SUBJECT: SEALED BID RESULTS FOR THE REPAIR AND PREVENTATIVE
MAINTENANCE OF THE VILLAGE HALL PARKING GARAGE
(NOT TO EXCEED $20,075)
BACKGROUND
In the current budget, staff has requested funds for repair and preventative maintenance of the
Village Hall parking garage. The work will include, but not be limited to:
• rout, clean and caulk double tee joints, and floor cracks
• repair floor spalls and delaminating
• vertical and overhead concrete repairs including soffit and parapet wall spalls
• replacement of cove joint along the Village Hall building east side wall
• perform any and all other additional work, as required by the Director of Public Works,
for the unit costs indicated on the bid sheet
The Village hired Desman Associates of Chicago, Illinois to design and prepare the bid
documents, oversee the bid opening and supervise construction of the project. Desman is an
architectural engineering firm that specializes in parking structures and performed the original
design and construction management services for the Village Hall Parking Deck project in 2003.
BID RESULTS
Sealed bids were opened at 1:00 P.M. on September 10, 2012 for proposed work. A bid notice
was placed in the local paper and four concrete construction/restoration firms were invited to
participate.

Five bids were received. The results are as follows:

One additional bid was received at the Village Hall but was not labeled as a bid. The contract
documents instructed all bidders to submit their bids to the Village Manager's Office at 50 South
Emerson Street and to be labeled "Sealed Bid for Village Hall Parking Garage Contract 2012 ".
The bid was not opened. It has been deemed non - responsive and will be returned unopened to the
bidder.
DISCUSSION
The low bidder JLJ Contracting, Inc. has never worked for the Village before but they supplied
us with a list of references. All references were contacted and said that JLJ Contracting, Inc.
completed their contracts satisfactorily and that they would hire them again.
Staff recommends including a 10% contingency fee in the award of this project. This
contingency would be reserved for quantity variances and unforeseen circumstances. In this
instance, the total recommended award would be $20,075.

RECOMMENDATION
Staff recommends accepting the lowest cost proposal as submitted by JLJ Contracting, Inc. of
Broadview, Illinois for repair to the Village Hall Parking Deck in an amount not to exceed
$20,075. Sufficient funds for this proposed project exist in the current budget.
