originally
asked that this case be deferred to May 6th in order to work
with the Illinois Department of Transportation (IDOT)
relative to safety factors raised by the residents, specifically
the possibility of a t[affic signal at Cathy and Central Road,
however, IDOT is unable to make their recommendation by
May 6th, therefore the Park District has requested this matter
be deferred for a longer period.
There was discussion among members of the Board relative to
another deferment, however a majority of the Board expressed
their desire to consider the requests being the subject of ZBA 3-97
with all possible information available, including the recommendation
of IDOT.
Trustee Corcoran, seconded by Trustee Juracek, moved to defer
consideration of ZBA 3-97, Mt. Prospect Park District, until June 17.

ZBA 16-97 ZBA 16-97, Westgate Apartments 280-290 Westgate Road
CONDOMINIUM The following Ordinances were presented for first readings that
CONVERSION: would rezone the subject property in order to bring the property
WESTGATE APTS. into proper zoning district for a condominium unit, as well as
granting variations from the Zoning Ordinance and Development
Code.' The Zoning Board of Appeals and Plan Commission
recommended granting the variations requested.

It was noted that since members of the Village Board had
expressed concern relative to the number of parking spaces being
provided, the Developer has agreed to post a of Letter of Credit or
establish an escrow account to cover the cost of installing
additional parking spaces, approximately 32, should it become
necessary. It was agreed that if within a period of 5 years the
need for additional parking spaces was not necessary, the Letter of
Credit would be canceled or escrow would be returned to the
Developer. Members of the Village Board also stated that they
would want the Declaration of Condominium to be amended to
reflect the fact that each owner was entitled to one parking space
and that the Condominium Board would assign additional spaces
as required.
These Ordinances will be presented May 6th for second readings.
AMEND CH. 22 An Ordinance was presented for second reading that would
WATER/SEWER increase therates and fees for Village water and sewer by .31 for
RATES Village residents.

NEW BUSINESS
A Resolution was presented that would authorize the funds MCC PROGRAM
available for industrial revenue bonds, $2,665,750, to be
ceded to the Mortgage Credit Certificate program (MCC).
The MCC program provides a tax credit for first time home
buyers who qualify for the program based on income.

A RESOLUTION AUTHORIZING THE TRANSFER
OF 1997 VOLUME CAP OF THE VILLAGE OF
MOUNT PROSPECT TO THE ILLINOIS HOUSING
DEVELOPMENT AUTHORITY (MCC) PROGRAM

The Safety Commission had received a Petition signed by TRAFFIC:
residents within the general area of Rand Road and Isabella/ RAND ROAD &
Henry/Louis Streets. Following a public hearing on this matter ISABELLA/LOUIS/
the Safety Commission submitted the following recommendations: HENRY
Prohibit the following traffic movements Monday through
Friday between the hours of 6:00 AM - 9:00 AM and
3:30 PM - 6:30 PM
1. No right turn from southbound Rand Road onto
Isabella
2. No right turn from southbound Rand Road onto
Henry
3~ No left turn from eastbound Isabella onto Rand Road
4. No left turn from eastbound Henry onto Rand Road
"-' 5. No left turn from northbound Louis onto Rand Road
The merits of the proposed turn restrictions were .discussed at
length. It was noted that the proposed restrictions would delay
school buses and would actually lengthen the bus ride for students
of District 26 and 57, which could also change the determination
as to whether that bus ride was paid for by the school district or
the parents of the student.

It was suggested that any changes be made in conjunction with the
Rand Road Corridor Study, however that study isn't scheduled until
1998 and the residents would like some regulations sooner than
that.
Trustee Hoefert moved to concur with the recommendation of the
Safety Commission, excluding school vehicles. Motion failed for
lack of a second.
Trustee Corcoran, seconded by Trustee Hoefert, moved to concur
with the recommendation of the Safety Commission.
Trustee Corcoran, seconded by Trustee Hoefert, moved to amend
the main motion to eliminate the restrictions in the AM for items 1
and 2 completely and change the restriction starting at 3:30 PM to
4:00 PM at all 5 intersections.

Trustee Hoefert, seconded by Trustee Juracek, moved to amend
the amended main motion, as amended, to exempt school buses
from the turn restrictions stated.

Trustee Corcoran, moved to amend the main motion, as amended,
to change the time for left turns off eastbound Henry onto Rand
Road from 4:00 PM to 5:00 PM.

the landscape regulations for the Village. This subject was REGULATIONS
discussed in depth at the last Committee of the Whole meeting.

VILLAGE MANAGER'S REPORT
BID RESULTS: Village Manager Michael E. Janonis presented the following
bid result:
CATCH BASIN The following bids were received for catch basin and inlet repairs
REPAIRS based on an established number of units:

It was noted that the budgeted amount for catch basin and inlet
repair is $25,000, therefore the number of units will be adjusted

It was noted that this project is contingent on receiving loan
approval from the Illinois Environmental Protection Agency (IEPA).
Staff noted that the IEPA has specific requirements in order to
qualify for the IoW interest loan and John Burns Construction did
not meet the advertising requirements.
GLENBROOK Trustee Juracek, seconded by Trustee Clowes, moved to concur
EXCAVATING & with the recommendation of the administration and reject the bid
CONCRETE submitted by John Bums Construction and accept the Iow qualified ~-~
bid submitted bY Glenbrook Excavation & Concrete in an amount
not to exceed $1,050,766.80, subject to receiving IEPA approval
· on the Iow interest loan.

WELL ~ Proposals were requested for the evaluation and repair of Well #4,
REPAIR a deep well located at 117 North Waverly Place. It was noted that
the proposal requested the cost to evaluate and repair this well,
with the cost to repair or replace the bowl assembly as a separate
item. Two proposals were received, as follows:

& PUMP the proposal submitted by Municipal Well & Pump in an amount not

necessary, to authorize the repair or replacement of the bowl
assembly at a cost not to exceed $17,282·

illage Manager Janonis stated that a reception will be held
prior to the Village Board meeting on May 6th to express
appreciation to the outgoing elected officials and to welcome
the newly elected officials. The reception will be held between
6 PM and 7:15 PM in the lounge at the Senior Center. The
public is invited to attend.
ANY OTHER BUSINESS
Trustee Clowes stated that he was disappointed to learn that TCI STUDIO
the studio TCI promised to provide by the end of Apdl has not
been built.
Trustee CIowes also noted that many pedestrians walk in the
street instead of the sidewalk, which can be dangerous to
both the pedestrian and driver. He noted that Section 18.1007
of the Traffic Code prohibits use of the street for pedestrians
where sidewalks are provided.
Trustee Clowes also stated that administration has suggested
that Boards and Commissions begin utilizing their own members
to prepare agenda and minutes and asked that this policy not
be initiated by the newly formed Youth Commission.
Members of the Board expressed responses to a questionnaire
posed by staff as to whether the Village should begin a policy
of installing sidewalks in neighborhoods where none exist. It
was the consensus of opinion that many neighborhoods do not
want sidewalks and for whatever reason the sidewalks weren't
installed, it should not be the responsibility of the Village to
install sidewalks. It was suggested that the Village could make
an effort to repair existing sidewalks.
Trustee Hoefert expressed his appreciation to everyone who had
wished him well following his recent surgery.
