HomeMy WebLinkAbout08/09/2003 CWC minutes MINUTES VILLAGE OF MOUNT PROSPECT COFFEE WITH COUNCIL SATURDAY, AUGUST 9, 2003 9:00 A.M, 2"d Floor Conference Room, Village Hall The meeting was convened at 9:05 a.m. Those present were Mayor Gerald "Skip" Farley, Trustees Tim Corcoran, Rick Lohrstorfer, Michaele Skowron, and Irvana Wilks. Representing the Village were Village Manager Mike Janonis and Human Services Director Nancy Morgan. Albert 420 N Fairview 512 Na Wa Ta Mr. Larry Braus, 612 W. Dempster Mr. Braus is with the Mount Prospect Jaycee's organization. He announced that they had a very successful Carnival, and need to distribute their profits by the end of the year. Requests should be submitted to Mount Prospect Jay Cee's, P.O. Box 27, Mount ProsPect 60056. Deadline is the 2nd week of December for submission. Mr. Lee Williams, 71 N. Albert; Mr. and Mrs. Rich Plocinski, 66 N. Albert; Gwen and Rich Degand, 60 N Albert; Jyoism Patel, 64 N. Albert attended to discuss a difficult tenant renting one of the twelve connected town home units. Mr. Williams opened with a presentation describing their situation. The tenant who is causing problems for all neighbors holds a Section 8 certificate and has the attitude that she is untouchable. Mr. Williams said that the police have responded eighty times to calls against this tenant for issues including late night loud music, parking lot disturbances, and domestic violence. In general she uses very foul language, and has threatened most of her neighbors. Her garbage cans have no lids, her windows have no treatments, one of her children took a neighbor's bike. They tried talking to the tenant to no avail. They tried mediation, which resolved issues for two days, and then it went back to the same problems, Environmental Health has looked into this matter with no improvement. They spoke to DCFS about her young child. They spoke to Section 8 Housing with no relief. They spoke to the landlord/unit owner, and she no longer returns their phone calls. Mayor Farley reflected that neighbors problems are the most difficult to resolve. Trustee Corcoran mentioned Schaumburg's Landlord/Tenant Ordinance that he urged the Board to adopt. Among other items, this ordinance mandates landlords have 8 hours of training and that they are held liable after a certain number of police calls. Mr. Williams contacted HUD on June 21. Mr. Janonis will follow up with HUD, discuss this conversation with the Village attorney, and then follow up with Mrs. Shaw. rustee Skowron strongly urged the neighbors to form a town home association because of the power an association possesses, however the neighbors all agreed that they do not want to do this. The Trustees and residents debated the pros and cons of forming an association. The Mayor asked and Mr. Williams agreed to look into this matter. The Village will pursue a Landlord/Tenant ordinance as exists in Schaumburg, and the Trustees asked the neighbors to attend the board meeting where this ordinance is discussed to show support because there will be opposition. Fred Biermann, 410 Garwood voiced concerns for his neighbors and himself regarding the proposed Cultural Center's underground water retention basin discharging water onto Garwood Dr. and flooding the neighborhood. He wanted to be sure that the Village Engineer had thoroughly explored this issue. Trustee Corcoran explained that this system collects water quickly but discharges water slowly. John J. Flegar, 704 Windsor voiced concerns regarding the same project but with reference to the developer. While working on another project, this developer cut down Mr. Flegar's 75 to 100 year old trees without permission as well as replaced his fence with an inferior fence. He doesn't trust this developer due to these experiences. Trustee Corcoran assured Mr. Flegar that staff know of his past behavior and are involved with him every step of the way. Carol Tortorello, 223 S Elmhurst Ave. asked when would the Village know if the Cultural Center is off the tax roles? Village Manager responded by saying that the State mandates this status. She asked for the opening dates for Kohls, which the response was mid- September. She then raised a concern about, a new home with a four-car garage on Lincoln. The Village Manager said that they are aware of this home ~nd Will Ch~;k it outl Brian and Julie Prempas, 420 N Fairview stated they were here to observe. David Schein, 512 Na Wa Ta stated that he feels the new street signs are difficult to read. He reported that the Library voted against the Patriots Act. He has observed that there has been an improvement with the operation of downtown traffic signals. Village Manager stated that the new software has been installed and during the off-peak hours there are improvements. However, during the peak hours there will be no improvement due to synchronization with the trains.
