Present: Trustee Irvana Wilks, Chairperson Trustee Timothy Corcoran - arrived at 9:45 a.m. Trustee Michaele W. Skowron Assistant Village Manager Dave Strahl Chief of Police Richard Eddington Lee Williams, 70 North Albert Street Diane Blazek, 716 North Elmhurst Avenue Alan Blazek, 716 North Elmhurst Avenue Ramon Rubiu, 412 North Elmhurst Avenue John Woytovich, 718 North Russel Street Sonya Woytovich, 718 North Russel Street Dorothy Svedman, 718 North Elmhurst Avenue Merrill and Marie Cotten, 2710 South Briarwood Drive West Carol Tortorello, 223 South Elrnhurst Avenue Lee Williams Mr. Williams came by to thank the Village Board and the staff for their help in addressing an on going neighbor dispute. Mr. Williams also inquired about the status of the crime free housing research. Trustee Skowron advised that when Trustee Corcoran arrived that topic would be addressed, however Trustee Skowron suggested a homeowner association could more effectively address the issues that were the source of the continuing neighbor disputes. Upon the arrival of Trustee Corcoran this topic was revisited. Trustee Corcoran again emphasized the need for a homeowner association. It was suggested that Mr. Williams attend the Crime Free Housing seminar hosted by the Schaumburg Police Department. Research will continue by the Mount Prospect Police Department. One very significant difference between Schaumburg and Mount Prospect is that the Schaumburg class is mandatory for all landlords or their management employees. Mr. Williams had a question regarding a recent court appearance. Chief Eddington will research and respond to Mr. William's inquiry. offee with Council Minutes September 13, 2003 Alan and Diane Blazek John and Sonya Woytovich Dorothy Svedman This group approached the Board to request assistance with the resident at 719 North Elmhurst Avenue. They provided a talking-points memo. The most recent in a series of events was the painting of the exterior of the house at 719 North Elmhurst Avenue in a bright red color with green trim. A lengthy discussion ensued. The option of an Appearance Committee was talked about and the fact that the current situation would be "grandfathered" as an existing condition. It was decided that the mediation service provided by the Village would be tried. Assistant Village Manager Dave Strahl will brief Lisa Angell on the specifics of the issue. All those present were reminded that the mediation process is voluntary and it was agreed that Alan Blazek would represent the neighborhood in the mediation process. Merrill and Marie Cotten Merrill Cotten wanted to thank the Board for their patience and dedication during Tuesday night's meeting. The meeting was rather lengthy due to numerous zoning policy issues. Mr. Cotten said that is was so important to invest the time upfront in the complex policy issues. Mr. Cotten also had several questions on the budget. The issues regarding the Rainy Day Fund were answered in depth by all trustees. Lastly, Mr. Cotten inquired as to the location of the proposed Culver's Restaurant. Police Chief Richard EddinRton~ Mount Prospect Police Department Chief Richard Eddington provided a briefing to the trustees on Illinois Senate Bill 67 (SB67). This proposed legislation addresses the issue of Illinois driver's license for individuals without social security numbers, usually undocumented aliens. The Trustees requested additional information including a copy of SB67. A future discussion of SB67 may be requested for a C.O.W. meeting.
