III. CITIZENS TO BE HEARD
IV. VILLAGE HALL LANDSCAPE PLAN
The Village Hall Landscape Plan was originally presented to the Village Board at the
January 28, 2003 Committee of the Whole meeting as a general concept plan. The overall
reaction from the Board, with some suggestion revisions, was positive. Since that COW
meeting discussion, staff has further refined the plan with an eye on ease of maintenance,
durability of plantings and capturing four-season interest. Considerable attention was also
paid to a pleasing transition between the Village Hall Landscape Plan and the overall
municipal block streetscape. The Landscape Plan, as presented, is currently within the
approved budget of $300,000. The Plan also includes some limited lighting that highlights
the east side of the building and the Board Room window.
Representatives from DLK, along with staff, will be present to facilitate discussion and
answer questions.
V. MUNICIPAL BLOCK STREETSCAPE PLAN
The new Village Hall, Parking Deck and expanded Library facility will, upon completion,
constitute a true "municipal block" within the Central Business District. The importance of
this block as the local seat of government as well as a cultural and educational destination
cannot be over-emphasized. As such, it is important that not only the buildings but also the
hardscape around the perimeter complement each other and make an appropriate
statement to both the community and the "world" at-large.

As the Village and Library projects move toward their completion next year, this is an
opportune time to review and finalize the streetscape plan for the municipal block. Village
staff and consultants have met with their Library counterparts to discuss various aspects of
the plan and the transitions between the Library Landscape Plan and streetscape edge.
The Village's consultants along with appropriate staff will be on hand to answer questions
and facilitate discussion. The Library has also been invited to attend the meeting.
DOWNTOWN DIRECTIONAL/WAYFINDING SIGNAGE
Since 2002, Village staff has been working to develop a comprehensive and coordinated
signage program for the Central Business District that builds on the themes established as
part of the Streetscape and Corridor Design Programs, complement both existing and
proposed uses and structures and work well in all seasons. At this time, staffwould like to
bring forward preliminary concepts regarding a signage program for the downtown.
Representatives from Graf/X Communication Group and Wolff, Clements and Associates
will be on hand along with appropriate staff to answer questions and facilitate discussion.
