COMMITTEE OF THE WHOLE MINUTES
March 12, 2013
I.CALL TO ORDER–ROLL CALL
The meeting was called to order at 7:05p.m. in the Village Board Room of the
Village Hall, 50 South Emerson Street, by Mayor Irvana Wilks.Trustees present
included Paul Hoefert, John Korn, Arlene Juracek, John Matuszak, Steven Polit,
and Michael Zadel. Staff present includedVillage Manager Michael Janonis,
Assistant Village Manager David Strahl,and Public Works Director Sean Dorsey.

III.CITIZENS TO BE HEARD

IV.COMBINED SEWER NPDES PERMIT
Public Works Director Sean DorseyMarcy Knyz, Consultant
introduced
working for Cardno JFNew Engineering. She assisted in putting together the plan
which is presented this evening. He provided an introduction regarding what the
NPDES permit is for,the control of water pollution and how to improve water
quality by regulating thedischarge of pollutants intosurface waters. He stated
the Village holds a separate permit for its separatestorm sewer. He stated this
discussion tonight is focused on the combined sewer system. He also stated the
combined sewer system has six combined sewer outflow structures with four on
Weller Creek and two on Feehanville Creek. As part of the requirements for
holding this permit it is required that the Village hold a public meeting to discuss
the details of the permit on anannual basis.
The six outflow structures are all monitored electronically and have signs posted
in case of discharge during dry weather for reporting purposes. He stated the
permit requires a number of permit requirements including regular maintenance
of the combined sewer outflows,review of the street cleaning schedule, public
education, illegal dumping regulations, hazmat collection requirements,recycling
program, illegal dumping ordinances, water conservation requirements and
commercial/industrial pollution prevention programs.Hestated the public is
invited to submit comments to the Public Works Department until April 16, 2013
regarding this public meeting outlining the permit.

Hestated that the Village has the community divided into 14 super-groups. Each
section is on a set schedule in which all necessary maintenance is addressed
within that section within a one-year time frame to minimize the disruption of this
work throughout the community.
General discussion from the Village Board members included the following items:
Aquestion was raised regarding the requirements for the area of the
community that is covered by Illinois American Water. Illinois American
Water has their own reporting requirements separate of the Village.
There was also a brief discussion regarding theprohibitive cost of
separating the combined sewer area into separate sanitary and storm
sewers.
There wasa general discussion as to what causes the odor at the
headwaters of Weller Creek during exceptionally dry periods and at some
drop shaft manholes throughout the community. It was noted that this odor
occurs from sediment oxygenating. MWRD has worked to control the
owner through closing of the vents and periodic removal of sediment.
Village Manager Janonis
noted that this item requires no Village Board action
and that the only requirement was the need to have a public meeting to satisfy
the requirements of the permit.
MANAGER’S REPORT

Village Manager Janonis
asked Public Works Director Dorsey for an update
regarding the Des Plaines River.
Public Works Director Dorsey
stated the Des Plaines River has risen just short
of flood stage and the Levee37 outfalls, where the pumps were installed to
automatically de-water the storm sewer in the Mount Prospect area, worked as
designed and the system has beende-watered. The river is expected to crest
well below flood stage and continued to fall throughout the day.
