The meeting convened at 9:00 a.m. Village Board members present Nvere Mayor Irvana Wilks, Trustee
Paul Hoefert and Trustee John Matuszak. Representing Staff Nvas Assistant Village Manager Dave Strahl
and Community Development Director Bill Cooney.

Trustee Hoefert opened the meeting Nvith general remarks, introduced the Trustees in attendance and then
moved to the resident portion of the meeting.
Ken Koeppen, Linneman Road— Mr. Koeppen inquired and questioned whN- the Village Nvas cutting
doN -,n so many trees in his neighborhood. He indicated he understood that the Emerald Ash Borer had
come into the area. He feels that the trees should be saved unless they are infected Nvith the disease. There
Nvas general discussion regarding this matter and the Trustees stated that the Village is folloNving "best
practices" in their efforts to address this issue.

John Ellenberger, Redwood Drive — Mr. Ellenberger Nvanted to thank the Public Works Department for
their efforts during the recent snowfall. He stated that they continued to be very diligent in these efforts.
Mr. Ellenberger questioned whN- the Village Flags Nvhere at half staff. Mr. Stahl advised that the state
requires this Nvhen any resident of the state Nvas killed in action. Mr. Ellenberger also stated that Busse
Road is in significant disrepair between Golf & Central roads. There Nvas general discussion about
potholes throughout the Village. The Trustees encouraged residents to report any potholes they see. Mr.
Ellenberger Nvas advised that Busse Road is a "county road" in that location and the county is responsible
for the repairs. Mr. Ellenberger also inquired Nvhen residents should switch out their vehicle stickers. He
Nvas advised that as soon as he purchased a new one he can put it on his car.
Mal Holec, Quince Lane — Mr. Halec had a question regarding his ComEd bill. He stated that on the
second page Nvhere it shoNved Nvhat his bill Nvould likely be for the next month, it Nvas significantly higher.
He inquired about this given the Village has recently contracted Nvith a third party vendor for electrical
services. The general consensus Nvas that it Nvould not apply to his bill. Mr. Holec said he recently read
that the Village approved larger sized cups for the sale of alcohol at the AMC Theater. He reminded the
board that he Nvas opposed to liquor sales at the AMC Theater and Nvas curious as to why the Village
Nvould approve larger cup sizes. Trustee Hoefert stated that Nvhile he Nvas initially opposed to liquor sales
at the theater that AMC has proven over the past year and a half and they have complied Nvith all of the
Village's regulations regarding the sale of liquor; therefore, he supported the increase.
Ken Greenfield, See Gwun Avenue — Mr. Greenfield inquired about the upcoming Nvidening of
Kensington Road. He Nvas advised that Kensington Road Nvould be Nvidened between Prospect High
School and Route 83 Nvith similar cross - sections that exist in Arlington Heights to the Nvest. He then stated
that there are some commercial vehicles parked on See GN -,mn north of Golf Road. There Nvas a general
discussion about the commercial vehicle regulations Nvithin the Village. Mr. Cooney stated that he Nvould
have some inspectors drive along See GN -,mn to verIA- the commercial vehicles comply Nvith code.
Carol Tortorello, Elmhurst Avenue- Ms. Tortorello stated that the Police Department Nvill be hosting a
home security seminar on March 13, 2013 and recommended that anyone who could attend should do so.
Ms. Tortorello also stated that she Nvould like to see a star on the top of the Christmas Tree outside of
Village Hall this coming season.
Jan Kent, Briarwood Lane- Ms. Kent inquired about the status of the Village pursuing the annexation of
the Lvmn Court area. Mr. Cooney stated the Village is aNvaiting a response from the Illinois Tollway
Authority regarding the ability to annex a portion of I -90 right of Nv, ay, Nvhich Nvill then enable the Village
to annex the Lynn Court area. He said The Tollway Authority has not been quick to respond to our
inquiry but Nve Nvill continue to monitor. She also stated that there has been a natural gas smell in her
neighborhood and that Nicor has been advised and has been out on the scene to determine the source. She
said that Nicor didn't seem to have much urgency in pursuing the matter. There Nvas general discussion
about various possible sources of the leak and that Nicor has a back -log on responding to such requests.
Given their delayed response, Nicor most likely have determined that it Nvasn't a high risk to the
neighborhood. Ms. Kent also inquired about the March 20 "' candidate's debate and if it Neill be
broadcasted? She Nvas advised that it Nvill be broadcasted live and there Nvill be a tape of the broadcast on
the Village Nvebsite.
Max Romanowicz, Ardyce Lane- Mr. Romanowicz inquired Nvhat Nvas going on at the old Garden Fresh
location at Mount Prospect Plaza. Mr. Cooney advised that the building Nvas being demolished and that a
new LA Fitness Nvould be constructed throughout 2013. LA Fitness intends to be open by November
2013. He also inquired about the Village Vehicle Replacement Policy specifically and hoNv it relates to

the department heads and whN- they need SUV vehicles. There Nvas a general discussion about Nvhich
department has received a Village vehicle and whN- certain vehicles need to be SUVs.
Steve & Barbie Van Arsdale, CanDota- Mrs. Arsdale stated that she supported the Village's efforts to
be preemptive as it related to the Emerald Ash Borer She remembered the Dutch Elm Disease and
understands whN- the Village needs to take an aggressive stand. She also inquired about valet parking over
at Randhurst Village in front of the B1ackFinn and Earth and Ocean restaurants. She asked Nvhether this
valet service Nvas available for any customer at Randhurst Village. Mr. Cooney stated that it Nvas his
understanding that Earth and Ocean and Blackfinn Nvere providing the service but didn't think that it Nvas
limited to the customers of those operations.
Walter Szymczak, Eastwood- Had no comments; he Nvas there to listen to the other comments.
Tom Manion, Edward Street- Mr. Manion Nvanted to recognize the Village's efforts Nvith the email
notice program and recommended other residents to sign up because it is a great Nvay to stay in touch Nvith
Nvhat is currently going on in the Village. He also inquired about the neighborhood Nvatch program and if
it Nvas still in place? There Nvas general discussion about the neighborhood Nvatch program and it Nvas
recommended that he reach out to the Police Department to see if in fact it is still in place. His final
comment Nvas to the Village Board, Trustees, and all Village staff he felt that the Village does a great job
providing services and doesn't get enough recognition for running a top notch organization. The Mayor
and Trustees thanked him for his positive comments.
Tom Rogers, Waverly Place- Mr. Rogers Nvanted to thank the Police for their increased presence
throughout the neighborhood primarily due to the recent residential burglaries. He then inquired Nvhat the
Village policy Nvas for sideNvalk trip hazards. He lives on a corner lot and said that several of the squares
Nvere in good shape but not level Nvith the adjacent square. He Nvas advised to contact the Public Works
Department who Nvill come out and review each situation on a case by case basis. He then inquired about
the Public Works snow ploNving operations. He said Nvhile they do a great job overall he is curious Nvhy
they did multiple passes Nvhich resulted in piles of snow on his driveway. There Nvas general discussion
regarding the process that Public Works follows and no general resolution to his concern. He then
inquired about the Central Plaza shopping center. Mr. Cooney stated that the property is currently in
limbo due to some title transfer issues from First Merit to First Midwest bank. He is hopeful that the
property Nvill be redeveloped in the near future.
David Shein, NaWata- No comment; present to listen to the other comments.
Linda Hoefert, Evergreen Avenue- Ms. Hoefert stated that on April 20 a Lincoln Dinner Nvill be hosted
at Rob Roy Country Club and to purchase tickets before they are sold out if interested.
