Citizen Corps Council
February 14, 2012

Village of Mount Prospect Emergency Operation Center
The meeting was called to order by Chief Malcolm at 3:06 PM. Those present:
Mayor Irvana Wilks
Fire Chief John Malcolm
Police Chief John Dahlberg
Fire Marshal Bryan Loomis
Marcia McMahon
A motion was made by Chief Dahlberg seconded by Marcia McMahon to approve the minutes of
the November 7, 2011 meeting. Meeting minutes were amended from the original draft. Motion
made by Fire Marshal Loomis seconded by Marcia McMahon for approval of amended minutes.
Mayor Wilks abstained. Motion passed to approve amended minutes.
There were no citizens to be heard.
New Business
The 2012 Citizen Corps Grant was awarded to the Village totaling approximately 5,000 dollars.
Grant funds will be used for additional response equipment and remodeling the Fire Station 13
former E.00. room.
An update on the modification of the CERT team was discussed. The CERT team operational
structure was recently revised to include a two tier response level system (Response Team and
Administration team) and a number of working committees have also been developed. The
revisions to the team will allow for greater span of control and aid in specialized training.
Mayor Wilks discussed the possibility of updating Village Board members on the activities of the
Citizen Corps. Chief Malcolm and Fire Marshal Loomis will follow up on this and discuss with
the Village Manager.
Mayor Wilks discussed appointments and re- appointments to the Citizen Corps Council.
Replacement of retired board members Carol Lively and Chief Dahlberg (June 2012) will require
new appointments. Re- appointments of existing members will also need to be addressed.
Mayor Wilks will look into appointments and re- appointments and take appropriate actions.
Fire Marshal Loomis gave a description of the upcoming event " Leap into Preparedness ".
This event will be held on February 29, 2012 at Fire Station 14 and will focus on family's being
prepared in the event of an emergency.
Old Business:
In the previous meeting on November 7, 2011, John Astreides mentioned CERT team's N95
masks in regards to fit testing and annual OSHA evaluation forms. A review was completed and
it was determined that fit testing would be required for N95 masks. Testing will be completed
during the CERT team annual training.
Also in the previous meeting on November 7, 2011, John Astreides inquired about establishing
a metrics system for the MRC and CERT teams. The metrics would be used to determine MRC
and CERT team involvement. The metrics would gauge team usage and events participation.
This item will continue to be worked on with both the CERT team and MRC new representative.
Motion for adjournment was made by Chief Dahlberg and seconded by Chief Malcolm, motion
passed and the meeting adjourned at 3:38 P.M.
The date of the next meeting will be determined to be held at the Village of Mount Prospect
Emergency Operation Center.
