"NATIONAL PR OS TA TE CANCER AWARENESS MONTH"
WHEREAS, in the year 2003, the month of September is declared National Prostate
Cancer Awareness Month; and
WHEREAS, in the year 2003, approximately 189, 000 men in the United States will
learn that they have prostate cancer and, across the nation, prostate cancer is the
most commonly diagnosed non-skin cancer in men; and
WHEREAS, approximately 30, 200 men will lose their lives to this' disease this year,
and one in six men in the nation are at risk of developing prostate cancer during
their lifetimes; and
WHEREAS, it is known that about 25 percent of prostate cancer occurs in men
under the age of 65, during their prime work years, and at any ageprostate cancer
devastates families through loss of income, partnership and support; and
WHEREAS, research suggests that men wouM reduce their risk of prostate cancer
mortality if they followed recommended prostate cancer screening guidelines,
including examination by' a health care provider and increased awareness and use
of early detection practices.
NOW, THEREFORE, 1, GeraM L. Farley, Mayor of the Village of Mount Prospect,
do hereby proclaim the September 2003 as
"NATIONAL PROSTATE CANCER AWARENESS MONTH"
in the Village of Mount Prospect, and I urge all men in the Village of
Mount Prospect to become aware of their own risks of prostate cancer, talk to their
health care providers about prostate cancer, and whenever appropriate, get
screened for the disease.

WHEREAS, the United Way of Mount Prospect and Prospect Heights has been serving
the Village of Mount Prospect for over 20 years; and
WHEREAS, United Way is a voluntee? based organization that keeps fundraising cost
minimal, with 87 cents of every dollar going directly to fund local human care services;
and
WHEREAS, the generosity and support of all individuals living and working in our
community, who believe United Way is the best way to help individuals in need, have
raised millions of dollars to provide critical human care services in our community; and
WHEREAS, this year, United Way of Mount P rospect a nd P rospect H eights will
allocate funds of approximately $200,000 to 22 local agencies based on the needs of
the community to help people in need; and
WHEREAS, United Way funds are used to provide affordable day care, services forthe
elderly, mental health services, counseling f or families and youth, help for abused
women and children, basic shelter and food, job counseling, shelter for the homeless
and disabled, and emergency care for children and teens; and
~VHEREAS, the United Way of Mount Prospect and Prospect Heights reflects the strong
commitment of the residents, businesses, community leaders, educators and service
personnel to work together to help neighbor; in need.
NOW, THEREFORE, L Gerald L. Farley, Mayor of the Village of Mount Prospect, do
hereby proclaim September 2003 as
"UNITED WAY MONTH"
in the Village of Mount Prospect, and I urge all residents to recognize the efforts of the
local United Way organization and to realize that the United Way of Mount Prospect
and Prospect Heights exemplifies the generous spirit of our community.

REQUEST FOR CLASS R LIQUOR LICENSE
NEW PUSAN RESTAURANT

On Monday, August 25, 2003, the Village Manager met with Yun Kap Ju and his
attorney Won Sun Klm to discuss his request for the issuance of a new Class R Liquor
License to be utilized in conjunction with the New Pusan Restaurant. The Class R
designation provides for the serving of alcoholic beverages at dining tables only.
In March 2003, Mr. Ju took over operation of the existing Pusan Restaurant, renaming it
New Pusan. The restaurant was, and continues to be operated as a Korean Bar-B-Q
House. Up until May of this year, the restaurant held a valid Class R License. At that
time, Mr. Ju chose not to renew the License. In May of this year, the Police Department
observed that Mr. Ju was allowing patrons to bring in their own alcoholic beverages
under the mistaken assumption that the Village allowed the "corkage" of personal
alcoholic beverages brought to the premises by patrons. A Business License
revocation hearing was held and an Agreed Order was entered into providing for the
'payment of a $750 fine along with other requirements. During the interview with the
Village Manager, Ms. Klm stated that the violation occurred based on her mistaken
assumption and advice to Mr. Ju that "corkage' was permissible in Mount Prospect. In
his application, Mr. Ju also discloses a 1998 DUI arrest for which he successfully
completed a term of supervision.
The Village Manager discussed at length with the applicant the Village's particular
sensitivities with the sale of alcohol to minors and over service to clearly intoxicated
individuals. The Village Manager indicated that the applicant was responsible for the
actions of all employees and managers. The Village Manager also pointed out that the
Agreed Order required all servers and managers to be trained in a certified liquor
server's course and provide proof of same to the Village. Ms. Klm indicated that Mr. Ju
now understood all of the Village's rules, regulations and requirements. Ms. Klm
indicated that Mr. Ju would be the day-to-day manager of the operation.

fees and other documentation. Mr. Ju has submitted to the required fingerprinting and
background check. In the past, a single DUI arrest, especially where there was no harm
to property or person, has not been a bar to qualify for a liquor license.
If the Village Board considers the request favorably, adoption of an Ordinance creating
a new Class R Liquor License would be appropriate.

VILLAGE CODE OF MOUNT PROSPECT
BE IT ORDAINED BY THE PRESIDENT AND BOARDl OF TRUSTEES OF TtlE:ViLLAGE OF MOUNT
PROSPECT, COOK COUNTY, ILLINOIS:
SECTION ON E: That in accordance with Subsection A of Section 13.108 of Chapter 13 of the Village Code of
Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor Licenses
available in each Classification and shall establish a list specifying the number of Liquor Licenses authorized.
Said list is hereby amended by increasing the number of Class R Liquor Licenses by One (1) New Pusan
Restaurant, 1144 South Elmhurst Road. Said list is as follows:
