)N ONE: It is found and declared by the President and Board of
~es.(the "Board") of the Village of Mount Prospect (the "Village"
lows:
The Village is a member of the Northwest Suburban
Water System Venture (the "Venture"), which Venture
was established and is governed by the Northwest
Suburban.Water System Agreement.
The Agreement provides for additional municipalities
to become a member of the Venture.
The Villages of Hanover Park and Streamwood have
executed the Agreement and agreed to the conditions
established for membership by the Board of Directors
of the Venture.
It is in the best interests Of the Venture and of
the Village that the Villages of Hanover Park and
Streamwood become members of the Venture.
Section 3(a) of the Agreement provides that all the
then municipalities in the Venture must consent to
any new member and that such consent be authorized
by ordinance adopted by the corporate authorities
of the member municipalities.
The Village desires to consent to the membership
of the Villages of Hanover Park and streamwood.
)N TWO: The Village consents to the Villages of Hanover Park

ORDINANCE NO. 0-~0-~
AN ORDINANCE APPROVING NORTHWEST
SUBURBAN WATER SYSTEM AGREEMENT
BE IT ORDAINED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF HANOVER PARK, COOK AND DU PKGE
COUNTIES, ILLINOIS, AS FOLLOWS:
Section 1. Findings. It is found and declared that:
(a) The Village of Hanover Park (the "Village") is
in need of additional supplies of water for its municipal water
system users. It is necessary that the Village obtain a source
of Lake Michigan water to meet the needs of its municipal water
system users.
(b) To obtain a source of Lake Michigan water on an
economical basis, it is necessary that the Village, together
with other municipalities in the northwest suburban area,
jointly provide and operate a water system to obtain Lake
Michigan water.
(c) To participate in a joint and cooperative venture
with other municipalities in the northwest suburban area to
provide water for the respective municipalities' water systems,
the Village is aware of and desires to become a member of the
Northwest Suburban Water System as established by the Northwest
Water System Agreement of April 17, 1978 as approved on June 1,
1978 and amended January 8, 1979 together with the By-laws as
now or hereafter amended, copies of which are attached to and
made part of this Ordinance (the "Agreement"). The joint and
cooperative venture is to be known as the Northwest Suburban
Water System Venture (the "Venture").
(d) The Village and the other participating
municipalities are authorized by the Inter.governmental Co-
operation Clause of the Constitution of the State of Illinois
(Article VII, Section 10) and and by the Intergovernmental
Cooperation Act (Ill. Rev. Stat., ch, 127. ~741 et seq..) to
enter into the Agreement and jointly to exercise their powers,
privileges and authority as provided in this Agreement.
(e) It is necessary and in the best interests of
the Village that it enter into the Agreement and the Venture
provided by this Agreement.
Section 2. Approval. The Village shall enter into
the Agreement and the Venture. The President of the Village is
authorized and directed to execute the Agreement on its behalf
in the form attached to and made part of this Ordinance.
Section 3. Designation of Members of Directors and
Executive Committee.
The Village designates as its member on the Board of
Directors of the Venture its President from time to time and as
its member on the Executive Committee of the Venture its Village
Manager from t'ime to time, upon adoption of an ordin'ance or a
resolution of the President and Board of Trustees of the Village,
designate some other elected official to serve as the Village's
member on the Board of Directors~of the Venture and/or some
other appointed official as the Village's member on the Executive
Committee of the Venture. The Village may from time to time
select an alternate elected official to serve on the Board of
Directors and/or an alternate appointed official to serve on the
Executive Committee in the absence of its designated member.
Section 4. Costs. The Village shall, from time to
time, appropriate funds and use its credit, revenues and other
resources to pay its proportionate share of the costs of the
Venture as provided in the Agreement and as provided by law.
Section 5. Officers' Power. The Clerk of the Village
is authorized and directed to send a certified copy of this
Ordinance to each other municipality listed on the signature page
of the Agreement. The President, Clerk and Manager of the
Village are authorized and directed to take whatever additional
steps are necessary for the Village to enter into the Agreement
and to participate in the Venture.
Section 6. Effectiveness. This Ordinance is effective
upon its adoption.

NORTHWEST SUBURBAN ~ATER SYSTEM AGREEMENT
IN WITNESS WHEREOF, the Village of Hanover Park has executed
this Agreement by the signature of its President on the date
set forth below, pursuant to Ordinance No. 0-B0-33
adopted JULY 17, 1980 by its corporate authorities
authorizing and directing execution of the Agreement, and
agreeing to the conditions established for membership by the
Board of Directors.
This Addendum may be signed in duplicate originals.
