MINUTES
November 5, 2012

Chairman Busse called the meeting to order at 5:40 p.m.
Roll Call: George Busse, Chairman
Charles Bennett, Commissioner
Mark Busse, Commissioner
James Powers, Commissioner

John Malcolm, Fire Chief

A motion was made by Commissioner Skowron and seconded by Commissioner M. Busse to accept the
minutes of the September 24, 2012, Open Meeting.
Voice Vote: Ayes: G. Busse, M. Busse, Powers, Skowron Nays: None Abstain: Bennett
Motion Carried
Chairman Busse asked for a motion to approve the disposal of the Open Meeting Audiotapes /CDs
Pursuant to Illinois Records Commission for the period of September 2011 thru August 2012.
The motion was made by Commissioner Powers and seconded by Commissioner Skowron.
Voice Vote: Ayes: G. Busse, Bennett, M. Busse, Powers, Skowron Nays: None Abstain: None

CITIZENS TO BE HEARD
No one in attendance.
POLICE DEPARTMENT UPDATE
Chief Semkiu reported the police department is currently in their shift bidding process and will be
instituting a "Power Shift" next year and explained the basis of this new shift. Chief Semkiu added that the
Police Department has requested to re- establish the Crime Prevention Unit as part of the 2013 budget. If
the 2013 budget is approved by the Village Board, an additional officer will be hired next year. This will
require the background process to be started on the next three candidates shortly. There was a very brief
discussion on department personnel and military leaves.
FIRE DEPARTMENT UPDATE
Fire Chief Malcolm reported Mark Pope is retiring at the end of the month and he will notify the Board of
the date for the retirement cake and coffee. He also provided a brief report on staffing and a report on the
new recruit at the academy in Glenview, who is doing very well. Chief Malcolm will notify board members
of his graduation date should they want to attend.

The application for firefighter /paramedics is available and so far 90 applications have been turned in. The
written test is scheduled for December 8 th at Prospect High School and if the Commission would like to
speak to the group, time will be made available. The Fire Department is looking to schedule
interviews /backgrounds the beginning of January and Chief Malcolm will discuss dates and times at the
December meeting. There was a brief discussion regarding the fire department 2013 budget.
CLOSED SESSION
A motion was made by Commissioner Skowron and seconded by Commissioner Bennett to go into
Closed Session under personnel 5 ILCS 120/2 (c)(1) at 6:13 p.m. and to review and approve closed
session minutes.

The Board returned to open session at 6:27 p.m. with everyone in attendance from the prior session.
OTHER BUSSINESS
Chairman Busse congratulated Commissioner Bennett and Commissioner Powers on their re-
appointment to the Board for three more years.
Commissioner Skowron asked if there was any feedback after the Board of Fire and Police Rules and
Regulations were presented to the Village Board. Chief Malcolm responded there were no questions or
comments.
The next meeting will be held on December 3, 2012 at 5:30 p.m.
With no further business, a motion was made by Commissioner Powers and seconded by Commissioner
Bennett to adjourn the meeting at 6:35 p.m.
